“3 in 1” model
More than 5 years ago, since March 13, 2018, Mong Cai Border Gate Customs Branch (Quang Ninh Customs Department) officially deployed the Model of centralized customs procedures and management, creating a breakthrough in customs reform and modernization.
This model is implemented according to the principle of a single focal point for performing customs procedures and management based on the application of technology and modern technical equipment combined with the implementation of the National Single Window Mechanism, online public services and for the first time, administrative procedure reform has been comprehensively implemented at a branch.
Instead of customs procedures being carried out at 3 lines including 3 procedure teams led by 3 branch leaders in the old model, the implementation of the new model has only 1 procedure team and 1 branch leader in charge; the customs unit code is reduced to a single code.
Performing customs procedures and managing them centrally in one chain located at the branch headquarters helps businesses avoid having to travel to many places and many times to handle work, while saving costs, reducing customs clearance time, and all difficulties of businesses are promptly resolved because they are handled centrally at one point.
From January 1, 2024, Quang Ninh Customs Department officially implemented the Project to amend and supplement the "Model of centralized customs procedures and management after 5 years of implementation at Mong Cai Border Gate Customs Branch".
Accordingly, the Department continues to maintain the current 5 team/group models and change functions and tasks.
That is, transfer the task of receiving and approving independent transport declarations from the Import-Export Goods Procedures Team to 2 Teams (Customs Inspection - Supervision Team No. 1 and Customs Inspection - Supervision Team No. 2).
Transfer the area of Ka Long border gate, bonded warehouses, and export goods inspection locations managed by Customs Inspection and Supervision Team No. 1 to Customs Inspection and Supervision Team No. 2.
Balance and adjust the staffing of civil servants and employees of teams/working groups to suit their functions, tasks, and management requirements after transferring tasks and management areas; transfer the post-tax refund inspection task from the General Team to the Import-Export Goods Procedures Team.
In addition, the transfer of documents in the customs dossier related to the Red channel export and import goods declaration to the Import-Export Goods Procedures Team for management, completion and storage of documents according to regulations instead of transferring directly to the Synthesis Team.
Many positive effects
By February 26, 2024, through the Bac Luan II bridge customs clearance alone, Mong Cai Border Gate Customs Branch processed 3,303 declarations; import-export turnover reached 41.3 million USD; budget revenue reached 153.8 billion VND; an increase of 50% in declarations, an increase of 26% in turnover, and a decrease of 7% in taxes compared to the same period in 2023.
According to the records of the Sub-Department, the transfer of the task of receiving and approving independent transport declarations from the Import-Export Goods Procedures Team to the Customs Inspection and Supervision Team No. 1 is considered appropriate by businesses and highly supported by the business community.
According to Mr. Ha Van Trung, representative of FAS LOGISTICS Trading Company Limited, registering an independent transport declaration at Customs Supervision and Inspection Team No. 1 helps carry out customs procedures for transit goods at the same point, from the initial stage of registering the Road Import Goods List, registering an independent transport declaration to bringing goods to the Centralized Import-Export Goods Inspection Location and confirming that the goods are being transported smoothly, helping to save time and create convenience for businesses.

After 2 months of implementation, 22 transit enterprises have registered 1,789 independent transport declarations through the Bac Luan II bridge, Mong Cai for 1,679 vehicles, an increase of 10% in enterprises, 230% in the number of declarations and 214% in the number of vehicles compared to the same period in 2023.
In order to promote import and export through the area, in 2024, Mong Cai Border Gate Customs Branch will continue to effectively implement the Project to amend and supplement the "Model of centralized customs procedures and management".
At the same time, promote the implementation of activities to promote the development of the Customs-Enterprise partnership. In particular, focus on organizing direct dialogues with enterprises engaged in import-export activities, thereby promptly grasping and removing difficulties and obstacles of import-export enterprises.
On the other hand, continue to implement many solutions to reform administrative procedures and modernize business processes to reduce customs clearance time, create maximum convenience, thereby bringing confidence to the business community.
