The National Target Program on Health Care, Population and Development for the 2026 - 2035 period (program) chaired by the Ministry of Health is an important program in the work of caring for, protecting and improving people's health, meeting the goal of innovating the health system, especially the grassroots health network.
The scope of implementation is provinces and cities nationwide, with priority given to disadvantaged areas, mountainous areas, border areas, and islands. Beneficiaries are all Vietnamese people; in which, priority is given to those living in disadvantaged mountainous areas, border areas, and islands; disadvantaged people, mothers, children, and adolescents; couples and individuals of childbearing age; the elderly, migrants, and workers in industrial zones.
The implementation period is 10 years from 2026 to 2035, divided into 2 phases. The goal of the program is to ensure that all people have access to quality primary health care services, limit diseases and prevent diseases early and remotely at the grassroots level; live in a safe community, ensure health security for people to proactively take care of and improve their health. Strive to achieve replacement fertility, a natural balance in the sex ratio at birth and improve population quality to adapt to population aging, contributing to ensuring human resources in socio -economic development.
The draft program has been internally reviewed by the Ministry of Health and is preparing for State-level review. At the conference, representatives of ministries, sectors and localities, including the representative of the Department of Health of Ca Mau province, gave comments on the content of the draft program.
Speaking at the conference, Director of Ca Mau Department of Health Nguyen Chi Thanh pledged to join hands with the whole country to effectively implement the program, with appropriate counterpart funds; at the same time, he proposed that the Ministry of Health and the Central Government consider supporting localities to implement the program depending on socio-economic conditions, especially prioritizing funds for disadvantaged provinces, remote and isolated areas.
The Ministry of Health acknowledged and summarized the comments at the conference; at the same time, it said it will continue to closely coordinate with localities, absorb the opinions of the State-level appraisal council and the National Assembly 's appraisal agency to complete the feasibility study report, to submit for approval of the program at the National Assembly session scheduled for October.
