On May 27, the Chairman of the Provincial People's Committee sent an urgent dispatch to the Director of the Provincial Police Department; heads of provincial departments, branches, sectors, and organizations; Chairmen of the People's Committees of districts, towns, and cities on the implementation of the Prime Minister's Official Dispatch on fire prevention and fighting (PCCC).

On May 24, 2024, a fire broke out in Hanoi with particularly serious consequences, killing 14 people. Currently, the authorities are investigating the cause, damage and determining the responsibility of individuals and groups for the fire.
Implementing the direction of the Prime Minister, to strengthen prevention work and avoid unfortunate casualties in fires, the Chairman of the Provincial People's Committee requests:
Provincial departments, branches, sectors, and mass organizations; People's Committees of districts, towns, and cities continue to direct and seriously, resolutely, and effectively implement documents of the National Assembly, the Government, the Ministry of Public Security, and the province's plan on fire prevention and fighting. Strengthen inspection and supervision of compliance with legal regulations on fire prevention and fighting and rescue (CNCH) for business establishments with security and order conditions, establishments with large crowds, and high risk of fire and explosion...; promptly correct units and individuals who have not properly or strictly followed the direction and guidance of the Government, the Ministry of Public Security, and the People's Committee of Lao Cai province; review legal regulations and conditions on fire prevention and fighting related to accommodation and rental businesses, and report to the Provincial People's Committee (through the Provincial Police) before July 20, 2024 for synthesis and reporting to the Government; Inspect, classify, and immediately have fire prevention and fighting solutions for accommodation establishments and rental houses, strictly handle violations according to the provisions of law (Provincial Police preside over and coordinate with departments, branches, and district-level People's Committees to direct implementation). Strengthen inspection of households, houses for residence combined with production and business, and establishments under fire prevention and fighting management.

Strengthen propaganda to raise people's awareness in implementing fire prevention and fighting regulations. Develop content, coordinate with media agencies to propagate legal knowledge and skills on fire prevention and fighting, search and rescue on mass media, in order to create a strong change in awareness and action of all levels, sectors, units, establishments and the whole population in fire prevention and fighting, search and rescue.
Continue to conduct surveys of newly-emerged family houses and houses for residential use combined with production and business to build and launch fire safety inter-family teams; have plans to handle fire and explosion situations, and safe escape; organize fire fighting and rescue drills in residential areas with the mobilization of many forces; disseminate and train basic knowledge and skills on fire prevention and fighting and search and rescue. Integrate fire prevention and fighting and search and rescue knowledge and skills into Party cell meetings, residential group meetings, and summer activities for students to equip people with good skills, knowledge, and psychology in fire incidents.
The provincial police preside over and direct the Fire Prevention and Rescue Police force and district-level police to organize forces and vehicles to be ready for fire fighting and rescue; receive and handle information on fire alarms, incidents and accidents quickly, promptly and effectively.

Departments, branches, sectors, unions, and People's Committees at all levels must thoroughly raise awareness and responsibility of cadres, party members, civil servants, public employees, and workers regarding fire prevention and fighting and search and rescue work; proactively propose solutions and preventive measures, and strengthen self-inspection of the implementation of fire prevention and fighting and search and rescue regulations to minimize the risk of fire and explosion.
The Chairman of the Provincial People's Committee requested heads of agencies, units and localities to seriously direct and implement to create a clear change in fire prevention and fighting and rescue work in the coming time; in any locality where fires occur with serious consequences due to lack of leadership, direction, inspection, examination and supervision, the head must be responsible before the Chairman of the Provincial People's Committee and before the law.
