"Saying that Circular 29 on extra teaching and learning is ineffective is unfair to some provinces and cities."

After the question-and-answer session of Finance Minister Nguyen Van Thang, from 2:50 p.m. on June 19, Minister of Education and Training Nguyen Kim Son took the stage to answer questions from National Assembly deputies.

The content of the questions is about: Current situation and solutions for developing and improving the quality of university education associated with the requirement of creating high-quality human resources, meeting the requirements of socio -economic development; the implementation of legal regulations on extra teaching and learning; ensuring a safe, healthy and friendly educational environment; preventing and combating school violence; ensuring food safety and hygiene in schools.

Questioning the Minister of Education and Training, Deputy Nguyen Thi Le Thuy (Ben Tre Delegation) raised the issue of implementing Circular 29/2024 of the Ministry regulating extra teaching and learning, which is assessed to have many problems and is ineffective. She asked the Minister to explain the reasons.

Responding, Minister Nguyen Kim Son said that for a policy of an industry to be effectively implemented after promulgation, it is not just a matter of words in a document, but requires an implementation process from the central to local levels, the entire industry, provincial and communal levels.

If a document is good but the authorities do not fully perform their duties, the results will certainly not be as expected.

According to the Minister, Circular 29 also mentioned the responsibilities of the education and training sector, the responsibilities of the provincial, district and commune levels, schools, the responsibilities of teachers and related subjects.

During the implementation process, many localities have actively participated in organizing inspections of the implementation. Immediately after Circular 29 was issued, the Ministry of Education and Training also inspected and found that many places were implementing it well.

"Therefore, if we say in general that Circular 29 is not well implemented nationwide, it is unfair to some provinces and cities," said the Minister.

According to the Minister, to effectively implement Circular 29, we hope that all localities and all levels of government will join forces with the education and training sector, so that the document can be effectively implemented in life.

Besides, although Circular 29 is issued in December 2024, it will take effect from February 14, 2025. The implementation time is not long, so according to Minister Nguyen Kim Son, "we evaluate the effectiveness of Circular 29 like that, I am afraid it may be a bit early".

In the coming time, the Minister emphasized that when issuing documents, the Ministry always collects opinions from the people, teachers and ministries and branches. A policy that is issued cautiously must first be fully implemented and then we can evaluate its level and effectiveness. "There is still time ahead" - Minister Nguyen Kim Son said.
