Along with that, Party committees and authorities have mobilized prestigious people and village elders in the community to participate in the implementation of movements and models of "Self-management of border lines, boundary markers and security and order in border areas"; doing a good job of two-way information work between Party committees, authorities, the Vietnam Fatherland Front and organizations to grasp the situation among the people; implementing well the motto "people know, people discuss, people do, people inspect, people supervise", contributing to stabilizing the situation and maintaining security and order.
Tam Lu Commune (Quan Son) has an 8km long border adjacent to Muong Pao cluster, Sam To district, Hua Phan province (Laos). The commune has 695 households, with 3,318 people. Thoroughly grasping the Party's guidelines and viewpoints, the State's policies and laws on protecting the Fatherland in the new situation, the Party Committee, government and organizations in the commune have coordinated with the police, military and border guard forces stationed in the area to organize propaganda and mobilize people to participate in building and protecting sovereignty and border security.
Comrade Lo Thi Du, Vice Chairman of Tam Lu Commune People's Committee, said: Every year, the Standing Committee of the Commune Party Committee has directed the Vietnam Fatherland Front Committee, mass organizations in the commune, together with the police force and border guards, to organize training, organize thematic activities and provide current information to raise awareness and orient people's thoughts so that they can correctly understand and implement the Party's policies and the State's laws in the fields of security and defense. In addition, the commune regularly posts propaganda content on national defense and security on the commune's zalo and facebook pages; promotes the mass movement to protect border security and sovereignty through maintaining self-management teams for border lines, landmarks and security and order of villages and hamlets... Thereby, maintaining the stability of the border line system, landmarks and security and order in the area.
Implementing Directive No. 01/CT-TTg of the Prime Minister "On organizing the movement of the entire people to participate in protecting territorial sovereignty and national border security in the new situation", Party committees at all levels, authorities, the Fatherland Front, departments, branches, organizations and armed forces in Thanh Hoa province have launched and widely deployed the movement, with the motto of focusing on the grassroots, being close to the people, respecting the people, "listening to what the people say, speaking so that the people understand, doing so that the people believe", "eating together, living together, working together, speaking the national language together"..., in many forms of propaganda and mobilization, diverse, suitable to the level, characteristics and occupation of each subject, creating positive changes in the awareness and responsibility of cadres and party members.
Through these activities, the people's sentiments, trust and responsibility for the construction and protection of the national border have been built; thereby, the Party's policies and the State's laws on the border have been effectively implemented, and many models have been built to attract a large number of people to participate, such as: Model of "The masses participating in self-management of border lines, border markers and maintaining security and order in hamlets and villages in border areas", "Youth volunteers protecting border lines", "Border construction self-management team", "Self-management team for security and order"... Currently, in the province, there is 1 collective, 54 households, 104 individuals self-managing 213.6km of border lines, 90 border markers; 497 self-management teams for security and order at the village level/1,625 members.
In order for the movement of the entire people to protect territorial sovereignty and national border security to develop widely, effectively and spread throughout the community, all levels, sectors and localities in the province, especially the Party committees and authorities in border areas, have directed the integration of campaigns with local movements, such as: "The entire people protect national security", "The entire people unite to build a cultural life in residential areas"; models of "Self-managed clans for security and order", "Villages without crime and drug abuse", "Residential areas with security and order", etc., contributing to building an increasingly solid all-people border defense posture, all-people national defense posture and people's security posture.
In addition, the border guards have coordinated with the Vietnam Fatherland Front Committee, provincial departments, branches, unions and local party committees and authorities to carry out many movements, programs and models to help people in the border areas develop socio-economy, eliminate hunger and reduce poverty, typically: Movements "Soldiers and villagers join hands to build new countryside", "Border guards join hands for the poor - No one is left behind"...
