Nghe An regulates tuition fees and tuition support levels for the 2023-2024 school year

On the morning of April 22, the 18th Provincial People's Council, term 2021-2026, held the 19th session (special session).

Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council chaired the meeting.

Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; comrades of the Standing Committee of the Provincial Party Committee; delegates of the Provincial People's Council; and leaders of a number of departments, branches and localities.

At the meeting, the Provincial People's Council approved a draft Resolution regulating tuition fees in public educational institutions; tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations under the management of Nghe An province from the 2023-2024 school year.

This Resolution stipulates the tuition fee levels for public preschool and general education institutions that are not self-sufficient in regular expenses, continuing education institutions, and other training institutions implementing general education programs; the tuition fee support level for private primary school students who are eligible for tuition fee exemption and reduction policies according to regulations under the management of Nghe An province from the 2023-2024 school year.

According to the Proposal of the Provincial People's Committee, the purpose of developing the Resolution is to build timely policies, creating a legal basis for public preschool and general education institutions that are not self-sufficient in regular expenditures to apply and implement; improving the effectiveness of state management in education.

On the other hand, public preschool and general education institutions have not yet ensured their regular expenditures to maintain stable tuition fees from the 2023-2024 school year at the same level as the 2021-2022 school year.

In case the tuition fee increases compared to the 2021-2022 school year, the local budget will ensure the difference compared to the tuition fee for the 2021-2022 school year to share with learners and reduce the pressure on contributions from the people.

According to the Resolution, the subjects of application include: Preschool children, high school students studying at public preschool and general education institutions that have not yet self-financed regular expenses, regular education institutions, and other training institutions implementing general education programs in Nghe An province.

Private primary school students who are eligible for tuition exemption and reduction policies according to regulations; Public preschools, general education institutions, continuing education institutions, and other training institutions implementing general education programs under the management of Nghe An province; Relevant agencies, organizations, units, and individuals.

The online tuition fee for public preschool and general education institutions, continuing education institutions, and other training institutions implementing general education programs from the 2023-2024 school year is 80% of the direct tuition fee prescribed in Clause 1, Article 2 of this Resolution.

The level of support for online tuition fees for private primary school students who are eligible for tuition exemption and reduction policies as prescribed from the 2023-2024 school year is equal to 80% of the direct tuition fees prescribed in Clause 1, Article 3 of this Resolution.
