On August 8, 2025, the Ministry of Industry and Trade signed and issued Decision No. 2269/QD-BCT, officially approving the Program to develop the domestic market, stimulate consumption and promote the Campaign "Vietnamese people prioritize using Vietnamese goods" for the period 2025-2027.
According to the Ministry of Industry and Trade, the program aims to stimulate consumption, develop domestic trade in a modern direction, and grow rapidly but sustainably. Not only creating a solid foundation for domestic production, the program also contributes to building the brand of Vietnamese goods, protecting consumer rights and legitimate interests of businesses.
The specific target for 2025 is to increase total retail sales of consumer goods and services by about 10.5%, striving to reach 12%, thereby contributing to the economic growth target of 8.3-8.5% as directed by the Prime Minister, while ensuring the supply of essential goods, keeping the market stable, and preventing shortages or unreasonable price increases, especially at the end of the year and during the Lunar New Year. The program also aims to reach at least 15 million consumers through communication and consumer promotion campaigns and involve more than 50,000 businesses.
In the 2026-2027 period, the program expects to build a modern, unique and nationwide domestic trade platform; develop retail models with a strong Vietnamese imprint; promote the digital transformation ecosystem; connect cross-border trade infrastructure. The further goal is to bring Vietnam into the group of countries with the most attractive retail markets in the world according to the Kearney Global Retail Development Index.
In the first year of implementation, the Ministry of Industry and Trade focused on a group of urgent solutions including stimulating domestic consumption; supporting production, distribution and retail enterprises; ensuring stable supply; restructuring towards sustainability; stabilizing prices; connecting supply and demand of goods in rural, mountainous and island areas; and strengthening inspection and consumer protection.
The plan also prioritizes supporting businesses to access preferential credit packages, reduce taxes and fees, prioritize businesses with high localization rates, products of clear origin, meeting green technology standards; and encourages Vietnamese retail businesses to expand their networks in rural, mountainous and remote areas.
In the next phase, the program will focus on completing a transparent legal corridor, building a modern trade infrastructure, and developing a B2B agricultural product trading floor for key industries such as rice, coffee, pepper, tea, flowers, tropical fruits, seafood, etc. to meet international standards.
The Department of Domestic Market Management and Development is assigned to be the focal point for implementation, coordinating with relevant units, both implementing and supervising to ensure the program achieves the highest efficiency.
