Many targets achieved low

Mr. Vo Duc Tuan - Deputy Director of the Department of Finance said that the results of the implementation of the province's socio-economic indicators in the first quarter basically increased compared to the same period in 2024, but many indicators were still lower than the set plan. The growth rate of the province's gross regional domestic product (GRDP) in the first quarter of 2025 is estimated at 6.76%, lower than the expected scenario at the beginning of the year (8.28%), but higher than the growth rate of the first quarter of 2024 (6.43%).

Discussing in depth the low targets, leaders of departments and branches said that production and business activities of enterprises and people are still facing difficulties; credit growth in the province is low, increasing only 0.5% compared to December 2024. By April 15, 2025, the whole province had 250 newly established enterprises, an increase of 11.11%, with newly registered capital of more than 1,254.2 billion VND, a decrease of 23.6%; 38 dissolved enterprises, an increase of 2.7%; 328 enterprises temporarily suspended operations, an increase of 8.6% compared to the same period in 2024.

Many non-budgetary investment projects have not been resolved in a timely manner. Disbursement of public investment capital in the first quarter of 2025 reached VND 467 billion, the disbursement rate was only 9.47%. Major industrial products grew but lower than expected... The above limitations contributed to the province's economic growth in the first quarter of 2025 not meeting the scenario, lower than the country's overall growth rate (6.93%).

Accordingly, there are opinions that it is necessary to remove difficulties and obstacles for renewable energy projects according to the Government's policies and directions. In addition, it is necessary to promptly complete compensation and site clearance at Son My 1 and Son My 2 Industrial Parks and the Son My LNG Port Warehouse project before September 2025. It is necessary to resolutely withdraw unimplemented and slow-implemented projects to invite other investors, not to waste land. In addition, the meeting participants also forecast that the province's export situation, especially enterprises exporting to the US market, will face difficulties if this country imposes taxes. It is necessary to speed up the progress of filling and investing in infrastructure of industrial parks...

At the meeting, Chairman of the Provincial People's Committee Do Huu Huy said: The tasks of the second quarter and the remaining time of 2025 are very urgent and stressful. The development of a scenario for gross domestic product plays an important role in the socio-economic development of the province. Therefore, in order for the province's GRDP growth in the second quarter to reach 7.19%, the targets for the following quarters are 8.76% and 9.02%, in order to achieve the annual growth target of 8% or more, departments, branches and sectors are required to be proactive, coordinate closely, smoothly and resolutely to organize and implement a number of key tasks.

Drive growth for each indicator

The Chairman of the Provincial People's Committee requested the Department of Finance to more drastically and effectively implement tasks and solutions to promote disbursement of public investment capital, striving to disburse public investment capital in 2025 to reach 100% of the plan assigned by the Prime Minister. Proactively review and propose competent authorities to transfer capital between projects with slow disbursement to projects with better disbursement capacity and lacking capital according to regulations. Create the most favorable conditions for non-budget projects to be implemented and put into production and business activities, especially key projects, with spillover effects to promote socio-economic development of the province, first of all, urban commercial service and tourism projects on the land fund on both sides of DT.706B road, projects in the north of Phan Thiet and Ham Thuan Nam district...

In the industrial sector, the requirement is to increase from 5.8 - 15.17%, in which the electricity production and distribution sector is the main driving force and needs to achieve a growth rate of 8 - 18%, so the electricity sector needs to have solutions to increase the electricity production level by over 11% over the same period. In the construction sector, it is required to accelerate the implementation of key projects and works. Focus on directing drastic solutions to remove difficulties and obstacles in compensation and site clearance for industrial parks, in order to promptly hand over the site to investors to implement the project, contributing to promoting industrial development in the southern region of the province. Review and thoroughly handle difficulties and obstacles at Tuy Phong Industrial Park to put it into operation. In case the investor does not ensure capacity, report to the Provincial People's Committee for consideration and revocation according to regulations in the second quarter of 2025.

For the service, tourism and trade sectors, to achieve a growth rate of 9.13% for the whole year, the Chairman of the Provincial People's Committee requested more drastic solutions. With the goal of attracting 10.6 million visitors by the end of 2025, total retail sales and service revenue reaching over 125 trillion VND, the Department of Culture, Sports and Tourism needs to implement tourism stimulus programs and reduce service prices during the upcoming holidays. In addition, implement summer programs, communicate events until September 2. Coordinate to develop attractive discount tourism packages and tours. At the same time, plan to implement special cultural and sports programs in the second quarter... Promote the campaign to promote Binh Thuan tourism on social networks and digital platforms. Researching new tourism models: MICE, eco-tourism... The Chairman of the Provincial People's Committee also noted to strengthen quality inspection of accommodation facilities, restaurants, and tourist areas to maintain the image of safe and friendly Binh Thuan tourism...

Regarding the field of trade and retail, the Department of Industry and Trade is requested to study and promote domestic consumption through the campaign program for Vietnamese people to prioritize using Vietnamese goods, encourage shopping centers and supermarkets to have separate display areas for Binh Thuan's typical products; organize specialty weeks, consumer markets, and night shopping markets suitable for the summer... Monitor the situation of the province's large export enterprises, including enterprises exporting to the US market, to have appropriate support solutions in case the US implements a reciprocal tax policy on Vietnamese export goods.

Regarding the agriculture, forestry and fishery sector, the growth rate of only 2.5 - 3.5% is not a breakthrough, so it is recommended that the Department of Agriculture and Environment have synchronous solutions to increase added value and productivity, focusing on achieving 5% in the second quarter. In addition, the Department must have solutions and measures to accelerate the specific land valuation of projects in the province; complete the Land Database Project in the province...
