Today, April 16, the Central Party Organizing Committee held an online conference to collect opinions from 32 provincial and municipal Party Committees from Da Nang City and beyond to contribute to the draft new directive of the Politburo on Party Congresses at all levels towards the 14th National Party Congress. The new draft directive of the Politburo on party congresses at all levels towards the 14th National Party Congress sets out 7 requirements, more than Directive 35 dated May 30, 2019 on party congresses at all levels towards the 13th National Party Congress.
The content of the new draft directive basically inherits Directive 35 and adjusts and supplements regulations to suit reality and Resolution 26 of the Party Central Committee on focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the task.

Speaking at the meeting to contribute ideas to the draft directive of the Politburo on Party congresses at all levels towards the 14th National Party Congress, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council Nguyen Dang Quang highly agreed with the contents of the draft directive, and at the same time proposed that personnel work must be done impartially and responsibly to select personnel for the Party Committee with virtue, talent, capacity and good qualities, meeting the requirements of the assigned political tasks; the responsibility should be assigned to internal political protection agencies and relevant agencies to screen one step in advance to help the Party Committee prepare for personnel work.
Regarding the action program to implement the congress resolution, which was discussed and commented on at the congress, through practice, it has not been very effective, so it is suggested that the new Party Committee develop an action program, which would be more appropriate.
The regulation that Party committees at all levels innovate at least 1/3 in practice at the grassroots level, due to the small number and difficulty in implementation, should be adjusted to Party committees from the district level and above to innovate at least 1/3 of the total number of Party committee members and strive to implement this at the grassroots level.
Regarding the basic regulations on implementing the Party Committee Secretary concurrently being the Chairman of the People's Council, it is necessary to adjust at the beginning of the term to basically implement the Party Committee Secretary concurrently being the Chairman of the People's Council to create more flexibility in implementing the mobilization, rotation, and arrangement of Party Committee Secretaries who are not local people according to Resolution 26 of the Central Executive Committee.
Regarding personnel procedures, it is recommended that the Central Organizing Committee provide specific guidance on the process of introducing personnel for the Party Committee's inspection committee and the delegation to attend the congress at a higher level because the directive does not have this provision. At the commune level, there are no specialized cadres to assist the Party Committee's standing committee. In many places, the deputy secretary is also the chairman of the People's Council, party work, inspection work, and office work. Therefore, it is recommended that there be additional cadres in charge to help the local Party Committee perform well the assigned tasks.
Opinions from provincial and municipal party committees suggest policies for cadres who are not old enough to be re-elected and cadres who retire early. Specific and consistent instructions on how to vote directly at the congress. Cadres who do not participate in the new party committee are requested not to participate in the personnel of delegates to attend the higher-level party congress...
The opinions of the delegates were compiled, edited and supplemented by the Central Organizing Committee and submitted to the Politburo and the Central Executive Committee of the Party for consideration and decision.
