Attending the recent Congress of the Con Dao Special Zone Party Committee, comrade Nguyen Van Duoc, Deputy Secretary of the City Party Committee and Chairman of the Ho Chi Minh City People's Committee, also reiterated this and required each cadre and party member, especially the leader, to be truly politically steadfast, professionally competent and dedicated to the people, aiming at the goal of "making the people trust, agree and support them".
Practice has proven that when the service mindset is emphasized, many practical initiatives and models of serving the people have been born. The morning coffee model in many localities has shortened the distance between the government and the people, creating an open space to receive feedback, thereby promptly resolving suggestions, helping to increase people's attachment and trust.
At many commune-level public administrative service centers, free public services such as snacks, high-speed wifi, document printers, guidance on searching and consulting on completing documents, etc., not only create convenience for people and businesses but also demonstrate the government's friendliness towards the people. These seemingly small models and actions have a strong influence, creating sympathy and strengthening people's trust in public agencies.
In addition to innovating service methods, local Party committees and authorities at the grassroots level are also pioneers in digital transformation. Focusing on mobilizing and guiding people to install applications and submit documents online not only helps reduce pressure on officials, but also clearly demonstrates the spirit of "serving the people" in the digital age. The proactive and creative participation from the grassroots level has contributed to building an image of a modern, professional, and transparent administration; at the same time, concretizing the spirit of "being close to the people, serving the people" in reality.
However, the practical operation of the two-level local government model in recent times still has some shortcomings, especially confusion about authority and fear of responsibility. That is also an obstacle in the coordination between communes, wards, special zones with departments and branches, slow administrative records and even leads to the situation of shirking responsibility...
But it is worth noting that, in the urgent atmosphere of the congress preparation process, the Party committees of wards, communes and special zones have identified and proactively determined solutions within their authority. An important highlight is that many Party committees at the commune level have identified administrative reform, associated with digital transformation, as a breakthrough in the coming term, as the key to building a service-oriented, truly efficient - effective - effective administration.
From the identified shortcomings, the current reality also requires the rapid concretization of criteria for evaluating the performance of commune-level governments according to the new model, to ensure that the spirit of "serving the people" truly goes into depth and creates sustainable results. A truly effective and professional administration needs to be evaluated based on a scientific , fair mechanism and in compliance with the principle of "in, out".
At that time, those who do not complete their tasks and have low prestige will be replaced fairly. On the contrary, dynamic, creative and effective cadres must be recognized, rewarded, planned and appointed appropriately. These are synchronous solutions that both create strong motivation and maintain discipline and order in the apparatus, helping to consolidate and promote initiatives from the grassroots; at the same time, there are proposals and implementation of measures to create socio -economic development.
In the exciting atmosphere of the current commune-level Party Congress, the creative service models being implemented and the sharing and close support from superiors are hopeful signals. That helps us to be more confident that the spirit of "Being proactive at the grassroots - Acting for the people" will continue to be strongly promoted.
When each Party Secretary and Chairman of the People's Committee of a commune, ward or special zone dares to think and act for the common good, is protected and properly encouraged, the grassroots government will truly become a support for the people. That is also an important basis and foundation to contribute to the development of Ho Chi Minh City.
