Comrade Quach Tat Liem, Vice Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.
The People's Committee of Luong Son district reported the results of the implementation of the Land Use Planning for the period 2021 - 2030. Accordingly, by the end of 2023, the district had achieved 71.5% of the target for agricultural land, while non-agricultural land only reached 39.69%, reflecting the need to adjust the planning to meet the development reality. By 2030, the area of agricultural land is expected to decrease by 2,695.3 hectares, making room for industrial parks, clusters, services - trade, transportation and housing. The district has publicly announced the adjustment of the land use planning, creating a legal corridor to implement a series of key projects: the Hoa Binh - Hanoi regional connection road and Son La expressway, Nhuan Trach Industrial Park and ecological urban areas in Tan Vinh, Cao Son, Lam Son communes along with many large-scale commercial and service projects.
However, some industrial parks approved in the provincial planning (Tan Vinh, Nam Luong Son, Thanh Cao) or industrial clusters (Cao Duong, Xuan Duong, Thanh Cao 1, Thanh Cao 5, Tien Son, Tien Son 2) cannot be implemented due to the target of converting rice land.
Regarding site clearance work, in 2024, the district implemented 57 projects, of which 5 projects were completed, and 52 projects are in progress with a total area of 815.64 hectares. By 2025, the district plans to implement 169 projects, including many large-scale projects, affecting thousands of households.
Some typical projects have achieved high progress in site clearance such as: Nhuan Trach Industrial Park has paid for 1,405 households (reaching 98%), the road connecting National Highway 6 to Nhuan Trach Industrial Park has reached 96%, Cao Duong - Thanh Son commune road has reached over 87%, the road connecting Hoa Binh - Hanoi region and Son La expressway has reached 66.2%.
However, the work of land acquisition and clearance still faces many difficulties and problems such as uncertified land, disputes over land use rights, no resettlement areas, and households not agreeing on compensation prices, especially for land returned by agricultural and forestry farms. In many cases, the measurement maps have to be adjusted, leading to delays in progress.
The working delegation requested the District People's Committee to closely coordinate with relevant units to continue reviewing and verifying land origin, completing legal documents and stepping up propaganda and mobilizing people to agree with the general policy.
At the meeting, Luong Son district proposed that the Provincial People's Committee recommend the Ministry of Agriculture and Environment to consider adding land use indicators, especially indicators for non-agricultural land, commercial - service land, residential land and conversion of rice-growing land. At the same time, it requested specialized departments and branches to speed up the appraisal of measurement maps, strengthen clear guidance on compensation unit prices; promptly allocate capital for the construction of resettlement areas; and provide unified guidance on the process of considering and granting land use right certificates for cases of stable use but insufficient documents.
Concluding the meeting, Comrade Quach Tat Liem acknowledged the efforts of Luong Son district in planning and site clearance. He emphasized the key role of reasonable and flexible land use planning, in line with the direction of urban development and industrialization, and directed departments and branches to coordinate in removing obstacles and problems to ensure the progress of key projects.
