Implementing Resolution 18 of the Party Central Committee (12th tenure), Lam Dong Provincial Party Committee deployed a plan to arrange and streamline the apparatus to ensure effective, efficient operations and suitability to local realities.
After more than 7 years of implementing Resolution 18, the Party apparatus, the Fatherland Front and socio-political organizations; district committees, city committees, and party committees directly under Lam Dong Provincial Party Committee have reduced 54/233 focal points, and reduced 145 district and department-level leaders.
Regarding the consolidation of administrative organizations and public service units under the management of the state sector, from 2015 to December 2024, 115 units will be reduced. The province has arranged to reduce 2 district-level administrative units and 10 commune-level units; merged 318 villages and residential groups to form 153 new villages and residential groups.
Based on studying the Central's orientations and plans; synthesizing and absorbing opinions from localities, agencies and affiliated units after summarizing Resolution 18, Lam Dong Provincial Party Committee proposed a plan to arrange and streamline the apparatus to ensure streamlined, effective and efficient operations. In particular, merging the Propaganda Department and the Provincial Party Committee's Mass Mobilization Department, the Provincial Radio and Television Station and Lam Dong Newspaper; merging 10 departments into 5 departments.
According to the assessment, the total number of specialized agencies under the Provincial People's Committee and other equivalent organizations is 15 agencies, a decrease of 6/21 agencies compared to the beginning of the implementation period of Resolution 18; the total number of specialized departments, branches and equivalent units is 84 units, a decrease of 63/147 units. The total number of specialized agencies under the District People's Committee is 100 departments, a decrease of 55/155 departments; the total number of public service units is 699, a decrease of 132/831 units. Regarding the Party bloc, the Fatherland Front and socio-political organizations, and mass organizations, there are 7 fewer Party delegations, 3 Party Executive Committees; 4 more focal points equivalent to department level are reduced; 4 fewer industry trade unions...
The implementation process ensures comprehensive leadership of Party committees and organizations in innovation, reorganizing the apparatus of the political system to be streamlined, effective and efficient, associated with the arrangement and assignment of cadres in accordance with the Central Committee's orientation, Party regulations and laws with the motto: "What is clear and necessary, then do it; what is suitable to reality but not yet regulated by law, then propose and recommend".
The arrangement and assignment of cadres is carried out seriously, carefully, scientifically and strictly; ensuring democracy, publicity, transparency, principles and specific criteria, suitable to the practical situation of the cadres, civil servants and public employees and the task requirements of each agency, unit and locality; in which attention is paid to the arrangement and use of cadres with outstanding capacity, responsibility, dedication to work, meeting the task requirements in the new situation.
Implement the principle that one agency performs many tasks and one task is assigned to only one agency to preside over and take primary responsibility. The model and scale of the organizational apparatus must be consistent with the nature, characteristics, functions, and tasks of each agency, unit, and locality, "arranging people for the task, not for the person."
The selection, arrangement and assignment of cadres, civil servants and public employees in leadership and management positions must be based on their capacity, strengths, reputation, work experience and specific work product results that are suitable for the functions and tasks of the new organization, especially for the head.
Party committees, leadership collectives, heads of localities, agencies and units must do a good job of political and ideological work; actively strengthen propaganda, create high unity within the Party and the entire political system, and consensus among the people on policies, requirements and tasks of streamlining the organizational apparatus in the new situation.
Along with that, reviewing, evaluating, amending, supplementing, and clearly defining the functions, tasks, and powers of each locality, agency, and unit is a breakthrough for the work of organizing the apparatus of the political system, streamlining operations effectively and efficiently, overcoming the situation of overlapping, duplication, or omission of functions and tasks between localities, agencies, and units in the political system; implementing staff streamlining, restructuring the staff, and civil servants. Evaluating and replicating models of organizing the apparatus that are operating effectively and efficiently as "bright spots" for the whole locality to learn from.
The goal of the consolidation and improvement is a streamlined apparatus, a team of proficient cadres, and effective and efficient operations. Objective and impartial evaluation so that talented people, people with enough prestige and capacity must be placed in worthy positions. Attention must be paid to the regime and policies for the cadres after the arrangement in a satisfactory manner.

Secretary of the Da Lat City Party Committee Dang Duc Hiep shared that through the arrangement and streamlining of the apparatus, the Party and the State have had appropriate mechanisms and policies to reassure the staff; the elderly do not worry, and staff with long working terms can also feel secure in their work. "We focus on stabilizing the mindset, so that the staff can continue to do their job well in the new environment and context; creating more motivation for development." Mr. Dang Duc Hiep said that it is necessary to carefully screen so that the State apparatus is not a "refuge" for incompetent people, who work ineffectively, and there needs to be innovation in recruiting staff and civil servants.
Head of the Provincial Party Committee's Organization Board Nguyen Trong Anh Dong expressed that attractive policies and regimes will effectively solve the problem of streamlining, because when the cadres and civil servants find it suitable for their conditions, they will be willing to transfer to suitable jobs. The issue of daring to think, daring to do and brain drain after streamlining the apparatus also needs attention.
Mr. Pham Nguyen Hoang Vinh Quang, born in 1969, Head of the Department of Theory, Politics, and Party History, Propaganda and Mass Mobilization Department of Lam Dong Provincial Party Committee, said that he has worked in a State agency for more than 35 years, of which he has been attached to the propaganda sector for more than 12 years, and is very sentimental when having to leave his comrades and colleagues. Realizing that this is an opportunity suitable for his age, family circumstances and current context, Mr. Quang voluntarily submitted an application for early retirement. He has also prepared enough time for someone to approach and inherit his work.

Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department Ton Thien Dong said that the Provincial Party Committee's Propaganda and Mass Mobilization Department is the first streamlined unified organization launched in Lam Dong province. After the merger, the Department's apparatus has a department office and 4 professional departments. Merger does not mean mechanically combining existing units, but reorganizing them scientifically, creating the best space to arrange and promote the capacity of the staff. Streamlining the apparatus but not interrupting work; the arrangement and assignment of staff after the merger is carried out carefully, ensuring that it is suitable for the capacity and strengths of each staff, avoiding wasting resources. After the merger, the work has been deployed smoothly and effectively, in accordance with the requirements of propaganda and mass mobilization work in the new situation; the spirit and thinking of the staff are comfortable, without being "local".
