On the morning of January 29, the Standing Committee of the Provincial Party Committee held a meeting with veteran revolutionary cadres, pre-uprising cadres, and former leaders under the management of the Politburo, Secretariat, and Provincial Party Committee Standing Committee who are retiring in Ha Nam province on the occasion of the Lunar New Year 2024.

Comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council chaired the conference. At the conference, comrade Le Thi Thuy, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council respectfully reported to veteran revolutionary cadres, pre-uprising cadres, and retired cadres who were key leaders of the province through different periods on the socio-economic development situation of the province in 2023; key directions and tasks in 2024 of Ha Nam province.

Accordingly, in 2023, despite facing many difficulties and challenges; the world situation has many complicated developments affecting production, business and people's lives. However, closely following the direction of the Central Committee, the Provincial Party Committee, the Provincial Party Committee, Party committees and authorities at all levels in the province have focused on leadership and direction, with the participation of the entire political system, the joint efforts, support and consensus of the business community and people of all walks of life, Ha Nam has gradually overcome difficulties, striving to achieve important and comprehensive results in the fields of socio-economic development, maintaining national defense and security, Party building, and building a clean and strong political system.

Specifically: The Provincial Party Committee has focused on leading and directing the work of Party building, building a clean and strong political system; strictly implementing the working regulations and the principle of democratic centralism, maintaining solidarity and unity within the Party; improving the quality of activities of the People's Council, management and operation of the People's Committee, the Fatherland Front and mass organizations. The province's socio-economic situation has remained stable and developed, with a growth rate of 9.41% (ranked 5th in the Red River Delta, ranked 8th in the country); State budget revenue exceeded the set plan (one of 17 provinces to balance its budget in 2023). Industry, trade and services have grown quite well. Agricultural industrialization has been promoted, building advanced new rural areas and model new rural areas exceeded the set plan (the whole province has over 50% of communes meeting advanced new rural standards and model new rural areas). The urban development program has been promoted. The planning of Ha Nam province for the period 2021-2030, with a vision to 2050, has been approved by the Prime Minister with the orientation: By 2030, build Ha Nam province rich, beautiful, civilized, striving to achieve a fairly good development level of the Red River Delta. By 2050, Ha Nam will become a centrally-run city, a smart, modern urban area; prosperous economy associated with ecological environment protection; comprehensive development of Ha Nam people. This is the basis for Ha Nam province to mobilize resources, attract investment, connect with provinces and cities nationwide, promote socio-economic development, and strengthen national defense and security.

Inter-regional infrastructure has been invested in and built; Culture and society continue to have many positive changes. In particular, in the past year, Ha Nam was honored by the World Tourism Awards as "The World's Leading Local Cultural Destination". In 2023, Ha Nam also organized many foreign affairs and investment promotion activities in Japan, Korea, some European countries (Germany, Netherlands, Hungary), Singapore, Australia, Malaysia and the US... to introduce investment attraction policies as well as the province's potential and strengths; directly calling for and signing cooperation agreements with foreign partners.

In 2023, Ha Nam attracted 35 newly-registered FDI projects in industrial parks in the province, with a total investment capital of 549 million USD (equal to 156% compared to the same period in 2022). Ha Nam continues to be a province in the top of the country in education. On the other hand, the province also performed well in social security work; paying attention to and giving gifts to people with revolutionary contributions, poor households, the elderly, workers in difficulty...; the poverty rate decreased to 2.11%. Last year, Ha Nam also successfully organized the Provincial Defense Zone Exercise; maintained political security - social order and safety, and was the first province in the country to complete 100% of the target of issuing electronic chip-embedded citizen identification cards.

The Provincial Party Secretary affirmed: The results achieved in the past year are the inheritance and promotion of the achievements of the entire process of striving and efforts of the Party Committee, government, army and people in the province and generations of veteran revolutionary cadres, pre-uprising cadres and key cadres of the province through the periods with the determination to build the homeland of Ha Nam increasingly rich, beautiful and civilized.

On this occasion, on behalf of the Provincial Party Committee, People's Council, People's Committee, and Provincial Fatherland Front Committee, the Provincial Party Secretary respectfully sends his gratitude and deep thanks to veteran revolutionary cadres, pre-uprising cadres, and key cadres of the province through the periods for their great contributions to the development of the country in general and of Ha Nam in particular.

2024 is a key year, creating momentum for the successful implementation of the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress, and the resolutions of Party congresses at all levels for the 2020-2025 term. In order to successfully implement the goals and tasks set out in 2024, the Provincial Party Secretary hopes to continue to receive the attention and contributions of officials and Party members, especially former provincial leaders of all periods; the support of the business community and the consensus of all classes of people.

The Provincial Party Committee and Standing Committee also identified key tasks that need to be focused on in Party building, socio-economic development, national defense and security, social security, etc. The Provincial Party Secretary believes and hopes that with their position, prestige and experience, former provincial leaders will continue to regularly monitor, pay attention and contribute many ideas to help Party committees and authorities at all levels to overcome difficulties and challenges and successfully fulfill their assigned responsibilities; build a clean and strong Party organization, government and political system; contribute to building Ha Nam province to become increasingly prosperous and civilized.
