In Tay Ninh province, many typical examples are spreading the spirit of responsibility and dedication to the people through specific and practical actions. With perseverance and creativity, they have been ensuring that social assistance policies reach the right beneficiaries in a timely manner, bringing practical benefits to the community.

Realizing social security policy

In Tan Dong commune, Tan Chau district, Ms. Le Thi Tim, a cultural and social officer in charge of social assistance and poverty reduction, is a familiar face to local people. As Deputy Head of the Steering Committee for reviewing poor households, she directly advises on planning, organizing investigations, inspections and evaluations of poor households, ensuring proper procedures, objectivity and transparency.

Thanks to synchronous and practical implementation, by the end of 2024, Tan Dong commune only had 43 multidimensional poor and near-poor households, accounting for 0.91% of the total number of households. Not only stopping at impressive numbers, Ms. Tim also closely followed each subject, proposed and implemented many practical assistance programs such as: building 9 solidarity houses with a total cost of more than 810 million VND; supporting vocational training, lending capital of more than 76 billion VND; developing livelihood models such as raising breeding cows, creating stable jobs for dozens of households.

Social protection work has also been carried out effectively. Currently, Tan Dong commune has 369 beneficiaries of monthly allowances, including 2 orphans, 132 elderly people and 235 people with disabilities. Payment and management of social protection beneficiaries' records have been carried out effectively. There have been no cases of beneficiaries receiving benefits that are not in accordance with regulations and 100% of beneficiaries are paid through bank accounts, ensuring transparency and convenience.

Not stopping there, in 2024, Ms. Tim initiated the model of "Notification of health insurance card renewal via SMS". Taking advantage of more than 25,000 accumulated points from her personal phone, she sent thousands of free text messages to remind people, contributing to increasing the commune's health insurance participation rate by 3.37% in just 8 months. At the same time, she also connected with charities, doctors, philanthropists, organized dozens of medical examinations, distributed free medicine and gave more than 3,000 gifts to poor households and ethnic minorities. For the people of Tan Dong, she is not only a commune official, but also a friend and relative who always listens, shares and accompanies.

Be a bridge so no one is left behind

In Ninh Son Ward, Tay Ninh City, Ms. Nguyen Thi Hue Trang left a strong impression with her responsible and creative approach. With the motto "Poverty reduction is not only about support, but also about creating motivation for people to change their lives", Ms. Trang proactively advised the Party Committee to include the work of reviewing poor households in the action program, spreading information to each neighborhood.

Thanks to the drastic implementation, by 2024, Ninh Son ward only had 1 near-poor household, a sharp decrease compared to the beginning of the period. Not only checking records and closely urging investigators, she also strongly mobilized social resources: building charity houses, providing preferential loans, and donating production tools. With outstanding contributions, Ninh Son ward was honored to receive a certificate of merit from the Provincial People's Committee in the movement "Tay Ninh joins hands for the poor - Leaving no one behind".

In social protection work, Ms. Trang actively propagates and disseminates policies widely. The ward currently has 922 social protection beneficiaries receiving monthly benefits, with more than 96% of beneficiaries receiving payments through bank accounts, which is both transparent and convenient for the people.

Innovative thinking, creative ways of doing things

In Phuoc Minh commune, Duong Minh Chau district, Ms. Trinh Thi Ngoc Chau, a civil servant in charge of Culture - Society, is a typical example of innovative and creative thinking at work. Realizing the need for quick information exchange, Ms. Chau proactively established Zalo groups connecting the Steering Committee and hamlet chiefs, promptly handling problems, significantly saving meeting time. Thanks to this approach, the 2024 poverty household review work in Phuoc Minh achieved outstanding results: the poverty reduction rate exceeded the plan by 276%, with no households falling back into poverty.

In addition, Ms. Chau also presided over and coordinated many outstanding social security activities such as: building and donating 3 houses to the poor, worth 260 million VND; mobilizing more than 1,700 gifts, organizing free medical examination and treatment for more than 1,200 people in difficult circumstances, with a total cost of more than 870 million VND; implementing livelihood projects such as raising breeding cows, supporting lottery ticket sales vehicles for the disadvantaged; launching programs to support poor students, organizing Children's Day, Mid-Autumn Festival with thousands of gifts and free meals from volunteer groups.

Each activity originates from real needs, is closely monitored, and ensures the right target. Ms. Chau's creativity, dedication, and responsibility have created sustainable effectiveness in social security work in the locality.

Social security starts with small things.

The valuable thing about the team of Cultural - Social civil servants at the commune level is not only their dedication and responsibility, but also their spirit of constant creativity. From small tasks such as sending text messages to remind about health insurance deadlines, broadcasting propaganda on loudspeakers, printing leaflets, to mobilizing resources, connecting with volunteers... all are done with all their hearts for the community.

Ms. Tim's initiative "SMS reminder of health insurance due date" has helped increase the health insurance participation rate from 83% to over 87% in just 8 months, contributing to the completion of the criteria for building new rural areas. Ms. Chau, with the model "Zalo Steering Committee for Poverty Reduction", has shortened the work processing process, improved management efficiency and provided timely information feedback.

Strengthening trust in the humane policies of the Party and State

The achievements of civil servants working in social assistance are not only reflected in numbers: the number of households escaping poverty, the number of beneficiaries, the number of shelters built or the number of gifts given. More importantly, it is the change in community awareness: from waiting and relying on others to being proactive and self-reliant; from the concept of support being purely humanitarian and charitable, to seeing it as ensuring the rights of the disadvantaged.

With their dedication and responsibility, the team of Cultural - Social officials at the commune level has quietly contributed to creating a new look for social security work in the locality. People like Ms. Tim, Ms. Trang, Ms. Chau are the steadfast bridges, bringing the humane policies of the Party and State to each difficult life. With perseverance, flexibility and creativity, this team is affirming its key role every day in the journey to realize the goal of "Leaving no one behind".
