The latest and perhaps the hottest news during the April 30 and May 1 holidays in the city is that on April 29, the People's Committee of Phu Xuyen district issued a decision to temporarily suspend the People's Committee's operations of Chairman of Phu Xuyen town People's Committee Le Van Thuan and Chairman of Hong Thai commune People's Committee Le Van Am to focus on directing, organizing and handling violations in the fields of land and construction order in the locality.
This is a drastic move by the leaders of Phu Xuyen district in the face of the situation where some localities allow avoidance and deference, leading to violations.
Also on April 29, at the twenty-second session (special session) of the Hanoi People's Council, term XVI, 2021-2026, the Resolution on regulating fines for a number of administrative violations in the field of land in Hanoi (implementing Clause 1, Article 33 of the 2024 Law on the Capital City) was passed.
Accordingly, 71 administrative violations specified in 22 articles (from Article 8 to Article 29) of Decree No. 123/2024/ND-CP of the Government will have a fine equal to twice the fine for the corresponding administrative violation specified in Decree No. 123/2024/ND-CP in Hanoi, but not exceeding the fine specified in Article 24 of the Law on Handling of Administrative Violations... This is an important legal basis to increase deterrence and prevent violations in land management in the city.
In fact, land management is not only "hot" at this time, but it is fraught with more potential risks of violations. On April 3, at the first quarter meeting of 2025 between the Standing Committee of the City Party Committee, the People's Council, and the People's Committee of Hanoi with the leaders of districts, towns, and cities, comrade Nguyen Van Phong, Standing Deputy Secretary of the City Party Committee, emphasized that the city requires the leaders of districts, towns, and cities to demonstrate the highest responsibility, not allowing "dark and light" situations or gaps in management to occur.
Then, on April 22, 2025, the Hanoi People's Committee also issued Official Dispatch No. 04/CD-UBND on strengthening the management and handling of land, ponds, and fields encroachment during the process of rearranging administrative units in the city.
The Chairman of the City People's Committee requested that the Chairmen of the People's Committees of districts, towns and cities must take full responsibility for land management and construction order in the area; absolutely not allow lax management to occur, creating conditions for violations to arise; thoroughly handle violations from the beginning.
Also in this spirit, at most meetings of local Party committees and authorities, the content of land management and construction order is reminded, corrected and urged, but the important thing is to what extent is the detection and prevention of violations actually carried out?
To eliminate any gaps in land management, the first priority is that all levels and sectors must tighten the implementation of administrative discipline and order. The assessment of the level of work completion must be based on a specific "measure" of the tasks assigned to officials and civil servants. Anyone who allows violations to occur in the field under their charge must be responsible for remedying the consequences to the end.
It is expected that the job positions of many officials, civil servants and workers will change and be disrupted after the administrative unit arrangement, so there will be people who perform their duties in a "beat the drum and leave the stick", even intentionally "giving the green light" for violations to continue... Therefore, the inspection and supervision of those assigned to perform the task of land management and construction order must be stricter and more frequent; it is necessary to set a time to report violations on a daily basis to bind the responsibility for handling. In particular, there must be cross-monitoring within the same unit to promptly detect signs of "protection" and abetting violations...
In many localities, the successor officials often have to spend a lot of effort and time to resolve the "consequences" of land and construction violations left by their predecessors. This is a frustration that is not easy to express.
In order to avoid a recurrence of this situation, it is urgent to promptly and thoroughly resolve all violations as soon as they arise. Therefore, each cadre, civil servant, and employee must promote a sense of responsibility, maintain integrity, and put collective interests above personal interests...
While the entire political system of the city is focusing on implementing a revolution to streamline the organizational apparatus, each public servant voluntarily complies and concretizes written instructions into practical solutions to prevent violations...
In the near future, after the reorganization, grassroots administrative units will have increased responsibility in state management, a wider scope of management, and higher requirements for staff capacity... Therefore, this is a "test" for each cadre and civil servant in performing public duties. Therefore, to move forward to tomorrow, there is no reason to shirk responsibility from today - that is the requirement for each locality, especially the head of the Party Committee and Party cell at this historical moment.
