Participate in repairing, converting and upgrading combat ships; building new types of ships and high-speed boats. Promote existing capacity and professions to produce, provide services, and do business according to functions and tasks assigned by superiors.

Colonel Nguyen Quoc Dong, Director of Factory X46, said: “The factory faces many difficulties such as: Unbalanced labor structure, lack of staff and technical workers; difficulty in finding and creating jobs; the factory's repair and new construction products are mainly from the defense budget, leading to the speed of capital disbursement often being slower than the product deployment process; complicated developments of epidemics and natural disasters... Meanwhile, the task of protecting the sovereignty of the sea and islands and building the Army Corps poses new, more difficult requirements.”

Carrying out the task of repairing ships according to the above-assigned legal targets, in the last term, the Factory repaired more than 100 ships for units, ensuring good quality and on schedule according to the plan. Lieutenant Colonel Tran Dai Duong, Deputy Technical Director of Factory X46 shared: “The Factory well organized mobile repairs, emergency repairs according to the orders from above and participated in projects to build new ships, convert and modernize a number of ships such as: Designing and installing Hangga on Gepard ships; repairing and converting ships 18, 20, 26, 630 and 3 Fisheries Control ships; coordinating with Factory X52 to repair ships...
In the past time, the Factory has mastered the construction of plans, technological procedures, manufacturing tools, fixtures, technological equipment for repairing M500 ship engines; completed the construction of 6 new ships, including 2 large-capacity ships for the Department of Militia and Self-Defense under the General Staff; 26 CV boats, 14 CQ-01 boats for the Navy. Currently, the Factory is constructing 2 fishing boats for the Truong Sa Group, Navy, expected to be handed over in 2025. The finished products of the Factory are highly appreciated by the Head of the Command as well as the using units for their technical and aesthetic quality.

Combining the defense and economic tasks, the Party Committee and the Board of Directors of Factory X46 have been proactive in finding and creating jobs. The factory has signed contracts to build new ships with high technical content. Colonel Nguyen Quoc Dong added: “We have signed contracts to build new 3300 HP tugboats for Dai Son Company Limited; 3 Pontoons for export to HQ-EPC Company Limited; 2 tenders for Sao Bien Ha Long Company Limited; SP-02 tourist boat for Scarlet Pearl Company. Along with that, the factory has repaired ships and boats for units inside and outside the army such as: Repairing ships for the Coast Guard Command, the Transport Department under the General Department of Logistics and Engineering, the Customs Department; mechanical processing of steel structures and equipment according to orders...”.
In the process of building a regular, modern Navy, the Factory has invested in human resources and many modern, high-tech machines, a quality management system according to ISO 9001: 2015 standards for production management and operation, and an environmental management system according to ISO 14001: 2015 standards. Currently, the Factory has more than 100 comrades with university and postgraduate degrees and more than 150 workers with skills from level 5 to level 7. Many officers, engineers, and workers have been trained in countries with advanced, modern shipbuilding industries in the world.

Thanks to that, the quality of production and business management has been continuously improved. The factory has gradually affirmed its brand and reputation in repairing and building new ships, boats, and floating vehicles. According to Colonel Nguyen Ngoc Pho, Chairman of the Factory's Trade Union, thanks to focusing on expanding production and improving labor value, the factory's annual revenue has continuously increased by 8% or more, ensuring that the lives of cadres, workers, and employees are higher year after year. The average income of employees reached nearly 13 million VND/month, an increase of 14% compared to the previous term.
Ensuring good technical equipment for training, combat readiness, defense production, and economy, the Factory has utilized investment resources to consolidate and repair infrastructure, workshops, warehouses, offices, equipment, fire alarm systems, fire fighting systems, etc. The Factory has linked the implementation of the 50 Campaign with the effective implementation of 2 breakthroughs of the Navy's engineering industry; strictly maintaining technical discipline, implementing the contents of technical management work and mastering repair products such as: Mastering the technology of traditional repair products according to annual legal targets and mastering the repair of newly built ships by the Factory...

With the investment from superiors, Factory X46 has proactively innovated technology towards green transformation, reducing pollution, improving the working environment, and improving product quality. Lieutenant Colonel Cao Quy Quynh, Head of the Factory's Technical Technology Department, shared: "The factory has converted sandblasting technology to metal surface cleaning technology; improved the power supply system, increased the source capacity from 250 to 515KVA, 1,250KVA to meet production load needs. We have organized well the training on exploitation and use, technology transfer; promoted the movement of scientific and technological research, promoted initiatives, technical improvements into practice... thereby gradually improving the ability to master new technical equipment and technology, contributing to increasing labor productivity and quality, production efficiency".
With synchronous and practical solutions, in the past term, the Party Committee and Board of Directors of Factory X46 have led and directed the building of a politically strong unit. The vast majority of cadres, employees and workers have strong political will, upholding the qualities of "Uncle Ho's soldiers - Navy soldiers" in the new period, effectively implementing the breakthrough "Building a factory strong in politics, ideology and organization associated with building a comprehensively strong unit "exemplary, typical".
