2025-2026 school year: Hanoi supports boarding meals for primary school students

The 2025-2026 school year is the first year that Hanoi has implemented support for boarding meals for primary school students.

This is a policy implemented according to the suggestion of General Secretary To Lam at the Conference on Contacting Voters before the 9th Session of the 15th National Assembly on April 17, 2025, which has been positively evaluated by public opinion for its humane significance in contributing to caring for the cause of education , school policies, ensuring the quality of teaching and learning, creating the best learning conditions for children in the capital. Currently, the city, departments, branches, and schools have been urgently implementing preparations to ensure quality, safety, and transparency in the meals for primary school students.

Ensure the quality of meals

With a total budget of more than 3,000 billion VND, the policy not only helps reduce the financial burden on parents but also improves the quality of education with 2 sessions/day. Recently, on August 11, the Hanoi People's Committee issued an official dispatch assigning tasks to units and localities to implement support for boarding meals for students starting from the 2025-2026 school year.

Accordingly, the Hanoi People's Committee requested the Department of Education and Training to coordinate with relevant units to strengthen propaganda and dissemination to parents about the mechanism for supporting boarding meals; coordinate with relevant units based on current regulations, direct the organization of boarding meals to ensure the provision of energy and nutrition for students to meet their learning needs, physical and mental development according to their age. The Department reviews the facilities and necessary conditions to best meet the requirements for organizing boarding meals for primary school students...; preside over and coordinate with relevant units to guide the process of compiling the list, number of students and budget estimates to support boarding meals for primary school students according to regulations.

The Hanoi Department of Education and Training presides over and coordinates with the Department of Health and relevant units to inspect and supervise the work of ensuring food safety and nutrition for boarding meals. Communes and wards direct and implement resolutions of People's Councils and guiding documents of relevant sectors for educational institutions under their management according to decentralization and belonging to universities, colleges, research institutes... ensuring support for the right subjects, publicity, transparency, compliance with legal regulations...

The profound humanity of this policy has received positive support and high consensus from parents. Ms. Do Thi Thuy (a parent with 2 children studying at Nghia Do Primary School, Nghia Do Ward) said: "This support is very valuable, helping my family reduce the financial burden. The quality of the school's meals is also guaranteed, so my family can rest assured to let our children stay for lunch, rest and study at school".

Ms. Tran Thi Na (parent of Nam Phuong Tien A Primary School, Xuan Mai Commune) expressed her hope that the quality of meals supported by the state would still ensure safety for students, with suppliers being made public, and with the participation of parents in checking and monitoring the quality of input food.

Efforts to prepare the conditions

Identifying this as a humane policy, not only contributing to creating the best learning conditions for children in the capital but also spreading trust in society about the care and concern for education, departments, branches and schools are urgently preparing, ensuring the organization of safe, transparent and regulated meals, creating trust for hundreds of thousands of families with children studying in primary schools in the city.

To organize safe and quality meals for boarding students, the Hanoi Department of Health is assigned to preside over the development of a set of criteria for selecting meal suppliers, coordinating with relevant departments such as Industry and Trade, Agriculture and Environment to assess the capacity of enterprises. An appraisal council will be established to ensure transparency and objectivity. The list of qualified suppliers will be made public, serving as a basis for schools to proactively sign contracts, starting from the beginning of September 2025.

The Hanoi Department of Education and Training requires schools to develop specific plans for organizing boarding schools, from preparing facilities, renovating one-way kitchens to training staff and implementing age-appropriate nutrition plans.

At Dong Thap Primary School (Dan Phuong Commune), the school is urgently preparing. According to teacher Dau Thi Thanh Hoan, Principal of the school, in the 2024-2025 school year, the school only has about 300/800 students registered for boarding meals; the main reason is related to costs.

"With this policy, the number of students registering for boarding school will certainly increase. Children staying at school at noon will ensure safety and improve the quality of teaching 2 sessions/day. The school is reviewing the stages related to organizing boarding meals so as not to affect the quality of meals," said teacher Dau Thi Thanh Hoan.

According to teacher Nguyen Tung Lam, Vice President of the Vietnam Association of Educational Psychology, the policy of supporting boarding meals not only has economic significance but also contributes to creating a more equitable educational environment. When all students have a full, nutritious lunch, regardless of economic conditions, they will study better and develop more comprehensively. Emphasizing that food safety is the key factor, teacher Nguyen Tung Lam said that school kitchens must be organized according to regulations, arranged in one direction, trays and spoons must be dried, and ingredients must have clear origins. Authorities and parents need to increase regular and surprise inspections to avoid violations.

Previously, on July 9, 2025, the Hanoi City People's Council passed a Resolution regulating the mechanism for supporting boarding meals for primary school students in the city for the 2025-2026 school year, with a high consensus rate.

The resolution stipulates the support levels as follows: For primary school students studying at educational institutions in mountainous communes and communes in the Red River delta, the support level is 30,000 VND/student/day (main meal support). For primary school students studying at educational institutions in the remaining areas of Hanoi, the support level is 20,000 VND/student/day (main meal support).

In case the parents and the school agree on a higher meal allowance than the state subsidy, the difference will be collected from the student (ensuring a minimum meal allowance of VND 30,000/student/day). The support period is during the 2025-2026 school year (based on the actual number of meal days, not exceeding 9 months/school year).

The estimated budget for implementing the policy of supporting boarding meals for 100% of primary school students in the 2025-2026 school year is about 3,063 billion VND; the number of supported subjects is about 768,000 students (public schools about 707,727 students, private schools about 60,273 students). The source of support funding comes from the state budget according to decentralization.
