The investment project to build My Thuy Port Area was approved by the Ministry of Transport to add phase 1 with a scale of 4 berths to the detailed planning of the Central Central Seaport Group (Group 3) for the period up to 2020, with a vision to 2030 in Document No. 12250/BGTVT-KHDT dated October 31, 2017.

The project has been approved by the Prime Minister in Decision No. 16/QD-TTg dated January 4, 2019 with a total area of ​​685 hectares, including 10 wharves, a total investment of VND 14,234 billion, capable of receiving ships of up to 100,000 tons. The project is invested by My Thuy International Port Joint Stock Company (MTIP).

The project will be developed in 3 phases: Phase 1 from 2018-2025 will invest in 4 wharves; Phase 2 from 2026-2031, invest in 3 more wharves; Phase 3 from 2032-2036 will invest in 3 more wharves.

On June 12, 2023, the Ministry of Natural Resources and Environment approved the environmental impact assessment report in Decision No. 1550/QD-BTNMT, with the total area of ​​the Project (phase 1) being 496.9 hectares; of which, the implementation area requiring land occupation is 133.67 hectares and the sea surface area is 363.23 hectares. At the same time, the project was assigned the sea area by the Ministry of Natural Resources and Environment in Decision No. 706/QD-BTNMT dated March 21, 2024.

According to the People's Committee of Quang Tri province, the implementation of My Thuy Port Area is to invest in the construction and business of a specialized port area serving mainly industrial establishments in the Southeast Quang Tri Economic Zone and industrial parks in Quang Tri province, combined with attracting transit goods from Laos and Northeast Thailand on the East-West Economic Corridor route...

At the same time, on January 5, 2024, the Government issued Resolution No. 04/NQ-CP agreeing that the conveyor belt section of the Project to build a conveyor belt system to transport coal from Laos to Vietnam will cross the Vietnam - Laos border at the La Lay (Quang Tri) - La Lay (Salavan - Laos) international border gate and pass through 2 points within 100 m from the border towards the territories of the two countries. Therefore, the early implementation of the construction of My Thuy Wharf is very necessary, facilitating the import and export of bulk goods from Laos, especially coal.

Also according to the People's Committee of Quang Tri province, based on the opinion of the Ministry of Transport, on December 22, 2022, the Management Board of Quang Tri Economic Zone issued a decision approving the Detailed Construction Planning Project at a scale of 1/500 of My Thuy Port Area; by June 19, 2023, the Department of Construction Investment Management - Ministry of Transport issued Document No. 1489/CQLXD-DAĐT2 announcing the appraisal results; and by July 19, 2023, My Thuy International Port Joint Venture Joint Stock Company approved the Feasibility Study Report of the investment project to build My Thuy Port Area, Hai Lang district, Quang Tri province - phase 1 in Decision No. 04/QDMTIP.

According to the feasibility study report and basic design documents approved by the Ministry of Transport in Document No. 1489/CQLXD-DAĐT2 dated June 19, 2023, the total dredging volume of the shipping channel, turning basin and water area in front of the wharf in phase 1 is nearly 16.9 million m3. Of which, the dredging volume of the water area in front of the wharf is nearly 4.3 million m3, dredging elevation H = -17.5 m (nautical chart), slope m = 1:3; and the dredging volume of the shipping channel and turning basin is 12.6 million m3, dredging elevation H = -17.5 m (nautical chart), slope m = 7.

The location, detailed technical parameters of the wharf, waterway, water area, breakwater, sand barrier, and maritime signaling system serving My Thuy port - Phase 1 have been agreed upon by the Vietnam Maritime Administration in Document No. 1192/CHHVN-KHĐT dated March 31, 2023.

My Thuy International Port Joint Venture Company has conducted a survey, collected samples for mineral analysis within the planned scope of the project and reported the results in Document No. 59/CV-MTIP dated July 9, 2024. Accordingly, in the surveyed area of ​​123.14 hectares, there are total level 333 resources (calculated at cos -18m) of 21.52 million m3 of sand (equivalent to about 32.07 million tons of sand).

According to the results of chemical analysis of 6 indicators and physical and mechanical grain size samples, in the total volume of 21.52 million m3 of minerals, there are about 988.2 thousand m3 (equivalent to 1.47 million tons) of white silica sand that meets the standards for making glass and used in the field of mold production; the remaining volume of 20.53 million m3 (30.59 million tons) is only used as filling material.

According to the Standing Vice Chairman of the Quang Tri Provincial People's Committee, Ha Sy Dong, according to the provisions of Article 65 of the Law on Minerals, the area with important national projects and works is under the authority of the National Assembly to decide on investment policies or important projects and works are under the authority of the Government and the Prime Minister to decide on investment policies. And if minerals are discovered, the Ministry of Natural Resources and Environment will preside over and coordinate with relevant ministries, branches and the People's Committee of the province where the project is located to decide on mineral exploration and exploitation in the project area.

“On that basis, the People's Committee of Quang Tri province has issued a document requesting the Ministry of Natural Resources and Environment to guide localities on preparing dossiers to request a license to exploit minerals in the My Thuy Port Construction Investment Project to submit to competent authorities for consideration and approval in accordance with regulations,” Mr. Dong informed.
