Attending the groundbreaking ceremony on behalf of the Ministry of Public Security was General To Lam, Minister of Public Security.

The investment project to build the Quang Ninh Provincial Police headquarters is located in Hong Ha Ward, Ha Long City, replacing the old headquarters built in 1985, which was degraded, cramped, unsynchronized and no longer met the working and combat requirements of the police force.

Based on the report and proposal of the Provincial Police, the Ministry of Public Security has approved the investment policy for the Project to build the office building of the Quang Ninh Provincial Police. The Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and the People's Council of Quang Ninh Province have agreed to support the investment capital. The project has a scale of 1 basement, 13.5 floors above ground, with a total investment of 796 billion VND, of which the Quang Ninh provincial budget has arranged and supported 95% of the total investment of the project.

This will be a special project to celebrate the 16th Congress of Quang Ninh Provincial Party Committee, term 2025-2030; to celebrate the 80th anniversary of the People's Public Security Traditional Day (August 19, 1945 - August 19, 2025).

Speaking at the ceremony, Mr. Cao Tuong Huy, Chairman of the People's Committee of Quang Ninh province, emphasized: Quang Ninh province identifies maintaining a safe area as the foundation for promoting socio-economic development. In recent years, the Provincial Party Committee, People's Council and People's Committee of Quang Ninh province have always paid attention to and devoted many resources to investing in construction and improving the living and working conditions of the police force at all levels. Closely following the direction of the Central Government, especially Resolution No. 12 dated March 16, 2022 of the Politburo on "Promoting the building of a truly clean, strong, disciplined, elite and modern People's Public Security force, meeting the requirements and tasks in the new situation", Resolution No. 04 dated March 23, 2021 of the Standing Committee of the Provincial Party Committee on strengthening the work of ensuring security and order in Quang Ninh province, the province has made many decisions and focused resources to speed up the construction progress and complete the headquarters of the police at all levels in the province; is one of the leading localities in the country in allocating resources to invest in police headquarters with local budget support.

From 2020 to present, Quang Ninh province has supported 1,289 billion VND for the police force at all levels to invest in modern equipment and vehicles to serve the work of ensuring security and order in the province. Funding support for the provincial police to implement 18 projects to build police headquarters at all levels in the medium-term public investment plan for the period 2021-2025, with a total investment of 1,986 billion VND, of which 11 projects have been completed and 7 projects are being implemented. Particularly, the commune police headquarters have so far completed 32/98 headquarters in the whole province.

The investment project to build the office building of Quang Ninh Provincial Police is also one of the projects that shows the special attention of the Provincial Party Committee, People's Council, Provincial People's Committee and the entire political system of the province to ensure the goal of meeting the working requirements of the officers and soldiers of the People's Police stationed in Hong Ha Ward, Ha Long City, performing the task of ensuring security, order, social safety and building the Quang Ninh Provincial Police force associated with socio-economic development in the province.

In order for the construction of the Quang Ninh Provincial Police headquarters to be completed and put into use on schedule as approved, the Chairman of the Quang Ninh Provincial People's Committee requested the Provincial Police as the investor to focus on leadership, direction, and selection of reputable and capable contractors, construction units, and consulting and supervision units to focus on implementing the construction, ensuring the completion of the project on schedule in August 2025 to celebrate the 16th Provincial Party Congress. During the implementation process, if there are any problems, the investor must promptly report to the Ministry of Public Security and Quang Ninh province for direction and resolution. At the same time, the provincial departments and agencies and Ha Long City must closely coordinate with the Provincial Police to ensure completion on schedule as required.

Speaking at the ceremony, General To Lam, Minister of Public Security, emphasized: This is a project of important significance, aiming to celebrate important political events of the country, the Public Security sector and Quang Ninh province. After completion, the project will certainly change the appearance of the Quang Ninh Provincial Police Command Headquarters, effectively serving combat work and building an increasingly strong and mature Public Security force.

In order to complete the project on schedule, ensuring quality and absolute safety, General To Lam, Minister of Public Security, requested the investor, consulting unit and construction contractor to closely follow the objectives and requirements, strictly comply with the provisions of the law, enhance the sense of responsibility and seriously implement the commitments on rights and obligations of the parties. The functional units of the Ministry of Public Security closely coordinate with the Quang Ninh Provincial Police during the project implementation, promptly remove difficulties and obstacles in technical procedures, ensure security, order, safety and environmental sanitation at the construction site.

During the project implementation, the Minister of Public Security also requested the Quang Ninh Provincial Police to continue to stabilize the organizational structure, effectively carry out the political tasks assigned by the Central Public Security Party Committee, the Ministry of Public Security, and the Quang Ninh Provincial Party Committee and government.
