Attending the Conference on the side of the Asian Development Bank (ADB) delegation was Mr. Jiangfeng Zhang - Director of the Department of Agriculture, Food, Nature and Rural Development, East Asia, Southeast Asia and the Pacific region.

The working delegation of Ha Giang province was led by Ms. Ha Thi Minh Hanh - Vice Chairman of the Provincial People's Committee.

The working delegation of Son La province was led by comrade Le Hong Minh - Vice Chairman of Son La Provincial People's Committee.

Attending the Conference on the side of Yen Bai province were comrade Nguyen The Phuoc - Permanent Vice Chairman of Yen Bai Provincial People's Committee; leaders of the Departments of Finance, Construction, Agriculture and Environment; and the Management Board of Investment and Construction Projects of Yen Bai province.

At the Conference, leaders of Yen Bai, Son La and Ha Giang provinces presented an overview of the implementation of the Project in their localities with the objectives, investment scale, expected main results of the Project and proposals and recommendations.

Delegates attending the Conference

In Yen Bai province, the project aims to promote socio-economic development, improve the transport and irrigation infrastructure system for 6 districts and 1 town of Yen Bai province; help ethnic minorities in mountainous and highland areas solve the problem of water security, food security, facilitate transportation connections, enhance trade and cultural exchange; better exploit potential advantages to develop local tourism towards green and sustainable growth in the context of increasingly profound negative impacts of climate change on all aspects of local socio-economic life.

The project consists of two components: Construction of transport and irrigation infrastructure and strengthening public investment management capacity to adapt to climate change with a total investment of over VND 4,282 billion. The project will be implemented from 2027 to 2032.

Speaking at the meeting, Mr. Nguyen The Phuoc - Standing Vice Chairman of the Provincial People's Committee thanked the leaders of Son La and Ha Giang provinces for participating in the meeting with Yen Bai province to discuss with the aim of speeding up the process of preparing documents and procedures so that the Project can be approved as soon as possible. The Standing Vice Chairman of the Yen Bai Provincial People's Committee also thanked the Asian Development Bank for implementing a number of projects in Yen Bai province in the past. These are all very meaningful projects for improving infrastructure and raising the living standards of people in some difficult areas of Yen Bai province.

Comrade Nguyen The Phuoc affirmed that the three provinces of Yen Bai, Son La, and Ha Giang have many common characteristics in terms of natural conditions and socio-economic conditions. These are provinces with a large population of ethnic minorities, with many difficulties in life, especially limited infrastructure. The project "Developing climate-resilient infrastructure for ethnic minority areas" implemented in the three provinces will help promote local socio-economic development, contributing to hunger eradication, poverty reduction, and improving people's living standards. In particular, the project "Developing climate-resilient infrastructure for ethnic minority areas" aims to better exploit potential advantages to develop local tourism in the direction of green and sustainable growth. This is the goal in tourism development that Yen Bai, Son La, and Ha Giang are all aiming for. Therefore, the leaders of Yen Bai, Son La, and Lai Chau provinces hope that ADB will soon, together with ministries and branches, promote the implementation process so that the Project will be soon approved and put into implementation to improve the transport and irrigation infrastructure system in places with many infrastructure difficulties.

At the working session, Mr. Jiangfeng Zhang - Director of the Department of Agriculture, Food, Nature and Rural Development, East Asia, Southeast Asia and the Pacific region proposed a number of ideas to implement the Project's procedures.

The leaders of the People's Committees of Yen Bai, Son La and Ha Giang provinces agreed to cooperate with the Asian Development Bank in preparing documents and implementing necessary procedures as required by the Asian Development Bank, with the hope that the Project will soon be approved by the Vietnamese Government and the Asian Development Bank.

During the working trip, the delegation of ADB and the People's Committees of Ha Giang and Son La provinces visited the proposed upgraded road section of Mau A - Tan Nguyen - An Phu.
