Attending the conference at the Provincial Party Committee and Provincial People's Committee conference hall were comrades: Nguyen Khac Than, Secretary of the Provincial Party Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; comrades of the Provincial Party Committee Standing Committee, leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation; leaders of departments, branches, sectors and organizations. The conference was connected to 358 conference points across the province and nearly 28,000 delegates attended.

At the conference, Comrade Pham Dong Thuy, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, presented the thematic content focusing on the main contents including: development of science, technology, innovation and digital transformation; industrial revolution 4.0 and electronic chips; Action Program No. 41-CTr/TU dated February 12, 2025 of the Provincial Party Standing Committee to implement Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.

He clearly stated the viewpoints, goals, tasks and main solutions in the Action Program No. 41-CTr/TU of the Provincial Party Committee Standing Committee; emphasizing: Developing science, technology and innovation of the province to reach an advanced level, contributing to the decision to make Thai Binh province a breakthrough by 2030 to become a locality in the fairly developed group, by 2045 to be a developed province in the region and one of the industrial development centers of the Red River Delta.
