Groundbreaking ceremony of O Mon IV Thermal Power Plant - New driving force for the Mekong Delta

  The O Mon IV Thermal Power Plant Project is a key project in the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (referred to as Power Plan VIII). In response to urgent progress requirements, in June 2023, the Prime Minister assigned Petrovietnam to be the investor of the O Mon IV Thermal Power Plant. The plant has a designed capacity of 1,155 MW, using new generation combined cycle gas turbine technology, achieving high efficiency, fuel economy and environmental friendliness. The project is undertaken by the Doosan Enerbility (Korea) - PECC2 (Vietnam) Joint Venture as the EPC general contractor.

The Block B Gas-Power Project chain has a gas reserve of about 100 billion m³, providing 5-6 billion m³ of gas each year to produce tens of billions of kWh of clean electricity. It is expected that by the end of 2028, when the Block B gas source is brought ashore, the plant will be completed and generate commercial electricity. When operating, O Mon IV Thermal Power Plant will increase the total electricity capacity managed and operated by Petrovietnam to more than 9,300 MW - equivalent to about 10% of the total capacity of the national power system.

This will be a clean, stable source of electricity, increasing the reliability of the power system and directly meeting the growing demand of the Mekong Delta - a region that lacks local power sources. In addition, gas-fired electricity is also considered a "transitional energy source" for Vietnam in the coming decades, contributing to reducing dependence on coal and hydropower, strengthening long-term energy security, and supporting the implementation of the commitment to achieve net zero emissions by 2050.

Perspective of O Mon IV Thermal Power Plant project

  With that significance and stature, O Mon IV Thermal Power Plant, the first downstream project in the Lot B - O Mon Gas - Power project chain, was honored to be one of 250 typical projects to be started and inaugurated to celebrate the 80th National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025). At the same time, this is a key project to welcome the success of the 4th Petrovietnam Party Congress, towards the 14th National Party Congress; towards celebrating the 50th anniversary of Petrovietnam's establishment (September 3, 1975 - September 3, 2025).

  Speaking at the event, Mr. Le Manh Hung - Party Secretary, Chairman of Petrovietnam said that Vietnam National Energy and Industry Group with the goal of developing by 2030 to be in the top 10 largest corporations in the region, with a large scale in the world, listed in the Fortune Global 500; Operating effectively, sustainably, with high competitiveness domestically and internationally, taking science - technology and innovation as a breakthrough driving force. Petrovietnam is a pioneer, playing a key role in the formation and development of large-scale national energy industry centers, leading the energy industry to international integration, while providing diverse energy solutions, including renewable energy, making an important contribution to ensuring national energy security, promoting industrialization, modernization and sustainable and environmentally friendly socio-economic development, developing the marine economy associated with protecting national sovereignty at sea.

“To realize that goal, the successful implementation of the O Mon IV Thermal Power Plant Project in particular and the component projects of the Block B – O Mon Gas-Power Project Chain in general becomes an important political task, a driving force for the collective leadership and staff of Petrovietnam to continue to overcome difficulties,” Mr. Le Manh Hung affirmed.

Representing the Doosan Enerbility (Korea) – PECC2 (Vietnam) Joint Venture, Mr. Yeonin Jung – Vice President of Doosan Enerbility Group committed to working with partner PECC2 to build the O Mon IV Thermal Power Plant with the highest quality, contributing positively to the development of Vietnam's electricity industry.

Representative of the Doosan Enerbility (Korea) - PECC2 (Vietnam) Joint Venture, Mr. Yeonin Jung - Vice President of Doosan Enerbility Group also commented that the O Mon IV Thermal Power Plant project is of special importance to Vietnam in the energy transition process, gradually reducing dependence on coal and moving towards a clean, stable source of electricity from domestic gas.

  The leader of Doosan Enerbility Group emphasized that Doosan is a company with a history of more than 120 years, and in the past 15 years has successfully implemented 7 power plant projects in Vietnam as an EPC general contractor. “With extensive experience and technical strengths, we are committed to working with partner PECC2 to build the O Mon IV Thermal Power Plant with the highest quality, making a positive contribution to the development of Vietnam's electricity industry. With a vision to 2050, Doosan wishes to continue to accompany Vietnam not only as a key equipment supplier, EPC general contractor for clean energy projects, but also as a partner in the nuclear power development strategy - a field expected to meet the country's growing electricity demand", Doosan representative shared.

Mr. Tran Van Lau - Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Can Tho City emphasized that Petrovietnam needs to focus resources to soon complete O Mon IV Thermal Power Plant on schedule, ensure labor safety, environmental safety and strictly implement the commitments in the investment registration.

On the local government side, Mr. Tran Van Lau - Deputy Secretary of the City Party Committee, Chairman of the Can Tho City People's Committee acknowledged the positive contributions of Petrovietnam in the process of preparing for the project implementation. Local leaders expressed their confidence that, after the project comes into operation, it will not only bring benefits and significance to the energy sector of Vietnam in general and Can Tho City in particular, but also contribute to the local socio-economic development, create jobs, increase budget revenue, effectively implement solutions to respond to climate change, and reduce greenhouse gas emissions.

In order for the O Mon IV Thermal Power Plant project to be successfully implemented, completed, and put into commercial operation on schedule, the leaders of Can Tho City requested Petrovietnam to focus resources to complete the project on schedule, fulfill commitments in investment registration, ensure labor safety, environmental hygiene and safety, and strictly comply with the State's policies and laws; at the same time, pay attention to taking good care of the material and spiritual life, as well as policies and regimes for workers.

Mr. Le Tan Can - Deputy Minister of Finance requested Petrovietnam and the EPC Contractor Consortium to focus maximum resources to immediately and synchronously deploy important tasks of the Project, ensuring the completion of the Project according to commitments on quality, safety and progress.

Speaking at the event, Deputy Minister of Finance Le Tan Can emphasized that the groundbreaking ceremony of the project clearly demonstrated the determination and efforts of Petrovietnam as the investor, as well as the close coordination of central ministries, branches and local authorities. He emphasized: “Today’s groundbreaking ceremony is not only a milestone for a major project, but also a symbol of trust, consensus and determination to develop the country in a modern and sustainable direction.”

Deputy Minister Le Tan Can requested Petrovietnam and the EPC contractor consortium to focus maximum resources, synchronously deploy important work items, ensure safety, quality and progress; at the same time, called on ministries, branches and Can Tho City authorities to support in removing difficulties, creating favorable conditions for the project to be implemented effectively.

In a joyful atmosphere, the whole country simultaneously held groundbreaking and inauguration ceremonies for 250 key works and projects to celebrate the 80th anniversary of National Day, September 2. The groundbreaking ceremony of O Mon IV Thermal Power Plant was one of 34 live television stations, connecting online with 80 stations nationwide.

Speaking at the main bridge in Hanoi, Prime Minister Pham Minh Chinh affirmed that today's key projects are of strategic significance, contributing to realizing the vision of developing a synchronous and modern national infrastructure, promoting socio-economic growth, and ensuring energy security. With a determined spirit, the Prime Minister emphasized: "The Party has directed, the Government is unified, the National Assembly agrees, the People support, the Fatherland expects, and international friends help, so we only discuss action, not retreat." The Prime Minister expressed his hope that the key projects - including the O Mon IV Thermal Power Plant - will become a spreading force, arousing the aspiration to develop a rich and prosperous country.

Petrovietnam and Can Tho City People's Committee signed a comprehensive cooperation agreement to meet the goals of forming an integrated energy center, promoting supporting industries and training high-quality human resources in the Mekong Delta region.

Within the framework of the groundbreaking ceremony, Petrovietnam and the People's Committee of Can Tho City signed a Comprehensive Cooperation Agreement, laying the foundation for building Can Tho into an integrated, green and modern energy center of the region. Petrovietnam also presented a symbolic plaque to support 5 billion VND for the city's social security work, continuing its activities with the locality in education, health care and caring for people's lives.

  With the milestone of groundbreaking O Mon IV Thermal Power Plant – a key project in the Block B Gas – Power project chain, Petrovietnam, together with its partners, local authorities and the community, have affirmed their determination to realize the national energy development strategy in a modern and sustainable direction. Upon completion, the project chain will not only supplement clean and stable power sources for the Mekong Delta and the national power system, but also become a symbol of the spirit of companionship and aspiration to rise up in the new era – the era in which Vietnam is moving towards green development, energy autonomy, for a prosperous and prosperous country.
