At the Conference, Party Central Committee member, Party Secretary of the Central Agencies Bloc Nguyen Van The affirmed that mass mobilization work plays an important role and has a strategic position in every revolutionary period of the nation. Mass mobilization work not only has strategic significance for the country's revolutionary cause, but is also an important task of Party committees, Party organizations and organizations in the political system.

The Central Executive Committee, the Politburo, and the Secretariat of each term have issued many policies on mass mobilization work. In particular, the Document of the 13th National Party Congress emphasized the position and importance of mass mobilization work: “In all work of the Party and State, it is necessary to thoroughly grasp and seriously implement the viewpoint that “people are the root”; truly trust, respect, and promote the people's right to mastery.”

The Party Secretary of the Bloc said that according to Decision No. 16-QD/TW of the Central Executive Committee, the Party Committee of the Central Agencies Bloc is a Party Committee directly under the Central Executive Committee, under the direct and regular leadership and direction of the Politburo and the Secretariat; it has the function of leading the subordinate Party organizations to ensure the completion of political tasks, building a clean and strong Party organization associated with building strong agencies and organizations in the Bloc. All results of the activities of the Central agencies have impacts and influences on all levels, sectors, localities and people of all walks of life.

Therefore, the Executive Committee and the Standing Committee of the Party Committee of the Bloc have had many policies and measures to lead and direct the tasks of mass mobilization work. With the efforts of the Party Committees at all levels, the mass mobilization work of the Party Committee of the Bloc has had important changes in both awareness and action.

Party committees, leaders of agencies, units and Executive Boards of organizations have a more correct and complete understanding of the position and role of mass mobilization work. The team of cadres directly doing mass mobilization work advises the Party committees and leaders of agencies and units on mass mobilization work suitable to the characteristics of the agencies and units.

However, compared to other aspects of Party building work, mass mobilization work in the Party Committee of the Bloc still faces many difficulties and obstacles, and the results of the work still have some limitations and shortcomings. Therefore, in 2023, the Standing Committee of the Party Committee of the Bloc will organize 3 professional training courses on mass mobilization work for secretaries, deputy secretaries of Party committees, Party cells, Party committee members in charge of mass mobilization work and the team directly advising the Party Committee on mass mobilization work of the subordinate Party Committees.

The Secretary of the Party Committee of the Bloc stated that the Conference is an opportunity to improve the mass mobilization skills of cadres and party members; at the same time, to strengthen research, exchange and discussion to remove shortcomings, difficulties, obstacles, unclear issues and confusion about mass mobilization work in agencies and units.

This is also an opportunity for Party leaders and cadres working in Party and mass mobilization work to fully and comprehensively study the Party and State's regulations on mass mobilization work in general and the specific mass mobilization work of the Party Committee of the Bloc in particular.

Thereby, party committees at all levels and cadres directly involved in mass mobilization work have the conditions to do this work well in their agencies, units and party committees; making an important contribution to the leadership and direction of party committees and excellently completing assigned political tasks.

This is the second training conference on mass mobilization work organized by the Party Committee of the Bloc in 2023. Attending the conference, delegates heard information on three topics: "The Party's mass mobilization work in the spirit of the 13th Congress and some issues raised"; "Current situation and solutions for implementing mass mobilization work in Party Committees of State agencies under the Party Committee of the Bloc of Central Agencies in the current period"; "Implementing the Law on Implementing Democracy at Grassroots Level in 2022, effective from July 1, 2023 (Law No. 10/2022/QH15 dated November 10, 2022 of the 15th National Assembly)".
