Dong Thanh: Aspiration to develop quickly and sustainably

Merging to expand sustainable development space

Proactively overcoming difficulties, in the 2020-2025 term, the Party Committee, government and people of the old communes have promoted the tradition of solidarity, taken advantage of favorable conditions, seized opportunities, focused on leadership and direction to effectively implement the congress resolution and achieved important and comprehensive results in all areas. Many targets exceeded the congress resolution, notably: The average annual growth rate of total product value reached 6.5%; production value by 2025 is estimated at over 1,529.6 billion VND (at current prices), an increase of 17.3% compared to the plan; the economic structure has shifted in the right direction, increasing the proportion of industry and services, reducing the proportion of agriculture, by 2025 the proportion of industry and construction will account for 50%, the service sector will account for 24%, the agriculture - forestry - fishery sector will account for 26%; Per capita income in 2025 is estimated at 60.07 million VND, exceeding 3.4% compared to the congress resolution target, up 13.4% compared to the beginning of the term.

Agricultural, forestry and fishery production has achieved important results, gradually shifting towards large-scale commodity production, applying high technology associated with exploiting and effectively utilizing local potentials and strengths.

Industry and handicrafts have grown quite well, with improved quality and efficiency. In the period of 2020-2025, a number of enterprises and garment processing establishments have been attracted and new jobs have been created, creating stable income for hundreds of workers. Focus on encouraging the development of traditional and other occupations among the people. Services and trade have developed in a diverse manner. Construction management, planning, and investment in socio-economic infrastructure development have been strengthened. Financial and budgetary activities have achieved good results. Management and use of natural resources and the environment have changed positively. Socio-economic infrastructure has received investment attention in a synchronous and modern direction, associated with new rural construction, creating momentum for economic development.

The work of attracting investment in the construction of traffic works has achieved good results, many welfare works have been built, the traffic system in the area has been invested in and upgraded. A number of large, key projects on infrastructure, especially traffic infrastructure, have been invested in the area in a synchronous and modern direction, opening up new development space, increasing regional connectivity, creating attractiveness in attracting investment.

Education and training are given due attention, implementing fundamental and comprehensive innovation, developing towards standardization and socialization. Investment in building a system of facilities and school equipment in a synchronous and modern direction, meeting the requirements of educational innovation and the goal of building schools that meet national standards. Up to now, 14/14 schools in the area have met national standards, completing 100% of the set plan. Culture and society have many progressive changes, social security is ensured. National defense and security are strengthened, social order and safety are maintained. People trust in the leadership of the Party Committee and the management role of the government.

Aspiration to reach new opportunities

After more than 1 month of operating the 2-level local government model, the Party Committee, People's Council, People's Committee, and Fatherland Front Committee of Dong Thanh commune have proactively completed the apparatus, implemented work in accordance with regulations, smoothly, and used the satisfaction of the people and businesses as a measure of operational efficiency. The slogan "The State and the government serve" is no longer just words but has strongly transformed from thinking, awareness to action.

In the 2025-2030 term, Dong Thanh commune will enter a new development phase, focusing on perfecting the Party apparatus, government, and the Vietnam Fatherland Front Committee to operate effectively according to the 2-level local government model. In the next 5 years, the commune will have many advantages, such as socio-economic infrastructure works, especially major inter-commune connecting roads that have been completed, opening up opportunities to attract investment and promote production and business. The strong development of information systems, digital transformation, trade and services will create new momentum for the local economy. Many new policies of the Party and State have come into effect; political stability, social order and safety are ensured; the attention, leadership, direction and support of the Provincial Party Committee, People's Council, and Provincial People's Committee are important favorable factors for the commune to make a breakthrough. This is the solid foundation and premise for the Party Committee, government and people of Dong Thanh commune to strive to overcome difficulties and successfully implement the goals and tasks of the 2025-2030 term.

Accordingly, the Party Committee of Dong Thanh commune determined the motto of action: "Solidarity - Responsibility - Breakthrough - Development". The goal is to strengthen the building and rectification of the Party and the political system to be clean and strong; innovate leadership methods; improve the management capacity of the government; develop the economy quickly and sustainably on the basis of applying science and technology, digital transformation, green transformation, circular economy and knowledge economy; improve the quality of culture - society, health, education and people's lives; protect the environment; continue to promote discipline and administrative discipline; firmly ensure national defense - security; political and social stability.

During this term, Dong Thanh set 11 economic targets, including an average annual growth rate of 10.5% in total product value in the area; an average income per capita by 2030 of 75 million VND; an average annual total food output of 14,500 tons...; 8 socio-cultural targets; 3 environmental targets; 1 security and order target; 2 Party building targets, of which the rate of subordinate Party cells assessed and classified as completing their tasks well or better each year is 90%.

To successfully implement the targets, the Party Committee of the commune identified the following key tasks: Continue to focus on land accumulation to develop large-scale agricultural production, apply high technology, create rice production areas linked to the value chain, ensure food safety, and increase income per unit area. Strive for the period 2025-2030 to have 222.5 hectares of land accumulated and concentrated for large-scale agricultural production. Maximize the mobilization of investment resources for new rural construction, focusing on improving quality and ensuring sustainability of criteria. Promote the application of information technology, innovation and digital transformation in work processing to gradually build a modern government model, highly adaptable to the requirements of digital transformation in the new era. Along with that, 3 breakthroughs are identified: Modernization, commercialization of agriculture, strong shift to in-depth agricultural development, large-scale production, high productivity, high value, in which focusing on shifting agriculture from mainly food production to developing diversified agriculture suitable to local advantages. Focus on mobilizing resources to invest in building synchronous and modern socio-economic infrastructure, focusing on traffic infrastructure, intra-field irrigation canals, infrastructure serving production and business. Promote administrative reform associated with the development of science, technology, innovation and digital transformation in all fields.

The Party Committee of the commune also proposed synchronous and focused solutions for each target and field. Notably, for economic development, it is necessary to: Continue to implement the planning well, correctly identify the potential and strengths of the locality for socio-economic development. Promote economic restructuring towards rapidly increasing the value of industries and services and creating good jobs for workers. Mobilize resources to invest in socio-economic infrastructure development and promote the development of economic sectors. Strengthen land management, effectively implement the protection of natural resources and the environment. Strictly manage finances, practice thrift, and ensure regular operating needs for the entire political system. Promote the national target program on new rural construction; improve the quality of new rural criteria, focusing on beautifying the countryside to be bright, green, clean, and beautiful. Regarding cultural and social development, focus on improving the quality of cultural, information, and sports activities. Mobilize investment resources to renovate and upgrade facilities for education and training at all levels. Improve the quality of healthcare, focusing on primary health care for the people. Implement social security policies well, continue to promote poverty reduction, improve the material and spiritual life of the people. Strengthen national defense and security, ensure social order and safety.

Promoting the revolutionary tradition and achievements, the Party Committee and People of Dong Thanh commune vow to maintain solidarity and unity, promote democracy, flexibility, creativity, determination to overcome all difficulties and challenges, proactively welcome new opportunities to successfully implement the resolution of the 1st Party Congress of the commune, term 2025-2030, contributing to building the homeland of Dong Thanh to develop sustainably, richly, civilized, realizing the aspiration to join Thanh Hoa province and the country to rise strongly in the new era.
