DNVN - According to the Department of Trade Defense (Ministry of Industry and Trade), the US Department of Commerce (DOC) has officially announced the initiation of an administrative review of the anti-dumping tax order on oil country tubular goods (OCTG) from Vietnam.
The review will last from September 1, 2023 to August 31, 2024. The review list is expected to include a number of enterprises exporting oil pipe to the United States. Enterprises on this list that do not export oil pipe during the review period must notify DOC within 30 days from the date of the notice of initiation of the review (expected to be by November 16, 2024) if there are any shipments that are suspended for consideration.
According to the regulations, DOC will select mandatory respondents in the case based on export data from the US Customs and Border Protection (CBP). This selection process will take place within 35 days of the publication of the initiation notice (expected November 21, 2024), with priority given to businesses with high export volumes. At the same time, the parties can withdraw the request for review within 90 days from the publication date of the notice (expected October 15, 2024).
For countries that the United States considers to be non-market economies, such as Vietnam, to be eligible for separate rates, businesses must apply within 30 days of the publication of the notice of initiation of the review (expected November 16, 2024). If businesses do not apply for separate rates and are not selected as mandatory respondents, they will be subject to the nationwide rate. DOC expects to issue the review results no later than September 30, 2025.
The Trade Defense Department recommends that enterprises producing/exporting related products need to regularly monitor the developments of the case, fully and correctly comply with the requirements of the US investigation agency, and closely cooperate with the Department throughout the case handling process to ensure their legitimate rights.
