About 8,500 teachers from more than 380 schools in Hanoi are worried because they do not enjoy the additional income policy for civil servants and employees of the capital.
Ms. H, a primary school teacher in Dan Phuong District (Hanoi), said that last January she was happy to hear that she would receive additional income.
She calculated that with about 17 years of work, with a salary coefficient of 3.66, if she had additional income, she would have more than 4.2 million VND. However, just a few days later, the District People's Committee issued a document canceling the decision to allocate additional budget for additional income, leaving her and her colleagues very disappointed.

Ms. H. is among thousands of teachers who are not entitled to additional income from the city. Resolution 46/2024/NQ-HDND dated December 10, 2024 of the Hanoi People's Council on regulations on additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units.
The expenditure is 0.8 times the basic salary, including 0.5 times the monthly expenditure, the remaining at the end of the year. Hanoi has decided to spend about 3,800 billion VND/year for this. With a salary coefficient of 2.1 - 6.78, teachers can receive an additional 2.46 - 7.93 million VND per month.
However, according to the resolution, cadres, civil servants and public employees working in public service units with revenue (not fully covered by the state budget for regular expenses) are not entitled to enjoy it. Specifically, 119 high schools are classified as "regularly autonomous" and 250 schools from kindergarten to junior high school are selected to pilot "ordering educational services".
Autonomy is just a formality, teachers cannot be disadvantaged.
In a petition sent to Thanh Nien Newspaper, more than 8,500 teachers said that the fact that most civil servants are teachers and do not receive additional income according to Resolution No. 46 is a big oversight.
Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School, representing thousands of teachers who signed the petition, stated the reality: partially or fully autonomous public schools are just formalities, only changing the form of allocation from budget allocation to ordering educational service prices, in essence they are still public service units fully guaranteed by the state budget.
The revenue of these units is tuition fees which will be deducted when superiors assign the budget. The collected tuition fees will be used to supplement salary expenses; for educational career development; for professional work... not to increase revenue to increase income.
These teachers believe that cutting the extra income for teachers will create inequality among the city's officials, civil servants, and public employees. Even though they are civil servants, some will receive and some will not receive the extra income.
On the other hand, from next September, implementing the Politburo's policy of exempting all tuition fees for students in public schools from kindergarten to high school nationwide, these units will no longer have any source of income. Therefore, these public schools are still essentially covered by the state budget for all regular expenses.
Previously, teachers in Hanoi also expressed their concerns and sent a petition because Decree 73 issued in June 2024 by the Government stipulates bonuses for soldiers and civil servants, but thousands of teachers in Hanoi did not receive them because their schools are "autonomous".
Then, on February 25, the Hanoi People's Council, term XVI, passed a Resolution on financial support (with an expenditure of nearly 255 billion VND) to compensate for the bonus regime according to the provisions of Decree 73 of the Government for teachers of 381 public educational institutions that self-finance regular expenses to pilot the ordering of educational services using the Hanoi state budget.
