Perfecting the chemical management document system
On January 2, 2009, the Prime Minister issued Decision No. 01/QD-TTg on the establishment of the Department of Chemicals under the Ministry of Industry and Trade. The function of the Department of Chemicals is to advise the Minister of Industry and Trade on state management in accordance with the law on chemicals, and at the same time propose and develop policies and mechanisms to promote the development of the chemical industry under the responsibility of the Ministry of Industry and Trade.

Immediately after its establishment, the Department of Chemicals focused on stabilizing the organization, developing staff, building facilities, and at the same time focusing on building and supplementing a system of legal documents on chemical management as a basis for state management of chemicals, gradually removing difficulties and obstacles in implementing policies and laws on chemicals.
Specifically, the Department of Chemicals has completed the following objectives: Paying attention to the development of the chemical industry; Actively coordinating well with units inside and outside the Ministry of Industry and Trade to handle tasks that have "interference" in functions and tasks with the goal of completing the common tasks of the Ministry of Industry and Trade; Closely following the objectives of Decision No. 61/QD-TTg of the Prime Minister on the Pharmaceutical Chemistry Program; Timely proposing the development and promulgation of legal regulations in accordance with practical developments and the world's chemical management trends. Along with that, strictly implementing the direction of the leaders of the Ministry of Industry and Trade to promote administrative reform, reduce and simplify investment and business conditions, enhance the effectiveness and efficiency of state management while facilitating business development, increasing national competitiveness...
Creating a favorable environment for chemical production and trading activities
Looking back over the past 16 years of construction and development, the Department of Chemicals has always strived to successfully complete the tasks assigned by the leaders of the Ministry of Industry and Trade, creating impressions in state management of chemical activities.
Notably, in 2023, the Department of Chemicals completed the dossier of the Proposal to develop the Law on Chemicals and sent it to the Ministry of Justice for synthesis for the Government to submit to the National Assembly for consideration. On December 18, 2023, the National Assembly Standing Committee approved the proposal to add a number of draft laws to the 2024 Law and Ordinance Development Program, for 4 draft laws including: Law on Prevention and Combat of Human Trafficking (amended), Law on Chemicals (amended), Law on Value Added Tax (amended), Law on Management of Weapons, Explosives and Support Tools (amended).
Drafting a Decree regulating the implementation of the Convention on the Prohibition of the Development, Production, Stockpiling, Use and Destruction of Chemical Weapons to replace Decree No. 38/2014/ND-CP dated May 6, 2014 of the Government on the management of chemicals subject to the control of the Convention on the Prohibition of the Development, Production, Stockpiling, Use and Destruction of Chemical Weapons. In addition, the Department has participated in reviewing, commenting and drafting many other relevant legal documents.
In 2024, the Department of Chemicals focused on a number of key tasks and solutions, including collecting opinions to complete the Law on Chemicals (amended) to submit to the National Assembly at the 8th Session of the 15th National Assembly taking place in November 2024. Along with that, strongly innovating the management and operation system, referring to and applying advanced chemical management models of countries around the world.
Focus on building and developing a team of cadres, civil servants and public employees, creating the best working environment. Fostering and improving foreign language proficiency and professional skills for cadres, civil servants and public employees.
Continue to build and perfect the legal system on chemical management towards effective management, creating a favorable environment for chemical production and trading activities. In addition, administrative reform, modernizing the working environment, applying information technology in the field of administrative reform and providing online public services.
Complete and upgrade document management software in the Department of Chemicals; simplify administrative procedures and investment and business conditions in the chemical sector; Continue to support and have solutions to develop the chemical industry and the pharmaceutical industry; Strengthen international cooperation in the chemical sector.
Regarding the future direction, the representative of the Department of Chemicals said that it will continue to strongly innovate the management model, improve the capacity of the management and operation system. At the same time, it will continue to build and perfect the legal system on chemical management towards effective management, creating a favorable environment for chemical production and trading activities to ensure strictness, in accordance with the development situation of the country and international economic integration... towards becoming a specialized management agency, specializing in chemicals and in line with the world chemical management trend.
