This afternoon, October 2, the Central Organizing Committee held a national online conference to disseminate and implement the contents of the newly issued documents of the Central Committee on Party building and organization work and to evaluate the results of Party building work in the third quarter and deploy tasks in the fourth quarter of 2024. Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the province Le Quang Tung; Head of the Provincial Party Committee Organizing Committee Phan Van Phung attended the conference at the Quang Tri bridge.

At the conference, delegates listened to the dissemination and implementation of the contents of the following documents: Instruction No. 27-HD/BTCTW, dated August 26, 2024 of the Central Organizing Committee guiding some contents of Directive No. 35-CT/TW, dated April 16, 2024 of the Politburo on party congresses at all levels towards the 14th National Congress of the Party.

Regulation No. 145-QD/TW, dated May 10, 2024 of the Politburo on the training and updating of knowledge and skills for leaders and managers at all levels. Decision No. 143-QD/TW, dated May 3, 2024 of the Secretariat on promulgating the model working regulations of district-level Party committees. Regulation No. 180-QD/TW, dated July 11, 2024 of the Secretariat on senior experts.

Regulation No. 142-QD/TW, dated April 23, 2024 of the Politburo on piloting the delegation of authority and responsibility to leaders in personnel work. Regulation No. 148-QD/TW, dated May 23, 2024 of the Politburo on the authority of leaders to temporarily suspend subordinate officials from work when necessary or when there are signs of serious violations of Party regulations and State laws.

Decision No. 147-QD/TW dated May 14, 2024 of the Secretariat on promulgating the model working regulations of grassroots-level party committees in state-owned enterprises. Decision No. 179-QD/TW dated July 8, 2024 of the Secretariat on the model working regulations of central party delegations and party executive committees established by the Secretariat. Regulation No. 146-QD/TW dated May 14, 2024 of the Secretariat on the functions, tasks, powers, organizational structure and working relationships of provincial-level party delegations and party executive committees.

In the third quarter of 2024, the entire Party building organization sector focused on advising and implementing the successful completion of assigned tasks, such as: Completing projects and tasks according to the 2024 work program assigned by the Politburo, Secretariat, and Party committees at all levels to ensure progress and quality. Carefully preparing and quality content to serve the meetings of the Central Executive Committee.

Complete the summary of the personnel work orientation of the 13th National Party Congress and draft the personnel work orientation of the 14th National Party Congress; draft the report summarizing the Party building work and the implementation of the Party Charter to be submitted to the 14th National Party Congress; draft the Election Regulations within the Party. Complete and supplement a number of senior leadership positions of the Party, the State, and key leaders of localities and units to ensure strictness, democracy, and create high solidarity and unity in the Politburo, the Central Executive Committee and Party committees at all levels.

Preparations for Party Congresses at all levels and the 14th National Party Congress; issuance of guidance on some contents of Directive 35-CT/TW on Party Congresses at all levels towards the 14th National Party Congress; advising on the activities of the Party Charter Subcommittee, the 14th Party Congress Personnel Subcommittee, the Steering Committee for strategic-level personnel planning, and subcommittees preparing for Party Congresses at all levels; advising on planning for the Politburo and the Secretariat to review and introduce additional planning for the 14th Central Executive Committee and review and supplement the planning for the Executive Committee, Standing Committee of Party Committees, and key positions at all levels, and well preparing for personnel work for Congresses at all levels.

Focus on inspection and supervision of Party building organization; innovate working methods, styles, routines, and manners with many effective ways. Timely exchange and answer questions to help remove difficulties, obstacles, and make recommendations and proposals from Party committees and organizations at all levels.

In addition to the achieved results, the work of Party building and organization still has some difficulties and obstacles such as: Some localities and units have not really paid attention to statistics and data work, there are still errors and time consuming reconciliation. The construction of job positions and proposals for staffing in 2025 of some localities and units are still slower than required. Although the work of developing Party members has changed compared to the same period last year, there are still difficulties in recruiting Party members in residential areas and in non-state enterprises.

Speaking at the conference, Provincial Party Secretary, Head of the Provincial National Assembly Delegation Le Quang Tung proposed a number of recommendations such as: According to Directive 35-CT/TW of the Politburo, the number of Party committee members at the provincial and district levels is implemented as in the 2015-2020 term; to specify this regulation, in Instruction No. 27-HD/BTCTW of the Central Organizing Committee, the number of Party executive committee members and at the same time the number of standing committee members of provincial and municipal Party committees were clearly determined.

However, the province is still hesitant when implementing at the district level, between determining the specific number of standing committees of district-level Party committees as done by the Central Organizing Committee or only determining the number of executive committees, with the standing committees in the frame of 11-13 as in Instruction No. 27-HD/BTCTW.

It is recommended that the Central Organizing Committee discuss with the Central Military Commission and the Central Public Security Party Committee to guide localities to coordinate and structure the personnel of the standing committees of commune-level Party committees according to the requirements of each commune, ward, and town. Provide guidance on whether or not positions held in non-consecutive positions can be accumulated and whether this regulation is applied consistently in regular personnel work.

According to Directive 35-CT/TW of the Politburo, the addition of Party committees and standing committee members at all levels must be stopped 6 months in advance, in special cases only applicable to police and military positions. However, in reality, in some communes and wards, there is a vacancy for the position of deputy secretary, while the standing committee of the Party committee is determined to have only 3 comrades, so the human resources in the planning are all Party committee members. If we want to complete the deputy secretary, we must add to the Standing Committee. Is this against the regulation of stopping the addition of Party committee members and standing committee members?

Concluding the conference, Head of the Central Organizing Committee Le Minh Hung emphasized: In the fourth quarter of 2024, the entire Party building organization sector will focus on advising on completing the 2024 work program; continue to effectively implement the resolutions and conclusions of the 13th Central Executive Committee, Politburo, and Secretariat on Party building organization work.

Focus on advising on preparations for Party Congresses at all levels towards the 14th National Party Congress. Carry out well the work of organizing the apparatus, staffing and job positions. The Party Committees at all levels advise on the implementation of all stages of personnel work; complete the 2024 training and development plan and continue to advise on training and development of cadres in the planning and according to job title standards, pay attention to training and development of young cadres, female cadres, and ethnic minority cadres.

Carry out well the work of internal political protection; the work of party organization and party members. Complete the inspection and supervision of party building organization according to plan, issue reports and inspection conclusions. Continue to review and consolidate the organizational apparatus, improve the quality of cadres and civil servants; innovate methods, ways and working styles associated with administrative reform, promote the application of information technology in management and operation.

Local Party Committees organize to disseminate the contents of the conference to local cadres and Party members. In the process of implementing new documents of the Central Committee, if there are any difficulties or inadequacies, continue to make recommendations and proposals to the Central Organizing Committee for consideration and resolution.
