In the first quarter of 2024, the socio-economic situation of Binh Thuan province recorded positive growth results in a number of areas, specifically: Industrial production increased by 8.33% over the same period in 2023. Agricultural production remained stable; continued to overcome shortcomings and limitations in combating IUU fishing. Up to now, there have been no cases of fishing vessels and fishermen being detained by foreign countries in the province. In addition, tourism activities have been vibrant; trade, services, transportation, import and export have met the needs of people in the province. Total state budget revenue in the first quarter of 2024 is estimated at VND 2,658 billion, reaching 26.58% of the annual estimate, up 0.6% over the same period. The work of disbursing public investment capital has been focused on and directed strongly since the beginning of the year... At the meeting, in addition to appreciating the achieved results, delegates also analyzed and clarified the limitations and shortcomings such as: Production and business activities of enterprises and people still face many difficulties. The number of dissolved enterprises increased by 85% compared to the same period in 2023. In particular, the determination of specific land prices to fulfill financial obligations is still slow; forecasting drought and lack of domestic water in the coming time in some localities... In addition, comrades in the Standing Committee of the Provincial Party Committee discussed in depth and analyzed the reasons for the slow disbursement of public investment capital; the situation of environmental pollution and waste still exists, affecting people's lives. The situation of some projects being slow to implement, typically in Bac Binh there are about 40 projects that have not been implemented, it is necessary to review these projects and have a plan to promptly recover or remove them so that people in the project area can stabilize their lives and develop the economy.

Determining specific land prices for non-state budget projects is very slow, greatly affecting land revenue and negatively impacting the province's investment environment. Therefore, delegates recommended identifying bottlenecks in each project, focusing on site clearance to remove difficulties for businesses, especially key projects of the province...

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee Nguyen Hoai Anh highly appreciated the delegates' in-depth assessments, thereby proposing specific solutions for implementation in the coming time. Accordingly, the Standing Deputy Secretary requested that in the second quarter of 2024, it is necessary to focus on leadership, direction, and improving the effectiveness of state management, capacity, and responsibility of the staff in the process of performing public duties. Identify and determine the obstacles and difficulties in each field and sector in charge, propose feasible solutions to fulfill the targets and tasks of 2024 and the tasks of the Resolution of the Provincial Party Congress for the term 2020 - 2025. In that process, implement solutions to improve the PCI, PAPI, PAR, SIPAS indexes, creating a favorable environment to attract investors and businesses. In particular, comrade Nguyen Hoan Anh emphasized that it is necessary to have solutions to accelerate the disbursement of public investment capital, urgently remove difficulties in site clearance, land recovery, compensation, resettlement support, mobilize the participation of the entire political system to promote key projects and works of the province (Phan Thiet Airport, DT719B road, Van Thanh bridge, Ka Pet lake, Hung Vuong park, Ca Ty river embankment, provincial funeral home...). In addition, promptly detect and strictly handle acts of encroachment on public land. Pay attention to drought prevention measures, ensure adequate supply of domestic water for people, balance water sources for summer-autumn production. Strengthen tourism promotion, attract capable investors to implement large projects. Focus on leadership to soon complete the determination of specific land prices to calculate land use fees, organize auctions of land use rights according to regulations for eligible projects to generate revenue for the provincial budget.
