For over a month, hundreds of parents at To Hien Thanh High School, Ha Dong District, Hanoi have been "restless" when they suddenly discovered that their children had been going to school for over 2 months but did not have a student identification number on the system of the Hanoi Department of Education and Training.

Parents shocked because school illegally enrolls 10th graders

Speaking to Tuoi Tre Online on the morning of October 26, Ms. NTV said her child had enrolled in school since July 16, but it was not until September 19 that Ms. V. and other parents in grade 10 discovered that the school was not allowed to enroll students in the 2024-2025 school year.

At this time, Ms. V. and the parents went into the database system of the Hanoi Department of Education and Training to look up the list of students but could not find their children's names or 10th grade student codes.

According to Ms. V., after the incident, through information research, Ms. V. and the parents learned that since April 2024, To Hien Thanh High School has not been on the list of private schools assigned enrollment quotas this year, due to not meeting the legal conditions for operating location.

However, To Hien Thanh High School still organized admission consultations, received "underground" applications from April 2024 to July 2024 and announced that students would enroll from July 16, 2024.

The school has recruited 174 grade 10 students, divided into 7 classes and organized teaching since July until now.

"When we submitted our child's application to the school, we had no idea that the school had not been assigned an enrollment quota. I am very upset that an educational institution has committed the wrong act of deceiving parents and students.

Currently, 174 students do not have a 10th grade student code in the data system of the Hanoi Department of Education and Training and other legal rights are not guaranteed.

Now, even if we apply for our child to study at another school, no one will accept us. We can only wait for the school and the Hanoi Department of Education and Training to come up with a solution. In the worst case, we will have to let our child stop studying for a year," said Ms. V.

The principal confirmed that he had reported to the department.

Speaking with Tuoi Tre Online at noon on October 26, Ms. Nguyen Thi Anh Tuyet - principal of To Hien Thanh High School - affirmed that "it is not that the school has not been assigned enrollment targets for the 2024-2025 school year, but that it has not been assigned targets yet".

Ms. Tuyet explained that in the past, the Hanoi Department of Education and Training let the school continue to take care of the documents, but up to now, the documents have not been completed and have expired, so the school has not been assigned enrollment targets for the 2024-2025 school year.

"Because the school has not been assigned a quota but is still enrolling students, it is currently facing major difficulties. The school is working on a solution and has reported it to the department.

Parents can rest assured that their children will never have no place to study. Students who do not study at my school will study at another school," said Ms. Tuyet.

According to Ms. Tuyet, the reason the school has not been assigned to enroll students for the 2024-2025 school year is because the school does not have sufficient facilities.

An official from the Hanoi Department of Education and Training said the department was aware of the incident at To Hien Thanh High School. Next week, an inspection team from the Hanoi Department of Education and Training will work with relevant parties to investigate and clarify the matter.
