Delegate Ha Sy Dong (Quang Tri) pointed out that the situation of public sector human resources moving to the private sector is happening a lot, most of which are high-quality human resources. Attracting talents to the public sector also faces certain difficulties, the starting salary is not enough to rent a house in a big city. This can affect socio-economic development, because human resources in the public sector are policy-making personnel.

In the same discussion group with Minister of Planning and Investment Nguyen Chi Dung, delegate Ha Sy Dong said that he heard the Minister affirm that the investment laws have many new breakthroughs, liberating production capacity and opening up resources, especially in new fields.
According to the delegate, to remove institutional bottlenecks, human resources are needed, and human resources are actually being bottlenecked. "Over the past years, we have talked a lot about restructuring the apparatus, streamlining the payroll, and reforming salaries. The report of the Ministry of Home Affairs at this session said that the restructuring and streamlining of the state administrative apparatus has basically achieved the set goals," said Mr. Dong.
When speaking at the group about the arrangement and streamlining of the apparatus, General Secretary To Lam said that this work has only been done at the commune and district levels, some departments, bureaus, general departments... have not been done at the Central level. Regarding salary reform, the delegate said that "it is undeniable that this year's effort to increase the basic salary by 30% is being made, but even so, a newly recruited official or civil servant, no matter how excellent, will only have enough salary to pay for affordable housing and extremely frugal spending, not to mention other legitimate needs."
Localities asked for their own mechanisms to attract talent, the National Assembly supported it, but "talent is still like autumn leaves".
