On August 22, 2023, Chairman of the Provincial People's Committee Nguyen Duc Trung worked with leaders of Quy Hop district on the results of implementing socio-economic development tasks in 2022 and the first 7 months of 2023; directions and tasks in the coming time. Attending the meeting were Directors of Departments, Heads of sectors: Provincial People's Committee Office, Planning and Investment, Finance, Construction, Transport, Agriculture and Rural Development, Education and Training, Health, Tourism, Science and Technology, Labor - Invalids and Social Affairs; representatives of leaders of departments and sectors: Natural Resources and Environment, Industry and Trade, Home Affairs, Culture and Sports.

After listening to the report of the Chairman of the People's Committee of Quy Hop district and the opinions of the delegates attending the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung concluded as follows:
I. GENERAL ASSESSMENT
In 2022 and the first 7 months of 2023, despite many difficulties and challenges, the Party Committee, Government and people of Quy Hop district have united, made efforts to carry out their tasks and achieved some positive results.
1. Quy Hop district leaders have focused on directing the early implementation of the concretization of the contents of the Resolution of the Party Congresses at all levels for the 2020-2025 term; Quy Hop district Party Committee has issued 15 thematic Resolutions and effectively led and directed their implementation.
2. The economy achieved many results, including:
- In 2022, 22/28 socio-economic targets were achieved, 04/28 targets were approximately achieved; production value growth rate reached 6.97%. Production value growth rate in the first 7 months of 2023 is estimated at 4.87%.
- Total budget revenue in 2022 reached 270.45 billion VND, equal to 179.8% compared to the plan assigned by the province (especially the revenue structure from land fees accounts for a low proportion, in 2022 land fees only accounted for 5% of total revenue; budget revenue ranked 5th in the province if land fees were not included); The first 7 months of 2023 reached 120.8 billion VND, reaching 73.83% of the assigned plan and equal to 81.2% over the same period.
- There are many effective economic models, especially farm, production and processing models. The disbursement result as of August 10, 2023 reached 41.58%, higher than the provincial average (34.18%) and ranked 9th in the district block (30.71%).
3. Culture and society achieved many positive results:
- Successfully organize activities to celebrate the 60th anniversary of the district's founding and the Vietnamese Ethnic Culture Day of Nghe An province in 2023, the Sports Festival of ethnic minorities of Nghe An province on the occasion of the Vietnamese Ethnic Culture Day,...
- The quality of education, health care and healthcare for the people continues to have positive changes, in which the education and training sector is ranked among the top in mountainous districts. Social security work is ensured, policies for meritorious people and disadvantaged people in the area are well and promptly implemented. Ethnic policies in the area are promptly and effectively implemented.

4. Quy Hop district leaders have focused on directing resolutely and handling promptly, especially issues related to mineral exploitation and land, not letting complicated cases drag on.
5. National defense, security, and social order and safety are basically guaranteed. Inspection work, complaints and denunciations are promptly addressed.
In addition to the achieved results, in agreement with the difficulties and shortcomings mentioned by Quy Hop district in the report, it is necessary to continue to pay attention and make efforts to overcome the following key contents:
- The results of administrative reform have not met the set requirements (ranked 20/21 in 2021, ranked 19/21 in 2022).
- State management in the field of mineral exploitation and environmental protection still has some shortcomings; the work of handing over production forest land after the Forestry Department returns it to the people is still stuck and has not been completely resolved.
- Focus on effective use of capital sources, especially public investment capital.
II. KEY VIEWPOINTS, ORIENTATIONS, TASKS, AND SOLUTIONS IN THE COMING TIME
1. Viewpoint, orientation
- The development orientation of Quy Hop district must be suitable to natural conditions, suitable to available potentials and advantages, suitable to traditional cultural values of the locality and development requirements, goals and targets set.
- Focus on building and expanding cooperative relationships with local businesses effectively.
- Development policies, goals, tasks and solutions must be in line with the people's wishes and for the people's benefit.
2. Key tasks and solutions in the coming time
2.1. Continue to review the goals, tasks and solutions in the Resolution of the 21st District Party Congress, term 2020-2025, especially the 05 key tasks and 03 development breakthroughs. Conduct a review and overall assessment of the indicators, especially the indicators with low results after half a term of implementing the Resolution to have solutions for leadership and direction.
2.2. Focus on reviewing, completing, supplementing and organizing the implementation of plans in a comprehensive and scientific manner, suitable to the development requirements and characteristics of the locality, in sync with the provincial planning and connected with regional planning, especially the Northwest region of Nghe An, connected with neighboring localities (Quy Hop - Thai Hoa - Nghia Dan - Hoang Mai) to create development, exploit the potentials and advantages of the locality.
2.3. Promote economic restructuring towards industry, tourism, services, and agriculture:
- Regarding industry: Prioritize the development of mineral processing industry; in which, focus on promoting the application of science and technology in mineral exploitation and processing, increase investment in advanced and modern equipment to save resources, improve product value and competitiveness of goods.
- Regarding tourism and services: Focus on developing tourism services, especially connecting and developing community tourism, eco-tourism, cultural tourism and festivals typical of ethnic minorities; strengthen connectivity and connection of tourist spots and routes, and build unique local tourism products.
- on agriculture:
+ Coordinate with the Department of Agriculture and Rural Development, the Department of Science and Technology and related sectors to select key agricultural products for development and promotion, and at the same time replicate effective livestock models.
+ Focus on directing the implementation of the New Rural Development Program associated with the One Commune One Product (OCOP) program, integrating many programs and resources to focus on building a real and effective New Rural Development. Create key OCOP products with high brand names and values associated with product promotion, introduction and consumption markets.

2.4. Continue to attract and effectively use development investment resources in the district, especially using public investment capital and 03 National Target Programs; seek, call for, and mobilize social resources to serve development; focus on investing in developing technical infrastructure, socio-economic infrastructure (transportation infrastructure, schools, hospitals, medical facilities, etc.).
2.5. Strengthen management of exploitation, rational and effective use of resources; use land towards sustainable development and associated with environmental protection, occupational safety and hygiene, without affecting people's lives during the process of mineral exploitation and processing.
2.6. Take care of developing cultural and social fields. Continue to preserve and promote the fine cultural identities of the ethnic groups in the area; promote the role of the district as a cultural center of mountainous areas and ethnic minorities; preserve cultural values and cultural activities. Allocate resources to gradually build cultural institutions associated with the needs of the people. Pay attention to improving the quality of education, health care and culture. Pay attention to connecting labor supply and demand, training, improving the quality of human resources to meet the employment needs in the area. Focus on accelerating sustainable poverty reduction, improving the material and spiritual life of the people, especially ethnic minorities.
2.7. Promote administrative reform, including proposing specific solutions, especially promoting the responsibility of leaders, strengthening administrative discipline and order; raising the sense of responsibility, aiming at people and businesses. Focus on applying information technology, strongly implementing digital transformation and Project 06 of the Prime Minister; creating strong and substantial changes in administrative reform.
2.8. Strengthen the maintenance of the goal of ensuring national defense - security, foreign affairs, social order and safety, creating a favorable environment for socio-economic development. Continue to effectively perform the work of receiving people, resolving petitions, complaints, and disputes of people right at the grassroots level.
III. RECOMMENDATIONS AND SUGGESTIONS
1. Propose funding support for the construction of schools and classrooms of 04 schools in the following order of priority: Chau Dinh Secondary School: 3-storey building with 04 classrooms, 08 subject rooms, 03 teacher waiting rooms, 03 male and female restrooms, estimated total investment of 15 billion VND; Chau Quang Secondary School: 3-storey building with 18 classrooms, 03 teacher waiting rooms, 03 male and female restrooms, estimated total investment of 19 billion VND; Nghia Xuan Secondary School: 3-storey building with 14 classrooms, estimated total investment of 13 billion VND; Town Secondary School: 3-storey building with 14 classrooms, estimated total investment of 13 billion VND.
Assign the Department of Finance to preside over and coordinate with the People's Committee of Quy Hop district and relevant agencies to research and review in order of priority to implement in accordance with the budget balance capacity, and advise the Provincial People's Committee to consider and decide.
2. Request for funding support to repair and upgrade 8km and the Tam Hop - Dong Hop route from the provincial budget. The total proposed funding is about 50 billion VND; Request for funding support to renovate and upgrade the inter-commune road of Nghia Xuan - Minh Hop - Ha Son, Quy Hop district from the provincial budget. The total proposed funding is about 56 billion VND.
Assign the People's Committee of Quy Hop district to work with the Department of Planning and Investment, the Department of Transport and relevant agencies to review the scale, level of renovation, upgrading and priority of projects in accordance with the budget balance capacity, and advise competent authorities to consider and resolve.
3. Propose to support 30,000 tons of cement outside the support mechanism for building new rural areas to supplement and upgrade communes and hamlets that have reached the new rural area target in the 2015 - 2020 period; Support communes and hamlets that have registered to reach the new rural area target in the 2020 - 2025 period and repay cement debt to the province.
Agree on the policy of supporting a maximum of 7,000 tons of cement/year in the period of 2023-2025 to ensure implementation in accordance with the objectives and promote efficiency. Assign the Department of Finance to coordinate with relevant agencies and units to advise the Provincial People's Committee to consider and decide in accordance with regulations.
4. Propose that the Provincial People's Committee direct the Department of Transport and related departments, branches and sectors to renovate and upgrade Provincial Road 532.
Agree on the policy to assign the Department of Transport to preside over and coordinate with the Department of Planning and Investment, the Department of Finance and relevant agencies to review the scale, prepare documents and procedures for investment preparation on the basis of integrating many capital sources for implementation, and submit to competent authorities for consideration and decision in accordance with regulations.
5. Propose the policy and budget for purchasing public cars to ensure the activities of the leaders of the People's Council and People's Committee of the district. The proposed budget is about 1.5 billion VND.
Agree on the policy to assign the People's Committee of Quy Hop district to base on standards and norms according to current regulations, propose to send to the Department of Finance for research, advise the Provincial People's Committee for consideration and decision.
6. Propose the Provincial People's Committee to approve and support funding from the province's public investment capital for the period 2026 - 2030 to establish the project: Investing in the construction of a road from Ban Choong, Chau Ly commune - Bac Son commune, Quy Hop district to Thach Ngan commune, Con Cuong district, 13 km long, a grade VI mountainous road, already included in the planning. The total investment is expected to be about 100 billion VND.
Agree on the policy of assigning the People's Committee of Quy Hop district to coordinate with the Department of Planning and Investment and relevant agencies to prepare investment preparation documents on the basis of integrating many capital sources to implement in the period of 2026-2030, submit to competent authorities for consideration and decision. Propose to invest in the construction of Song Dinh Industrial Park. In case Song Dinh Industrial Park is not feasible, propose to approve the policy of planning to build a new Chau Dinh Industrial Cluster, with an area of 150 to 200 hectares.
Agree on the policy on the planning of Chau Dinh Industrial Cluster, assign the People's Committee of Quy Hop district to complete the procedures and documents, send them to the Department of Industry and Trade and relevant agencies for appraisal, advise the Provincial People's Committee to consider and decide according to the assigned land use targets and in accordance with the district planning.
7. Proposal to handle the land project of the Youth Union 3.
Assign the Provincial People's Committee Office to advise the Provincial People's Committee on a document requesting Nghe An Provincial Youth Union to coordinate with the Department of Finance, the Department of Natural Resources and Environment and relevant agencies to promptly complete the procedures and documents to dissolve the Youth Volunteer Team 3. After completing the dissolution procedures, assign the Department of Natural Resources and Environment to coordinate with relevant departments, branches and localities to advise the Provincial People's Committee to recover land to hand over to local management to ensure compliance with regulations.
