The Plant Protection Department has just sent a document requesting the Department of Agriculture and Rural Development of Dak Lak province to direct specialized agencies to control plant quarantine objects in growing areas and packaging facilities for export to the Chinese market.

According to information from the Plant Protection Department, the General Administration of Customs of China (GACC) has sent a notice to Vietnam about the discovery of a number of shipments infected with quarantine pests on bananas, mangoes, jackfruit, durian and dragon fruit from Vietnam exported to the Chinese market.

Of which, Dak Lak has 6 growing area codes and packing facility codes with first-time violations; 3 growing area codes and packing facility codes with repeated violations. The violating items are durian and banana products.

Failure to effectively control quarantine objects right from the growing area and packaging facility leads to shipments that do not meet Chinese regulations and discredits exported goods from Vietnam, even risking the loss of this important export market.

Accordingly, the specialized agency for plant protection and quarantine in Dak Lak shall immediately implement the following contents: Notify and guide the owners of the growing area codes and the packaging facilities that violate the regulations to investigate the cause of the violation and take remedial measures. Prepare a report and send it to the Plant Protection Department before September 20, 2023 so that the Plant Protection Department can inform GACC according to the provisions of the Protocol in particular and China in general.

In case of receiving the first violation notice: request the locality to temporarily suspend the use of the code, notify the code holders to take corrective measures and not to carry out export activities to China during the suspension period. The code will only be restored when the growing areas and packing facilities apply corrective measures to ensure the requirements of GACC.

For cases where the code has received multiple violation notices: the locality is requested to notify the temporary suspension and carry out procedures to revoke the violating code; notify promptly to ensure that the owners of the growing area code and the packaging facility do not carry out export activities.

Regional Plant Quarantine Sub-Departments shall not carry out phytosanitary procedures for planting area codes and packaging facilities that have been suspended or revoked. At the same time, strengthen strict control of Chinese phytosanitary objects in planting areas and packaging facilities that have been granted codes in the province; request and have measures to monitor packaging facilities to fully implement technical measures to ensure the cleaning of harmful organisms on goods before export; continue to propagate and widely disseminate the regulations of the importing country and technical instructions of the Plant Protection Department so that units participating in production and export to China understand and comply...
