Specifically, from May 1, according to the Tourism Authority of Thailand, visitors must fill out an online declaration form via the Thailand Digital Immigration System (TDAC).

This is an online form developed to replace the paper arrival card, aiming to bring convenience to all foreigners entering Thailand by air, land or sea. All foreigners entering Thailand must submit a TDAC prior to arrival, except: foreigners transiting or transferring in Thailand without going through immigration control; foreigners entering Thailand with a Border Crossing Card.
