After the province merged and operated a two-level local government, the provincial data sharing integration platform was connected to the national data sharing integration platform; connected within the province with the document management system and operated the administrative procedure information system. At the same time, the installation and configuration of the electronic document management and operation system according to the two-level local government model were completed, and put into use for shared use in provincial-level state agencies from July 1, 2025.
However, in the process of operating the administrative procedure settlement system in the province, some shared software deployed by ministries and branches (electronic civil status software, business registration system) are not stable. Integrating and connecting data with the national public service portal and some specialized systems is still difficult because the server infrastructure and storage devices of the National Public Service Portal do not meet the requirements for continuous and stable operation. The internet infrastructure in some communes and wards is not synchronous, the equipment is old, and the speed is low, especially in communes in difficult areas. Some commune-level administrative units lack civil servants with expertise in information technology, affecting the quality of work in the fields of science and technology and administrative procedure settlement.
In the coming time, the Department of Science and Technology will continue to research and upgrade the software for managing administrative documents in an intuitive, easy-to-use, stable transmission direction, avoiding system errors; coordinate with the People's Committees at the commune level to organize training and foster skills and information technology for cadres, civil servants and public employees in accordance with practical requirements. Continue to upgrade the technology infrastructure, especially the transmission line of the software system for handling administrative procedures and the software for managing administrative documents. Cadres, civil servants, public employees and workers at the commune level will proactively equip themselves with digital skills to meet job requirements in the new period.

Up to now, the Department of Finance has advised the Provincial People's Committee to submit to the Provincial People's Council to issue Resolution No. 11 dated July 14, 2025 on the State budget revenue and expenditure estimates for 2025 in Bac Ninh province after the reorganization, accordingly allocating the budget to provincial agencies, units and communes and wards. At the same time, it has advised on regulations on the application of decentralization of State budget revenue sources and decentralization of budget expenditure tasks at all levels in the province in 2025.
In fact, some policies on budget allocation that are regulated differently by the two provinces of Bac Giang and Bac Ninh (old) are being consulted for adjustment so that the Provincial People's Committee can submit to the Provincial People's Council to issue new policies suitable for the post-merger reality.
Based on the actual situation, the Department of Finance coordinates with agencies and units to review equipment and public assets, advise on implementation of registration instructions, and organize the procurement of State assets in the list of centrally purchased assets according to regulations, ensuring to meet needs and tasks.
The Department of Finance advises on developing a medium-term public investment plan for the period 2026-203; proposes to remove difficulties and obstacles in disbursing public investment capital. Review and summarize projects (including public investment projects and non-budget projects) facing difficulties and obstacles, clearly analyze the causes, and propose solutions according to regulations. Agencies, units, communes and wards shall collect and spend funds (flood and storm prevention fund, fund for the poor, humanitarian fund...) according to regulations. The Department of Finance will establish a working group to provide financial guidance, assign officials and civil servants to directly support each commune, ward, agency and unit to properly implement financial regulations.

After one month of operating the two-level government, Bac Giang ward has initially achieved certain results. The economic, cultural, social, defense and security sectors have been maintained stably and continued to develop. The Public Administration Service Center received and processed more than 16,500 records, including more than 5,000 records in the land and tax sectors. In the first month of operation, the ward arranged 2 points to receive and process administrative procedures for people and businesses; after stable operation, it will adjust to focus on receiving at 1 point.
In particular, when seeing that the reception and settlement of administrative procedures in the land sector of the inter-ward and commune Land Registration Office Branch was overloaded, the ward proactively proposed and coordinated with the Department of Agriculture and Environment to supplement personnel, means, and expand the space for receiving land procedures not only for citizens of Bac Giang ward but also for all 7 wards and communes of Bac Giang city (old) including: Da Mai, Tan Tien, Yen Dung, Tien Phong, Canh Thuy, Tan An, Dong Viet.
As a central urban area, the number of administrative procedures arising is large, and the human resources in some positions are not enough, causing overload. Meanwhile, the scale and space for receiving documents are still small, the equipment is not synchronized, some equipment is old, and the processing speed is slow. In the coming time, the ward will proactively allocate capital to invest in renovating, repairing, and upgrading the space for receiving administrative procedures; seconding civil servants between departments to ensure the successful completion of tasks.
The People's Committee of Bac Giang Ward requested the software management agency to continue to direct the resolution of issues related to document management and administration software. The Provincial People's Committee is interested in supporting funding for localities to invest in facilities, purchase new equipment at the Public Administration Service Center; second experienced professional personnel from the province to the base to support in some areas requiring deep expertise.

Yen Dinh commune was formed on the basis of merging two communes Yen Dinh and Cam Dan of the old Son Dong district. After the merger, the commune has a total natural area of nearly 48.2 km2 with more than 9,300 people, the proportion of ethnic minorities accounts for 79.8%.
After more than a month of operating the two-level local government, agencies and units in the commune have operated in accordance with their functions, tasks and powers as prescribed by law. Through assessment, in July 2025, the commune ranked 5th in the province in implementing the index set for serving people and businesses in resolving and implementing administrative procedures and providing public services.
However, due to the lack of civil servants (currently the commune lacks 2 civil servants and 2 contracts), especially civil servants with in-depth expertise in the fields of land, finance - budget, information technology, digital transformation, management of electronic information pages, the commune's broadcasting system, health - education management, etc., the implementation of tasks is still difficult.
To overcome this, in the immediate future, the Commune People's Committee will requisition a number of positions of officials and civil servants between agencies and units that are suitable for their professional expertise, meeting the assigned tasks. To ensure long-term and effective results, the Provincial People's Committee is requested to pay attention to directing departments, branches and sectors to supplement or mobilize officials with in-depth expertise in the fields of land, information technology - digital transformation, finance - budget, health - education for the locality to meet the increasingly high requirements of the local government.
Periodically organize training courses and professional development courses, information technology skills for commune-level cadres, civil servants and public employees with appropriate content, considering online training to reduce costs and travel time.
