The Southern Power Project Management Board (under the National Power Transmission Corporation) recently reported to the Department of Industry and Trade on the progress of four key projects to relieve capacity for Nhon Trach 3 and Nhon Trach 4 Power Plants. These are the projects: 500kV Line Nhon Trach 4 Power Plant - Phu My - Nha Be branch, 220kV Line Nhon Trach 3 Power Plant - Long Thanh 500kV Transformer Station, 220kV Line Long Thanh - High Technology and Nhon Trach Industrial Park 220kV Transformer Station Project and connection.
According to plan, these 4 projects will be completed and put into use by the end of 2025. However, in reality, there are still some problems with the foundation or corridor of the route, which pose a risk of delay.
Notably, at the Nhon Trach 3 220kV Transmission Line Project - Long Thanh 500kV Transformer Station (over 26km long with 87 tower positions), there are still many positions that cannot be constructed. Accordingly, in Dai Phuoc commune, there are 2/11 positions left, Phuoc An commune has 6/30 positions left, Nhon Trach commune has 13/38 positions left and An Phuoc commune has 3/6 positions left. In particular, tower number 2 in Dai Phuoc commune is the key position to complete the power transmission project, the people have not agreed to hand over the site for construction despite the mobilization.

At the 220kV Transformer Station of Nhon Trach Industrial Park and the connection, although about 75% of the area has been handed over, there are still households affected by the safety corridor that have not agreed on a compensation plan.
With the Long Thanh - High-tech 220kV Transmission Line Project (section 4 circuits, 3.3km long, through An Phuoc commune), the surveying work has been completed but there has been no land recovery notice, no land inventory and no specific land price has been determined to establish a compensation plan.
The 500kV Nhon Trach 4 - Phu My - Nha Be transmission line project (4.2km long through Dai Phuoc commune) has completed construction and energized, but until now, compensation has not been paid to households because the plan has not been approved.
Mr. Bui Quang Thanh, Deputy Director of the Southern Power Project Management Board, said: Land acquisition problems prevent projects from being implemented as planned, leading to the risk of delays, more or less affecting the capacity release for Nhon Trach 3 and Nhon Trach 4 Power Plants.
Mr. Cao Quang Quynh, member of the Board of Directors of Vietnam Electricity Group, when working with the People's Committee of Dong Nai province on electricity supply in 2025, said: Nhon Trach 3 and Nhon Trach 4 Power Plants are the largest power source projects in the South and will be commercially operated in 2025. The project not only contributes to ensuring electricity supply for the Southern region but also for the whole country. Therefore, Mr. Quynh suggested that the locality and the investor coordinate well to complete the power transmission project, contributing to promoting the investment efficiency of the power plant and capacity release projects.
Need to remove procedural bottlenecks and increase advocacy
According to Mr. Bui Quang Thanh, the main reason for the delay in site clearance is that the new communes after the administrative reorganization have not yet established a Compensation Council and a Land Valuation Council. The work of counting and verifying the origin of land at the district level has not been completed. The pricing, establishment and approval of compensation plans are still slow.
Accordingly, the Southern Power Project Management Board proposed that the Provincial People's Committee direct relevant localities to complete the handover of the remaining pillar foundation locations, especially pillar No. 2 in Dai Phuoc commune, by strengthening mobilization, ensuring security and order or applying administrative measures when necessary. At the same time, urgently establish the Compensation Council and the Land Valuation Council in the communes of Dai Phuoc, Phuoc An, Nhon Trach and An Phuoc to approve specific land prices in August 2025.
Nhon Trach 3 and Nhon Trach 4 Power Plant Project is being implemented in Dai Phuoc Commune, Dong Nai Province. The project has a total investment of about 1.4 billion USD, with a capacity of about 1.5-1.6 thousand MW. Once operational, the project will add 9-12 billion kWh/year to the national power system. For the province, the project not only brings in budget revenue but also creates jobs for local workers, promoting the development of supporting industries.
Communes where the project passes through need to promptly complete the inventory and verification of land origin, including cases where the owner is absent; speed up the pricing, establish and approve compensation plans, then pay money and hand over the site to the investor.
“We will closely coordinate with the locality to both resolve legal procedures and strengthen the mobilization of people to agree to hand over the site, ensuring the project is put into operation as planned, releasing capacity for Nhon Trach 3 and Nhon Trach 4 power plants into the national power system in the fourth quarter of 2025,” Mr. Bui Quang Thanh emphasized.

Regarding the investor of Nhon Trach 3 and Nhon Trach 4 Power Plant Project, according to Mr. Le Ba Quy, Head of Project Management Board, the power plant is in trial operation, expected to generate commercial electricity by the end of 2025. This is a large-scale, modern power supply source, contributing significantly to ensuring electricity for the South and the whole country, especially when load demand increases. If the transmission projects are behind schedule, it will affect the dispatching and mobilization of capacity, causing waste of investment capital and reducing operational efficiency in the first phase.
Regarding the land of the above projects, the Central and Dong Nai provincial leaders have issued many instructions to resolve the problems, but due to the process of arranging administrative units and operating a new 2-level local government, the verification of land origin, determination of land prices; establishment, appraisal, and approval of compensation and support plans has been prolonged. Currently, commune-level localities are urgently carrying out tasks related to land for power projects in particular and projects with land acquisition in general.
