On the morning of April 28, at the Xu Dong Cultural Center, a meeting of the Provincial Party Executive Committee will be held to review and approve a number of important issues. These include reviewing and approving the Project on rearranging commune-level administrative units in Hai Duong province in 2025 and the draft Project on merging Hai Duong province and Hai Phong city.

It is expected that after the Provincial Party Executive Committee Conference, the Hai Duong Provincial People's Council will open the 30th Session in the morning of the same day.

At this session, the People's Council of Hai Duong province will consider many contents on administrative unit arrangement and apparatus organization.

Specifically, the Provincial People's Council plans to consider the submission of the Provincial People's Committee, approve the draft resolution on the policy of arranging commune-level administrative units in 2025 in Hai Duong province, the policy of merging Hai Duong province and Hai Phong city; abolish Resolution No. 01/2025/NQ-HDND dated February 20, 2025 of the Provincial People's Council on support policies for cadres, civil servants, public employees, and workers who quit their jobs during the implementation of the organizational arrangement in Hai Duong province; and the plan to temporarily suspend the implementation of public investment projects during the implementation of the organizational arrangement plan.

The Provincial People's Council will also consider the plan to allocate and adjust the 5-year state budget investment plan for 2021 - 2025, the 2025 plan; adjust the local budget estimate for 2024; approve the list of works and projects on land recovery, conversion of land use purposes for rice cultivation, protective forest land, special-use forest land, and production forest land for additional implementation in 2025; adjust the local budget estimate for 2024; approve the charter capital level, amendments and supplements to the decision on establishment, charter of organization and operation of the Hai Duong Provincial Land Development Fund.

The Provincial People's Council plans to adjust housing support for households with meritorious services to the revolution, relatives of martyrs, poor households, and near-poor households; regulate the level of daily allowances for militiamen; regulate additional service prices at state-owned medical examination and treatment facilities under the management authority of Hai Duong province; and promulgate a list of public career services using the state budget in the fields of culture, family, sports and tourism in Hai Duong province.

The 3 tasks of planning the construction of Thanh Ha Industrial Park, Binh Giang 2 Industrial Park, Binh Giang 5 Industrial Park (all at a scale of 1/2000) and the list of land plots to be auctioned to select investors to implement investment projects using land in Hai Duong province (phase 1 in 2025) will also be considered by the Provincial People's Council at this session.
