Specifically, the Ministry of Industry and Trade proposed that households be supported with 1-1.5 million VND in investment capital for self-consumption rooftop solar power systems. In case of installing a battery storage system (BESS), they will be supported with an additional 1-1.5 million VND.
In addition, households can receive commercial loan interest support for investment, with a maximum term of 3 years. The loan limit with interest support for households without installing an electricity storage system is at least 4 million VND for each 1 kWp of maximum capacity, applicable to the maximum capacity up to 5 kWp.
For households that install an electricity storage system, they will support interest rates with a minimum loan limit of 2 million VND for each 1 kWh of the storage system, limited to a capacity of up to 10 kWh.
The policy is only applicable once per household and may be revoked if the commitment is violated.
Compared to the draft published in July, the financial support level this time is clearly separated between households with and without BESS systems. Previously, the Ministry of Industry and Trade proposed a general support of up to VND500,000 for 1 kWp of installed capacity.
However, the loan limit this time can be up to 40 million VND for a system, including storage equipment. This level is up from the previous expected level of a maximum of 7 million VND for 1 kWp, not exceeding 35 million VND.
Households wishing to receive support must have a system capacity of 1 kWp or more, with storage of 2 kWh. In the case of selling surplus electricity, the household owner must negotiate with the buyer to install a two-way meter suitable for the connected capacity.

According to the Ministry of Industry and Trade, the investment cost for a rooftop solar power system with storage equipment is from 12-15 million VND per kWp, equivalent to about 65-85 million VND for a 5kWp system - the common level that households choose to install. Of which, the storage equipment accounts for about 30-35% of the investment cost.

However, according to the operator, if each household installs an average of about 3 kWp, the annual electricity production could reach more than 50 billion kWh, equivalent to 16% of the country's electricity demand in 2024.
"With the national power system, these distributed power sources will help reduce investment and operating costs for the transmission grid, the cost of purchasing electricity from higher-priced power sources, and net emissions for the country," the Ministry of Industry and Trade assessed. In addition, this agency also believes that households will benefit from reducing the cost of purchasing electricity from the system, especially households with high consumption in the high price range.
