On the afternoon of September 11, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, visited and presented gifts to encourage union members and youths participating in helping people in Ha Long City overcome the consequences of the storm and grasped the situation of the emulation movements "Learning and following Uncle Ho" and "Youth for the Party". Accompanying him was comrade Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation.

Encouraging and presenting gifts to the Youth Union members and Police youths on duty to support people in overcoming the consequences of the storm, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, praised the spirit of the Police officers and soldiers "forgetting themselves for the country - serving the people", especially at a time when many localities in the province are suffering heavy damage after storm No. 3.

He hoped that officers and soldiers of the police force would continue to promote their spirit and responsibility to effectively carry out search and rescue work; support in overcoming the consequences of the storm; and ensure security and order in the area.

Visiting and encouraging the staff and workers of Quang Ninh Electricity Company who are actively participating in repairing the power grid system in Ha Long City, the Deputy Secretary of the Provincial Party Committee requested the staff and workers of Quang Ninh Electricity Company to make efforts to speed up the repair of the system, soon provide electricity to residential areas to ensure the requirements of stabilizing people's lives. He also noted that during the repair process, the staff and workers of the electricity industry should pay attention to health requirements and ensure safety while carrying out their tasks.

Presenting gifts and encouraging the youth force participating in supporting the recovery of storm consequences at Nui Man Primary and Secondary School, Thong Nhat Commune and Cao Xanh Ward, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, praised the pioneering and proactive spirit of the youth union members. He emphasized that in the context that the province is suffering heavy damage from storm No. 3, the spirit of "mutual love and support" of the nation and the tradition of "Discipline - Unity" of the province must be promoted, especially among the youth force to join hands to overcome the consequences after the storm, soon stabilize the socio-economic development situation in the area.

He requested union members and young people to continue promoting their spirit and making efforts to carry out youth movements associated with building Quang Ninh people with the characteristics of "Courage, Self-reliance, Discipline, Solidarity, Loyalty, Generosity, Creativity, and Civilization". In particular, effectively promoting the movements "Learning and following Uncle Ho" and "Youth dedicated to the Party", thereby promoting the spirit of dedication, raising awareness of the Party; making union members and young people, especially students, aware of learning about the Party early, forming the consciousness of striving to become Party members, living responsibly towards the Party, the community, and society.

He requested that through activities to support storm recovery, the Provincial Youth Union review, discover, and introduce positive factors, especially exemplary, dedicated, and highly responsible youth and students, to nurture and create a source of recruitment.

Also this afternoon, comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, visited and encouraged the staff and workers of the Quang Ninh Youth and Children's Cultural Palace, which suffered many losses in facilities and infrastructure due to the storm.
