The Hanoi Department of Health has just responded to voters' petitions after the 12th session of the City People's Council on attracting doctors to the grassroots health sector.

Accordingly, regarding the proposal that the City has specific policies and mechanisms to attract young doctors who have just graduated to work at the grassroots health care level of voters in Chuong My district, the Department of Health said that in the past, the health sector has done a good job of attracting, recruiting, training and fostering human resources, but due to limited remuneration, in reality, the grassroots health care level still lacks doctors, especially experienced doctors with specialized expertise; human resources in some specialties such as Tuberculosis, Psychiatry, Infectious Diseases, Pathology, and Forensic Medicine are still insufficient compared to the requirements.
District hospitals and District/Town Health Centers have developed annual plans for recruiting civil servants. However, through recruitment periods, attracting doctors to the grassroots health sector has not been attractive enough. Many recruitment targets have no applicants, so the units cannot recruit enough registered candidates.
The Department of Health will continue to advise and recommend the City People's Committee to direct and effectively implement a number of new policies for medical staff such as: Resolution No. 19/2022/NQ-HDND dated September 12, 2022 of the City People's Council stipulating the level of support and encouragement for civil servants, public employees, and contract workers in the health sector at public agencies and units under Hanoi city;
Decree 05/2023/ND-CP dated February 15, 2023 of the Government amends and supplements a number of articles of Decree 56/2011/ND-CP dated July 4, 2011 stipulating preferential allowances according to occupation for civil servants and public employees working at public health facilities, accordingly "adjusting the preferential allowance regime for preventive medicine and grassroots health workers from 40-70% to 100%", the application period is from January 1, 2022 to December 31, 2023.
At the same time, continue to propose policies to support doctors working at the grassroots health care level: Promote more effectively the state's policies to prioritize recruitment, training and development of staff, especially doctors for the grassroots health care level and specialties of Tuberculosis, Psychiatry, Infectious Diseases, Pathology, Forensic Medicine; Coordinate with universities and colleges in the health sector to attract high-quality medical human resources to register to work at units under the Department of Health after graduation.
Prioritize training for grassroots health care, especially Family Medicine to implement the Family Medicine model at health stations; Coordinate with universities and colleges in the health sector to organize human resource training courses according to the needs of the health sector (training by address)...
The Department of Health recommends that the City People's Committee consider and approve policies and mechanisms to attract highly qualified human resources to work at commune health stations.
Specifically, doctors who have worked at health stations will receive an additional 70% of their salary according to their salary scale; Doctors who volunteer to work at health stations will receive the same salary as doctors who have worked at the station and will be supported with 60 months of minimum salary (if working for 5 years at the health station) from the City budget; There are policies to support housing, transportation, and training costs to improve professional qualifications...
For doctors sent to reinforce and support key medical stations: Travel expenses, business expenses, and accommodation expenses are supported according to regulations; 100% salary, allowances, and other expenses are received as when working at the unit.
