Prime Minister Pham Minh Chinh signed Decision 899/QD-TTg approving the National Strategy on attracting and employing talents to 2030, with a vision to 2050.
The overall goal of the Strategy is to build and effectively implement strong, breakthrough policies and solutions to attract and utilize talents (both domestic and foreign) by 2030, with a vision to 2050, especially in key sectors and fields such as: Science and technology; education and training; culture; social sciences; healthcare; information and communications, digital transformation...

Accordingly, by the end of June 2024, 100% of ministries, branches and localities will issue plans to attract and utilize talents in accordance with the National Strategy and practical requirements, with focus and key points, especially in key and advantageous industries and fields.
By 2025, attracting talents to work in state agencies, organizations and units will account for about 10% of the total number of new recruitments.
The Decision also sets out the target by 2030, with a vision to 2050: Maintaining the rate of talent attracted to work in State agencies, organizations and units at no less than 20% of the total number of new recruitments each year.
Strive to achieve 100% of talents (recognized) continue to stay and work after 5 years of being attracted and promoted to work at State agencies, organizations and units; the rate of talents trained and fostered in the field of science and technology will reach 30% by 2025; reach 60% by 2030 to reach 100% by 2050.
On that basis, create a breakthrough in promoting the connection of innovation networks and connecting talents. Establish a global network of Vietnamese talents, a global network of Vietnamese experts and scientists, including leading scientists of international stature in basic sciences, high technology and key economic sectors; talented leaders and managers, including many strategic-level officials; talented entrepreneurs, including many regional-level entrepreneurs; leading experts, young talents and talented prospects in the fields of politics, economics, science - technology, culture - society and other fields.
