Efforts to contribute to peace, development, enhance trust, and expand cooperation space

Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, have just successfully concluded a working trip from June 5 to 14, 2025, to attend the 3rd United Nations Ocean Conference (UNOC 3), conduct bilateral activities in France, and pay official visits to the Republic of Estonia and the Kingdom of Sweden.

With a busy schedule, the Prime Minister's working trip achieved many important and substantive results, thereby renewing and deepening bilateral relations between Vietnam and other countries, for the benefit of each side and contributing to peace , cooperation and development in the region and the world.

In the context of the complex and rapid developments in the world and the region, the working trip is meaningful in terms of cooperation and development for peace and stability; strongly affirming Vietnam's foreign policy of independence, self-reliance, multilateralization, diversification, proactiveness, and comprehensive and deep international integration. The visit demonstrates the country's determination and aspiration for development and integration, attracting maximum international resources to serve the country's development.

EMPHASISING THAT VIETNAM IS A RESPONSIBLE MEMBER OF THE INTERNATIONAL COMMUNITY


At the plenary session of UNOC 3, held in Nice, France, Prime Minister Pham Minh Chinh delivered an important speech representing the Association of Southeast Asian Nations (ASEAN).

The Prime Minister affirmed that ASEAN’s important geographical position has always been the heart of maritime Asia, where trade, cultural and cooperation flows have converged over the centuries. In particular, the East Sea is one of the most strategically important seas in the world, where vital shipping routes and rich marine ecosystems converge, and is the fulcrum for livelihoods, cultural identity and security of hundreds of millions of people.

However, like other regions in the world, ASEAN's maritime areas are facing serious challenges. To address these challenges, Prime Minister Pham Minh Chinh shared four priority orientations of ASEAN countries, including: Maintaining the seas and oceans as a space for peace, development cooperation and shared responsibility; promoting the integration of a global approach and regional efforts in ocean and sea governance; identifying the seas and oceans as a core driving force for prosperity; and calling for further strengthening of global ocean governance, based on cooperation rather than competition, to accelerate the implementation of Sustainable Development Goal No. 14.

The Prime Minister reaffirmed ASEAN's stance on upholding the values of the 1982 United Nations Convention on the Law of the Sea (UNCLOS), the Constitution of the Oceans – and the Agreements implementing the Convention, which are the comprehensive legal framework governing all activities at sea and in the oceans.

The Prime Minister emphasized ASEAN's expectation that the UNOC 3 will inspire solidarity, with strong commitments, promote the formation of strategic partnerships, and act as a catalyst for transformational actions for the blue ocean.

Following that, as a representative of Vietnam speaking at the Conference, Prime Minister Pham Minh Chinh emphasized the paradox and warned that although the seas and oceans cover more than 70% of the Earth's surface and are the largest ecosystems of the "Blue Planet", goal 14 on conservation and sustainable use of the ocean has the lowest investment level among the 17 sustainable development goals of the United Nations.

The Prime Minister called on the international community to act faster, stronger, and more decisively, and to have the cooperation of countries, regions, and the whole world in preserving and sustainably using the blue ocean.

The Prime Minister also proposed 6 key orientations including: focusing on scientific foundations combined with folk experience in policy making; promoting science, technology, innovation, digital transformation, creating new momentum for sustainable marine economic development; unblocking, mobilizing and effectively using resources for marine economic development; comprehensive, multi-sectoral approach in marine and ocean development governance; promoting inter-regional, inter-national, inter-continental connectivity, forming a network of regional and global blue marine economic centers; promoting solidarity and international cooperation in conservation and sustainable development of seas and oceans.

Reaffirming Vietnam's consistent stance as a friend, a reliable, active and responsible partner of the international community, the Prime Minister emphasized that Vietnam has been working with partners to take comprehensive and strong actions at many different levels of measures to realize the goal of conserving and sustainably using the marine environment (SDG 14) in the spirit of "3 proactive": proactively implementing policies and programs to develop blue marine economic sectors and restore marine ecosystems; proactively promoting cooperation and partnerships with countries, international organizations and relevant parties, especially in knowledge sharing and technology transfer; proactively proposing and actively participating in and implementing initiatives at national, regional and global levels.

At this Conference, with the motto of valuing time, intelligence, and timely decisiveness, "what is said must be done, what is committed must be implemented effectively and specifically", the Prime Minister announced that Vietnam has registered 15 voluntary commitments in different areas of sea and ocean governance.

Within the framework of UNOC 3, in Nice, France, Prime Minister Pham Minh Chinh and world leaders attended a special event to encourage and promote the signing of the Agreement on the Conservation and Sustainable Use of Marine Biodiversity in Areas Beyond National Jurisdiction (the High Seas Agreement), the most important document on the sea since the beginning of the century.

Vietnam was one of the first countries to sign the agreement on the first day of signing and was among the leading countries in completing internal procedures to become a member of the agreement.

The participation of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation in meaningful activities related to the Agreement on the Seas demonstrates the determination and concrete actions of the Vietnamese Government in the common efforts of the world community in building a peaceful, prosperous and sustainably developed ocean.


Also on the occasion of attending UNOC 3, at the invitation of Prince Albert II of Monaco, Prime Minister Pham Minh Chinh and the high-ranking Vietnamese delegation attended the Green Economy and Finance Forum in the Principality of Monaco.

The Forum aims to promote the role of the blue economy in addressing current financial challenges, highlighting and promoting the essential role of sustainable investments and breakthrough policies to protect the ocean as well as global economic prosperity.

The Prime Minister proposed a comprehensive, global, all-people approach; with a fair, equitable, inclusive and sustainable perspective; together conserving and developing the blue ocean.

Prime Minister Pham Minh Chinh once again affirmed Vietnam's strong commitment to always be a reliable partner, ready to accompany the global effort to protect the ocean; an active partner, ready to participate and lead in marine cooperation mechanisms and a responsible partner, ready to contribute to fair and sustainable green finance initiatives.

Prime Minister Pham Minh Chinh and Iraqi President Abdul Latif Rashid also co-chaired the Summit on Deltas Affected by Climate Change.

The Prime Minister shared Vietnam's experience based on the motto of "following nature" and the criteria of "mutual benefit, multi-objective", focusing on synchronously and effectively implementing strategies, policies and solutions to: mobilize investment resources to build infrastructure systems; enhance resilience and adaptability to climate change; develop green agriculture, transform the production model of 1 million hectares of rice towards high productivity and low carbon emissions; promote cross-border cooperation and protect water resources and aquatic resources... with the support of development partners and international organizations.

Prime Minister Pham Minh Chinh emphasized that on common issues, such as transboundary water resources, the countries involved need to discuss and reach consensus in the spirit of respecting each other's interests, equality and based on the law.

In this spirit, Vietnam will continue to proactively and actively coordinate closely with countries and regions in implementing the "dual goal": contributing to ensuring world food security while making efforts to reduce greenhouse gas emissions globally.

According to Deputy Prime Minister and Foreign Minister Bui Thanh Son, Vietnam has made important marks through its participation in UNOC 3 with proactive and active contributions to the Conference. Vietnam is one of the countries that has made the most voluntary commitments with 15 commitments on issues related to marine governance, demonstrating a strong commitment and comprehensive action to realize sustainable development goals. Many senior leaders of countries and international organizations have shared and agreed with Vietnam's viewpoints and proposals and recognized Vietnam's achievements in developing the marine economy.

STRENGTHENING POLITICAL TRUST WITH TRADITIONAL FRIENDS


This is the first time the Prime Minister has visited France since the two countries upgraded their relationship to a Comprehensive Strategic Partnership in October 2024, the first visit to Sweden in 6 years by a Vietnamese Prime Minister, and the first time a key Vietnamese leader has visited Estonia since the two countries established diplomatic relations in 1992.

According to Deputy Prime Minister and Foreign Minister Bui Thanh Son, this shows Vietnam's determination and expectation for "newer, higher levels of cooperation" in the Comprehensive Strategic Partnership with France and the traditional friendly partnership, with multi-faceted cooperation with Sweden and Estonia.

The countries highly appreciate the role and position of Vietnam, attach importance to and wish to effectively maintain the momentum of the relationship, consolidate and deepen the relationship with Vietnam. Through these relationships, Vietnam aims to cooperate more deeply with the European Union (EU) and promote its role as a bridge between EU countries and the Indo-Pacific region.

High-ranking leaders, sectors and people of various countries have given the Prime Minister, his wife and the high-ranking delegation of Vietnam sincere affection, warm welcome and respect.

Prime Minister Pham Minh Chinh had extensive talks and meetings with senior leaders of various countries; met and had practical exchanges with local businesses and Vietnamese communities... Along with that, leaders of departments, ministries, branches and localities participating in the delegation had effective working sessions with partners.

During his first stop in Estonia , during talks with Estonian Prime Minister Kristen Michal, Prime Minister Pham Minh Chinh expressed his hope that Estonia would act as an effective bridge to help Vietnam’s exports gain deeper access to the Nordic and EU markets. The two sides agreed to enhance people-to-people exchanges, especially tourism and culture, through organizing promotions and participating in activities held in each country.

Discussing regional security issues, the two sides agreed on the need for international solidarity and respect for the rule of law and the fundamental principles of the United Nations Charter. Prime Minister Pham Minh Chinh said Vietnam is ready to join the international community in peacekeeping efforts.

Regarding maritime and ocean issues, including the East Sea, the two sides support freedom of navigation and aviation in the East Sea on the basis of respecting the interests of coastal countries in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), peacefully resolving disputes on the basis of international law, and not using or threatening to use force.

Meeting with Speaker of the Estonian Parliament Lauri Hussar, Prime Minister Pham Minh Chinh suggested that the two sides soon establish a Friendship Parliamentarians' Group of the two countries' parliaments to promote the exchange of specific measures to enhance political trust and mutual understanding.

Prime Minister Pham Minh Chinh also asked the Estonian Parliament to support and promote the early establishment of the Vietnam-Estonia Joint Committee on economic, scientific, technological and innovation cooperation; and to actively urge the parliaments of some EU countries to soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA) to create new momentum for bilateral trade and investment cooperation.

Parliament Speaker Lauri Hussar affirmed that Estonia wishes to expand relations with Southeast Asia and believes that the bridging role of Vietnam and Estonia as well as the good relationship between the two countries will be a catalyst to add momentum to EU-ASEAN cooperation in the coming time.

Prime Minister Pham Minh Chinh asked the Estonian Parliament to create favorable conditions for the Vietnamese community to live and work in Estonia, continuing to be a bridge between the two peoples.

In France , right after concluding activities at UNOC 3 and leaving Nice for Paris, Prime Minister Pham Minh Chinh had talks with French Prime Minister Francois Bayrou at Matignon Palace.

Affirming to continue to closely coordinate and effectively implement the results achieved during the visits of the two countries' senior leaders, the two leaders emphasized the need to continuously strengthen political trust through delegation exchanges and contacts at all levels, especially at the high level, through all channels, while studying the establishment of new cooperation mechanisms to concretize and deepen specialized cooperation.

Prime Minister Pham Minh Chinh and French Prime Minister Francois Bayrou emphasized that defense and security cooperation is an important pillar in the bilateral relationship. In terms of economy, trade and investment, the two sides affirmed their determination to create breakthroughs in promoting common points on free trade, opening markets to each other, reducing dependence on third parties and maintaining the stability of the global supply chain.

Prime Minister Pham Minh Chinh asked France to soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA) and closely coordinate with Vietnam to continue implementing and effectively exploiting the EU-Vietnam Free Trade Agreement (EVFTA). The Prime Minister also called on French investors to form joint ventures with Vietnamese enterprises to develop strategic industries and services with high spillover effects such as automobiles and logistics.

The two leaders also agreed to closely coordinate to effectively implement six major measures in bilateral relations, including: Continuously strengthening political trust; strongly enhancing defense-security cooperation; promoting economic, trade-investment cooperation in a practical, effective, fair and sustainable manner; creating breakthroughs in science-technology cooperation, a new pillar in bilateral relations, including space science and nuclear energy cooperation; expanding cooperation on strategic infrastructure; deepening and renewing traditional areas of cooperation. The two sides agreed to promote cooperation in culture, education, training, tourism, health and people-to-people exchange.

Regarding the East Sea issue, the two sides affirmed the importance of maintaining peace, stability, security, freedom of navigation and aviation in the East Sea on the basis of the rule of law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), peacefully resolving disputes on the basis of international law, and not using or threatening to use force.

Prime Minister Pham Minh Chinh met with President of the French National Assembly Yael Braun-Pivet. The two leaders reviewed important results in the good cooperative relationship, especially in delegation exchanges and contacts between the two National Assemblies; agreed to continue maintaining high-level delegation exchanges and between specialized committees, friendship parliamentarians' groups, female parliamentarians' groups, and young parliamentarians' groups of the two countries.

The two sides agreed to strengthen coordination and mutual support at regional and international inter-parliamentary forums, and jointly promote the implementation of the Sustainable Development Goals (SDGs). To continue to develop the Vietnam-France Comprehensive Strategic Partnership in depth and substance and promote the strengths of the two countries in the coming time, the Prime Minister asked the French National Assembly to support the Government in implementing the specific contents of the Comprehensive Strategic Partnership, with symbolic projects in areas such as construction of transport infrastructure, new energy, education, training, culture, arts, and museum conservation.

During his meeting with President of the French Senate Gérard Larcher, Prime Minister Pham Minh Chinh emphasized that the development of Vietnam-France relations can be likened to an “upward graph”. The two sides agreed to promote defense and security cooperation between the two countries, including peacekeeping, search and rescue, science and technology, energy, and transportation; strengthen cooperation in education and training, including exchanges between universities of the two countries, cultural cooperation, preservation of relics with French architectural imprints in Vietnam; medical cooperation, especially vaccine production... The two sides also agreed to maintain exchanges of high-level delegations and between specialized committees and friendship parliamentary groups of the two countries.

The two sides also discussed international and regional issues of mutual concern, supported ASEAN's stance on the East Sea issue, and affirmed the importance of maintaining peace, stability, security, and freedom of navigation and aviation in the East Sea on the basis of the rule of law, peacefully resolving disputes on the basis of international law, and not using or threatening to use force.

Prime Minister Ulf Kristersson affirmed that the Swedish Government and people always attach importance to the relationship with Vietnam and wish to further promote cooperation between the two sides in many areas such as trade, investment, innovation, digital transformation, green transformation, climate change response, sustainable development, etc.

The two leaders agreed that the two countries need to increase contacts and exchanges of delegations at all levels, especially high-level ones, and people-to-people exchanges to enhance political trust and mutual understanding, creating favorable conditions for expanding cooperation in other fields.

Prime Minister Pham Minh Chinh said that, on the basis of good political relations, the two countries need to strengthen defense and security cooperation, share experiences and views on global issues, especially in the context of a rapidly changing and unpredictable world. The two sides also agreed to strengthen coordination and support each other at multilateral forums and international organizations, especially at the United Nations, ASEAN and EU frameworks; support each other to promote Vietnam-EU and Sweden-ASEAN relations, contributing to solving global challenges.

In trade and investment cooperation, the two sides affirmed that they will continue to facilitate the access of goods from each country to each other's markets through the effective implementation of the Vietnam-EU Free Trade Agreement (EVFTA), thereby accessing the EU and ASEAN markets and striving to bring two-way trade turnover to 3 billion USD in the coming time.

Regarding the major orientations in bilateral relations in the coming time, the Prime Minister suggested that the Royal Family and the Princess herself further promote delegation exchanges and contacts at all levels, especially at high levels; promote local cooperation and people-to-people exchanges, creating favorable conditions for expanding cooperation in other fields. The two sides also agreed that the two countries need to strengthen cultural cooperation, organize exchange events between bands of the two countries to promote each other's culture and enhance connections and people-to-people exchanges.

Meeting with the President of the Swedish Parliament Andreas Norlen and leaders of political parties, including the Moderate, Democratic and Liberal Party, the Prime Minister stressed that Vietnam always attaches importance to and wishes to strengthen the friendship and multifaceted cooperation with Sweden. The Prime Minister affirmed that this visit will contribute to creating momentum to promote bilateral cooperation, bringing the relationship to a new height. The two sides will act as a bridge for each other to develop relations with ASEAN and the EU.

The Prime Minister assessed that Swedish enterprises still have much room for cooperation and investment expansion in Vietnam in areas of strength such as artificial intelligence, information and communication technology, semiconductors, etc., especially in the context of Vietnam having just implemented new policies, especially the four pillars of institutions, science and technology, private economy and international integration, promoting the removal of bottlenecks to increase foreign investment attraction, rapid and sustainable development.

The Prime Minister also asked the Swedish Parliament to help mobilize the remaining EU member states to soon ratify the EU-Vietnam Investment Protection Agreement (EVIPA) and for the EC to soon remove the IUU yellow card on Vietnamese seafood exports. Vietnam will also encourage its high-tech enterprises to invest in Sweden.

In response to the concerns of representatives of political parties in the National Assembly about the situation in Vietnam, Prime Minister Pham Minh Chinh emphasized that national independence, freedom and people's prosperity and happiness are always the goals of the Party and State of Vietnam. Vietnam shares the view with Sweden that ensuring a prosperous, free and happy life and the pursuit of happiness is the highest democracy.

Breathing new life into traditional cooperation frameworks


The working trip has brought new vitality to traditional cooperation frameworks. In the meetings between Prime Minister Pham Minh Chinh and leaders of other countries, new cooperation spaces between the two sides were always the main topic.

In terms of economy, trade and investment, the leaders are determined to create breakthroughs to effectively deploy and exploit the cooperation space between the two sides as well as the Vietnam-EU Free Trade Agreement (EVFTA), thereby enhancing the autonomy and independence of each side, striving to increase two-way trade turnover commensurate with the potential of each country.

The business environment will also be significantly improved so that businesses from each side can invest and do long-term business in each other’s markets. Many major cooperation orientations in the fields of security-defense, energy, infrastructure, education-training, culture, sports, tourism, people-to-people exchange, and cooperation between localities, etc., are also highly agreed upon by both sides.

In Estonia , Prime Minister Pham Minh Chinh attended a seminar on Vietnam-Westonia. Delegates assessing Vietnam is located in a dynamic and highly growing economic area; And Estonia is the world's leading country in digital transformation. The two countries are promoting bilateral cooperation increasingly in essence and efficiency; Ready is a bridge for each side to go deep into each other's regional market.

Affirming that Vietnam is ready to be a bridge for Estonian businesses to penetrate deeply into the ASEAN market; At the same time, expected Estonia to be a bridge for Vietnamese enterprises to go to Baltic countries and Northern European countries, Prime Minister Pham Minh Chinh called on Vietnamese and Estonian businesses to enhance the connection, contributing to connecting the two economies for the two sides to listen and understand; share vision and action; Do together, Thang, enjoy, develop and share the same joy, happiness, pride.

The Prime Minister noted that businesses focused on the areas of one side with strengths, the other side needs, by specific projects such as: Cooperation related to artificial intelligence (AI), research, semiconductor chip, information technology, transport projects, anti -climate change, clean agricultural development, energy conversion, urban construction, architecture, tourism, submerged space, submerged space, submerged space

At the forum, under the witness of Prime Minister Pham Minh Chinh and leaders of ministries, branches and associations, businesses of the two countries have awarded six memorandum of cooperation in the fields of aviation, technology, pharmacy, transport and energy.
