Proposal to establish Ninh Co Economic Zone: New growth driver for Nam Dinh
The Ministry of Planning and Investment has just submitted to the Prime Minister an appraisal report on the establishment of Ninh Co Economic Zone in Nam Dinh province, opening up the potential for sustainable, multi-sector and comprehensive marine economic development for the southern region of the province.

Ninh Co Economic Zone was included by the Government in the list of key maritime economic zones nationwide according to Decisions No. 1453/QD-TTg dated September 24, 2020 and No. 326/QD-TTg dated March 9, 2022, with a planned area of 13,950 hectares, including the southern areas of Nghia Hung and Hai Hau districts. In particular, Nghia Hung district has Rang Dong town and the communes of Nghia Binh, Phuc Thang, Nghia Loi, Nam Dien and alluvial areas, while Hai Hau district includes Thinh Long town and the communes of Hai Ninh, Hai Chau, Hai Hoa.
The establishment of Ninh Co Economic Zone aims to maximize the advantages of human resources and geographical location, connect the economy with neighboring areas, and narrow the development gap with the Red River Delta and other regions. This economic zone aims to become a multi-industry, multi-functional marine economic center, associated with the development of key industries such as mechanics, manufacturing, seaports and port logistics services. The trade, service, and eco-tourism sectors will also be invested and strongly developed to balance economic development with ecological conservation.

On October 31, 2024, the Ministry of Planning and Investment issued Report 9021/BC-BKHĐT on the results of the appraisal of the Project dossier to establish Ninh Co Economic Zone and submitted it to the Prime Minister for consideration and decision to establish Ninh Co Economic Zone.
The appraisal report of the Ministry of Planning and Investment stated that Ninh Co Economic Zone is expected to achieve an average economic growth rate of 14%-15% per year in the period of 2026-2030. By 2030, it will account for 25-30% of the total product value of Nam Dinh province, while reducing the proportion of agriculture, forestry and fishery to 15%, increasing the proportion of industry, construction and trade and services to 85%. It is expected that budget revenue from Ninh Co Economic Zone will reach about 3,000 billion VND by 2030, contributing significantly to the State budget.
Ninh Co Economic Zone will implement a development roadmap including three main phases: Phase 2024 - 2026 completes the Master Plan and some 1/2,000 construction zoning plans for important areas, laying the foundation for the development of the economic zone.
In the period 2026 – 2030, infrastructure projects will be implemented, investment attraction and industrial and urban service development will be enhanced. Urbanization will be accelerated through upgrading Rang Dong and Thinh Long towns, and establishing the new urban area Thinh Long – Rang Dong.
In the period 2031 - 2050, the Economic Zone will be expanded towards the sea and the mainland, building a synchronous and modern socio-economic system and researching new production projects.
Development orientation: Multi-industry, multi-function
Ninh Co Economic Zone will develop according to the model of a comprehensive, multi-sector economic zone, including separate functional areas such as: industrial parks, urban areas, mangrove forests combined with eco-tourism, seaports and logistics services. In particular, the mechanical industry will be the key industry, creating high-value products and many job opportunities. With an expected industrial park occupancy rate of 74-75% by 2030, Ninh Co Economic Zone will create about 54,000 - 55,000 jobs by 2030 and about 65,000 jobs by 2035. By 2030, the rate of trained workers will reach 80%, increasing to 85% by 2035.
This economic zone also pays special attention to sustainable development with the goal of ensuring a safe coastal ecosystem and living environment. According to the plan, 100% of industrial and domestic wastewater will be treated to meet standards. Ensuring the safety of sea dykes, preserving mangrove ecosystems and river dyke systems are also important contents in the Ninh Co Economic Zone Development Project.
The Ministry of Planning and Investment highly appreciated the tasks and solutions proposed by the People's Committee of Nam Dinh province, including 7 tasks and 10 key solutions to realize the development vision of Ninh Co Economic Zone . The Ministry also made additional requests, noting that the province needs to fully absorb appraisal opinions from relevant ministries and branches throughout the implementation of the Project.
Based on the appraisal, the Ministry of Planning and Investment recommends that the Prime Minister approve the Project to establish Ninh Co Economic Zone in accordance with Clause 1, Article 21 of Decree No. 35/2022/ND-CP, and at the same time assign the People's Committee of Nam Dinh province to be responsible for the accuracy of information and data, and to fully implement the appraisal opinions of relevant agencies in the process of planning, investing, constructing and developing the Economic Zone. Ministries and branches will coordinate and guide Nam Dinh province to implement the decision to establish Ninh Co Economic Zone, creating a legal basis and a sustainable development corridor for a new marine economic center of Vietnam.
