Colonel Nguyen Ba Thanh, Deputy Director of the Provincial Police Department, reported on the situation of drug prevention and control and the basic contents of the Project.
On August 20, Khanh Hoa Provincial People's Committee held a conference to deploy the Project "Building drug-free communes, wards and special zones in the province, period 2025 - 2030".
At the conference, Colonel Nguyen Ba Thanh, Deputy Director of the Provincial Police Department, said that according to statistics, the province currently has 65 commune-level administrative units (48 communes, 16 wards, 1 special zone). By June, the number of drug addicts and illegal drug users with management records was 2,525 cases; in the first 6 months of the year alone, 216 people relapsed and used again, and 258 people were being managed after drug rehabilitation.
"The drug crime situation is still complicated, the age of addicts is getting younger, making it difficult to control. From the beginning of 2024 until now, the authorities have detected 481 cases, arrested 886 subjects, and seized many types of drugs with a total weight of nearly 20kg," said Colonel Nguyen Ba Thanh.
In the face of the above situation, on July 22, 2025, the Provincial People's Committee issued Decision No. 371 on the implementation of the Project "Building drug-free communes, wards and special zones for the period 2025 - 2030". The objective of the Project is to mobilize the combined strength of the entire political system and society, raise awareness, promote the role and responsibility of Party committees, authorities, organizations and people in drug prevention, control and combat.
The project sets out the requirements to consolidate and maintain drug-free areas; transform complicated areas; build clean and safe communes, wards and special zones, striving to have at least 50% of commune-level administrative units meet the "drug-free" criteria by 2030. Thereby contributing to maintaining political security, social order and safety, serving sustainable socio -economic development and building a peaceful living environment for the people.
Speaking at the direction, Vice Chairman of the Provincial People's Committee Nguyen Long Bien emphasized that communes, wards and special zones are the places that directly manage and educate drug addicts, so if drug prevention and control work is done well at the grassroots level, it will contribute to fundamentally reducing crime and drug abuse.
Mr. Nguyen Long Bien suggested that all levels and sectors should soon develop a plan to implement the Project in line with the local situation, attach responsibility to the leaders, and strive to have at least 20% of communes, wards, and special zones free of drugs by the end of 2025. In addition, it is necessary to promote propaganda, legal education, and citizen responsibility in drug prevention and control; strictly manage drug addicts and illegal drug users; and resolutely handle complicated drug hotspots and gathering places.
The Vice Chairman of the Provincial People's Committee also requested that heads of Party committees, Party organizations, authorities, agencies and units must directly lead, direct, inspect and take responsibility for drug prevention and control work in their areas of responsibility. In case of complicated and prolonged situations, strict disciplinary action must be considered. The Provincial Police Department is assigned to preside over and coordinate with relevant agencies to regularly inspect, monitor and evaluate the implementation results, ensuring that the Project is practical and effective.
The conference agreed on high political determination throughout the system, considering drug prevention and control as both an urgent and long-term task, contributing to building Khanh Hoa into a sustainable, peaceful and livable city.
