Tax industry operates stably after merger

After merging into the Tax Department of Region VI (including Cao Bang, Bac Kan, Lang Son, Bac Giang provinces) and officially operating from March 1, 2025, the Cao Bang tax sector has operated stably, with revenue in the first 3 months of the year growing quite well compared to the same period in 2024.

After the merger, the tax sector in the province has 2 leaders as Deputy Heads of the Branch and functional departments including the one-stop department, Inspection and Control Department No. 4, Business Support Management Department No. 4; 4 inter-district and city tax teams including: City Tax Team - Thach An, Hoa An Tax Team - Ha Quang - Nguyen Binh, Bao Lac Tax Team - Bao Lam, Trung Khanh Tax Team - Quang Hoa - Ha Lang.

In 2025, the domestic revenue estimate assigned by the Government is 1,286 billion VND, of which the revenue managed by the tax sector is 1,225.8 billion VND; the Provincial People's Council assigned 1,399 billion VND, of which the revenue managed by the tax sector is 1,337.8 billion VND. Nguyen Viet Long, Deputy Head of the Tax Department of Region VI in charge of Cao Bang province, said: Immediately after completing the merger and perfecting the organization, the tax sector in Cao Bang focused on effectively implementing collection solutions. Develop and direct units to seriously implement the plan to implement Resolution No. 1/NQ-CP dated January 8, 2025 of the Government on the main tasks and solutions to implement the socio-economic development plan and the State budget estimate for 2025; Resolution No. 02/NQ-CP dated January 8, 2025 of the Government on key tasks and solutions to improve the business environment and enhance national competitiveness in 2025; Circular 88/2024/TT-BTC dated December 24, 2024 of the Ministry of Finance regulating the implementation of the 2025 State budget estimate. Implement documents on policies and regimes for State budget collection in the locality, resolutions of the People's Council, decisions of the Provincial People's Committee related to budget collection...

In the first 3 months of 2025, the total domestic revenue in the province reached 572.2 billion VND, equal to 44.5% of the ordinance estimate, equal to 40.9% of the estimate of the Provincial People's Council and People's Committee, an increase of 80.8% over the same period in 2024. Domestic revenue excluding land use fees and lottery reached 508.9 billion VND, equal to 46.3% of the ordinance estimate, equal to 43.4% of the estimate of the Provincial People's Council and People's Committee, an increase of 68.7% over the same period in 2024. In particular, some taxes have increased compared to the same period in 2024 such as revenue from local State-owned enterprises reaching 22.9 billion VND, equal to 39.5% of the ordinance estimate, an increase of 29.8%; Revenue from foreign-invested enterprises reached 1.7 billion VND, equal to 416.5% of the ordinance estimate, up 204.8%; revenue from non-state industrial, commercial and service taxes reached 278.4 billion VND, equal to 68.7% of the ordinance estimate, up 134.7%; environmental protection tax reached 22.4 billion VND, equal to 13.6% of the ordinance estimate, up 3.4%; registration fee revenue reached 27.3 billion VND, equal to 34.6% of the ordinance estimate, up 28.1%; fee and charge revenue reached 33.6 billion VND, equal to 33.6% of the ordinance estimate, up 23%; land and water surface rent revenue reached 5.4 billion VND, equal to 15.5% of the ordinance estimate, up 286.6%; Land use fee collection reached 58.4 billion VND, equal to 34.0% of the ordinance estimate, up 402.6%; mineral and water resource exploitation right fee collection reached 15.9 billion VND, equal to 79.7% of the ordinance estimate, up 793.4%...

To complete the 2025 state budget revenue estimate, in the coming time, the tax sector will continue to coordinate with local agencies, departments and branches to advise Party committees and authorities at all levels to issue and effectively implement support solutions, promptly resolve difficulties, problems and recommendations of people and businesses, promote administrative procedure reform, and strongly improve the quality of the business environment... Strengthen coordination with departments, departments and branches after conversion, streamline the apparatus to better manage revenue from land, resources and minerals, combat trade fraud, transfer pricing, tax evasion, combat revenue loss and recover tax debts, especially in areas such as e-commerce, digital platform business, real estate business, petroleum business, resource and mineral exploitation... Strengthen the comparison of resource and mineral exploitation output between tax agencies and resource agencies, coordinate with relevant agencies to grasp the situation of mineral resource exploitation resources in the area to request taxpayers to declare and pay taxes in accordance with the mining output. Recommend competent authorities to revoke mining licenses according to the Law on Minerals, handle tax violations according to regulations in cases where taxpayers do not fully fulfill their tax obligations. Regularly inspect tax declaration units, use mineral resources in production and business activities, ensure legal origin from licensed units and declare and pay taxes according to regulations.

Step up the review and inspection of electronic invoices to promptly detect and handle tax fraud. Continue to apply risk management tools to monitor the use of electronic invoices, thereby strictly controlling taxpayers' revenue and expenses, preventing the trading of invoices and taking advantage of tax policies for profiteering, and preventing loss of state budget revenue. Deploy tax inspection and examination work according to approved plans, apply information technology and apply risk management measures in inspection and examination work. Regularly monitor and urge taxpayers to pay additional taxes and fines collected through inspection and examination to the state budget; urge units to implement the conclusions and recommendations of the Government Inspectorate and the State Audit that are still outstanding. Step up the review and inspection of electronic invoices to promptly detect and handle tax fraud. Strengthen the collection of tax arrears; Coordinate with relevant agencies to exchange information and coordinate the collection of tax arrears and tax debt settlement. Implement measures to urge and enforce tax debt collection in accordance with procedures; support the resolution and settlement of outstanding debts, wrong debts, and virtual debts.
