Timely stop of study trips abroad
Recently, the story of lottery companies in the Southern region such as Soc Trang, Bac Lieu, Long An… regularly sending staff to study abroad has caused a stir in public opinion. Instead of professional learning activities, when looking at these trips of lottery companies in the Southern region, people see that they mainly have a common “motif” revolving around sightseeing, shopping and resting activities.
After listening to public opinion, on the afternoon of October 9, Mr. Tran Van Lau - Chairman of the People's Committee of Soc Trang province signed an urgent document to Soc Trang Lottery One Member Co., Ltd. regarding the suspension of the plan to organize a delegation to study the experience of lottery development models and strategies in Malaysia and Singapore. The Chairman of the People's Committee also requested Soc Trang Lottery Company to urgently report the results and evaluate the effectiveness of the previous study trip.

Similarly, Mr. Pham Van Thieu - Chairman of Bac Lieu Provincial People's Committee also sent an official dispatch to Bac Lieu Provincial Lottery Company Limited regarding the temporary suspension of travel for the company's officers and employees. The Chairman of Bac Lieu Provincial People's Committee stated that, based on the actual situation in the locality, there are still a number of people facing difficulties, many poor households needing the joint help of the government and the business community. The head of Bac Lieu Provincial People's Committee considered that the request of the company's managers and employees to go on tours and vacations abroad was inappropriate.
“I have banned the lottery company from organizing trips abroad. I request the company to facilitate domestic tours for the above-mentioned subjects,” Mr. Pham Van Thieu affirmed.
First of all, it must be affirmed that lottery enterprises are 100% state-owned enterprises. On the positive side, learning from experience for enterprises in general and state-owned enterprises in particular is very necessary. That helps enterprises access new trends and new ideas, thereby improving work efficiency. But on the contrary, if learning activities are disguised as travel, it is a sign of wasting the state budget.
Promoting the anti-waste spirit of General Secretary and President To Lam
Recently, General Secretary and President To Lam wrote an article: "Fighting against waste". Accordingly, in the article, General Secretary and President To Lam emphasized that in every revolutionary stage, our Party and State have always paid special attention to the work of preventing and combating waste, issued many resolutions, directives and conclusions on this issue and led the entire political system and the entire people to organize and implement it, achieving many results. Faced with the requirement of increasing resources and mobilizing the people's strength to bring the country into a new era under the leadership of the Party, the work of preventing and combating waste is facing new, urgent and urgent requirements and tasks.
General Secretary and President To Lam also cited the fact that during his lifetime, President Ho Chi Minh always focused on preventing and combating waste. He advised, “ Corruption, waste and bureaucracy are the enemies of the people, the army and the Government ”; He pointed out, “ Corruption is harmful, but waste is sometimes even more harmful: It is more harmful than corruption because waste is very common…”; “Waste, although not taking public property for oneself, is still very harmful to the people and the Government. Sometimes it is more harmful than corruption ”; He repeatedly emphasized, “ We must cherish public property: All the food, clothing and use of you are the sweat and tears of our compatriots. We must save, preserve and not waste; “Corruption, waste and bureaucracy are a kind of “enemy within ”. If soldiers and people try their best to fight foreign invaders but forget to fight internal invaders, they have not fulfilled their duty. Therefore, soldiers and people must enthusiastically participate in that movement." Not only did he regularly advise, remind, and discuss about thrift and anti-waste from a theoretical perspective, President Ho Chi Minh was also an exemplary and shining example of practicing thrift and anti-waste, inspiring the entire Party, the entire people, and the entire army to strive to compete, mobilize, and converge potential and strength to defeat colonialism and imperialism, liberate the nation, and unify the country.
In the article, General Secretary and President To Lam also stated that we are facing a historic opportunity to bring the country into an era of national growth. This is also the time to shape our future. To seize opportunities, push back challenges, strongly increase resources to care for the people, enrich the country in the new revolutionary period, and build a bright future, the work of preventing and combating waste needs to be implemented drastically and synchronously with effective solutions, creating a strong spread, becoming voluntary and self-aware of each cadre, party member and citizen, and a culture of behavior in the new era. General Secretary and President To Lam also stated 4 key solutions related to combating waste.
From the article of the head of our Party, we can see that the practice of thrift and the fight against waste are being deployed and implemented extremely drastically by our Party.
Returning to this incident, in the economic conditions of some southern provinces still facing many difficulties, the fact that lottery companies spend billions of dong on each study trip abroad like traveling is considered inappropriate. However, the leaders of Soc Trang and Bac Lieu provinces urgently requesting lottery companies to immediately stop studying abroad is a very drastic and timely move, in line with the people's wishes.
Hopefully, after this “noise”, lottery businesses in particular and state-owned enterprises in general need to promote the practice of thrift and anti-waste as General Secretary and President To Lam has stated. Thereby, contributing to the renovation process achieving great achievements; achieving and surpassing most of the country’s socio-economic development goals and targets.
