Dong Nai discusses investment plan for 12,000 billion VND elevated road

On March 24, in Dong Nai , Chairman of the Provincial People's Committee Vo Tan Duc chaired a meeting with Ho Chi Minh City Infrastructure Investment Joint Stock Company (CII) to discuss the investment plan for the elevated road running along National Highway 51 (from Vung Tau intersection to Gate 11 intersection).

After many previous working sessions with departments and branches of Dong Nai province, CII has received opinions from functional agencies to come up with the most optimal solution.

For the Vung Tau crossroads, CII recommends choosing a light bulb-type intersection to suit the area's ground conditions and best meet traffic needs.

Perspective of investment plan for Vung Tau intersection between National Highway 51 and National Highway 1 in Dong Nai

For Gate 11 intersection, CII proposed that in phase 1, two direct overpasses be built, combined with a roundabout island below the overpass to facilitate future expansion.

In case the capital allocated for the two intersections is limited, it is possible to consider the option of dividing the investment into phases.

For the elevated road project running along Highway 51 from Vung Tau intersection to Gate 11 intersection (length 5.5 km), the investor proposed a plan to build an overpass above the existing road.

The plan to build an elevated road with a scale of 6 lanes will keep the width of Highway 51 as it is now. After building a 6-lane elevated road, combined with 8 lanes of the lower road, Highway 51 from Vung Tau intersection to Gate 11 intersection will have a total of 14 lanes.

CII assessed that the elevated road option is the most optimal option because it limits site clearance and is convenient for project construction.

According to CII's calculation, the total investment of the project is nearly 12,000 billion VND.

After listening to the investor's project report, Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, requested the investor to study and add the intersection of Huong Lo 2 and National Highway 51 to the project.

Mr. Duc suggested that after this working session, the investor work specifically with departments and branches to receive comments and contributions to complete the project dossier in March 2025.

After the Provincial Party Standing Committee has given its opinion, the Department of Construction will coordinate with the investor to complete the proposed plan and register to work with the Ministry of Construction to propose project investment contents under the PPP method.

Previously, the People's Committee of Dong Nai province sent a document requesting the Government to report to the National Assembly to allow continued exploitation of the National Highway 51 toll station and the Bien Hoa bypass toll station to invest in these two intersections.

Afterwards, the Ministry of Transport (now the Ministry of Construction) responded in writing that BOT projects in the area had stopped collecting tolls, and that additional investment in the two above-mentioned intersections in the BOT project contract was not feasible. Furthermore, this project had not yet been allocated from the budget.

Therefore, CII's proposal to invest in the Project under the PPP form, BOT contract form is considered appropriate.
