Strengthening human resource training in the fields of microchips, AI and cloud computing

The Prime Minister welcomed and commended universities , corporations and enterprises that have proactively and actively participated in training high-quality human resources in high-tech fields such as: processing, manufacturing semiconductor microchips, biology, new materials, etc. Continuing to promote the achieved results, aiming to create a breakthrough in training and developing high-quality human resources for national development in the context of rapid and strong development of science and technology and the 4.0 industrial revolution, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Government agencies, Chairmen of People's Committees of provinces and centrally run cities to focus on directing and effectively implementing the following key tasks:

1. Minister of Education and Training :

a) Direct public and non-public higher education institutions (hereinafter referred to as higher education institutions) to research and establish specialized professional units (schools, faculties, departments, etc.) to prioritize training and research on semiconductor microchips, artificial intelligence, and cloud computing.

b) Direct and guide higher education institutions to review and innovate training programs; develop plans and organize training for lecturers, researchers, and students in majors in the fields of semiconductor microchips, artificial intelligence, cloud computing, etc.; increase the application of technology, especially the application of artificial intelligence in teaching and learning; promote cooperation with businesses, higher education institutions, and prestigious research institutions at home and abroad to train, research, and develop high technology, especially in the fields of semiconductor microchips, artificial intelligence, cloud computing, etc.

c) Urgently complete and submit to the Prime Minister for approval the Project on developing high-quality human resources to serve the development of high-tech and foundation industries.

d) Develop a Prime Minister's Directive to direct, orient, and promote human resource training for the semiconductor, artificial intelligence, cloud computing, etc. industries.

2. Minister of Planning and Investment:

a) Urgently complete and submit to the Prime Minister for approval the Project "Developing human resources for the semiconductor industry to 2030, with a vision to 2050"; including content on artificial intelligence and cloud computing.

b) Promote the formation and development of ecosystems, innovation centers, incubators, and innovation networks in the fields of semiconductor microchips, artificial intelligence, cloud computing, etc.

3. Minister of Science and Technology:

a) Proactively review and prioritize scientific research programs in the fields of semiconductor microchips, artificial intelligence, cloud computing, etc., associated with talent training and training of experts and great scientists at universities.

b) Preside over and coordinate with relevant ministries and branches to research and perfect specific mechanisms and policies to attract science and technology talents from abroad and from the industrial sector to collaborate and teach at universities, especially in the fields of semiconductors, artificial intelligence, cloud computing, etc.

4. Minister of Information and Communications:

a) Urgently complete and submit to the Prime Minister for approval the Strategy for developing Vietnam's semiconductor industry to 2030, with a vision to 2050;

b) Proactively develop a plan to implement the Strategy, prioritizing the development of big data computing centers to support higher education institutions in training high-quality human resources in the fields of semiconductor microchips, artificial intelligence, cloud computing, etc.

5. Ministers, heads of ministerial-level agencies, and government agencies directly managing higher education institutions shall direct and support higher education institutions in developing high-quality human resource training in high-tech fields, especially semiconductor microchips, artificial intelligence, cloud computing, etc.

6. Chairman of People's Committee of provinces and centrally-run cities:

a) Proactively and actively attract investment to develop the ecosystem of the semiconductor industry, artificial intelligence, cloud computing, etc.

b) Proactively participate and strengthen close cooperation in the relationship between the State, schools, and businesses to improve training efficiency and develop human resources in the fields of semiconductor microchips, artificial intelligence, cloud computing, etc.

c) Direct and support affiliated higher education institutions to develop high-quality human resource training in high-tech industries, especially semiconductor microchips, artificial intelligence, and cloud computing.

7. Assign Deputy Prime Minister Le Thanh Long to directly direct, urge and organize the implementation of the contents of this Official Dispatch.

8. The Government Office, according to its assigned functions and tasks, shall urge the implementation of this Official Dispatch; proactively grasp the situation of the implementation of the Official Dispatch in order to promptly propose and report to the Prime Minister./.
