Studying, learning, grasping and propagating the Party's directives and resolutions contributes to strengthening the Party's building in terms of politics, ideology and ethics; creating motivation to complete local political tasks. Recognizing that importance, over the past time, Party committees at all levels in Quang Ninh have constantly made efforts, proactively sought, created, innovated, improved the quality and effectiveness of studying, grasping, propagating and implementing the Party's directives and resolutions and achieved many positive results, with increasingly improved quality and efficiency.

The Mong Cai City Party Committee currently has 32 branches and subordinate Party Committees with a total of nearly 4,730 Party members. In order to effectively propagate and implement Party resolutions, the City Party Committee has assigned members of the Standing Committee of the City Party Committee to direct, monitor, urge and take responsibility for the results of organizing the study, dissemination and implementation of resolutions in the localities and units assigned to them; comrades who are Party Committee Secretaries should enhance their responsibility for the study, dissemination, dissemination and implementation of Party resolutions.

Before each session of studying and implementing the resolution, based on the local situation, the Propaganda and Mass Mobilization Committee of the City Party Committee drafts a propaganda outline based on the principle of closely following the goals, guiding viewpoints, tasks and solutions of the central and provincial levels, and at the same time applies them to develop goals and solutions suitable to the actual situation of the locality and the grassroots; clearly indicating what the Party committees at all levels need to do to soon put the resolution into practice. During the process of implementing the resolution by units, the Propaganda and Mass Mobilization Committee of the City Party Committee assigns cadres to monitor and organize experience sharing for the following dissemination sessions.

Since the beginning of the term, the Mong Cai City Party Committee has developed and issued more than 40 plans to disseminate, disseminate, and implement resolutions of Party congresses at all levels, thematic resolutions, directives, conclusions, etc. Organize conferences to study, disseminate, and disseminate timely to key cadres of the city and grassroots. After the conferences, the branches and grassroots Party Committees continue to organize study and dissemination to 100% of cadres and Party members in agencies and units, associated with developing action programs for implementation, writing reports, and promptly concretizing them with tasks suitable to the practical situation of the locality.

With the goal of 100% of cadres, party members, civil servants and public employees in the political system from the province to the grassroots level fully and clearly imbued with the Party's guidelines, resolutions and directives; the State's policies and laws, thereby unifying in thinking and action to effectively carry out assigned political tasks, since the beginning of the term, the Provincial Party Committee has issued dozens of plans to organize the study, dissemination and implementation of the Central's resolutions and connected online to the grassroots level.

The organization of online conferences to study Party resolutions has been promoted by Party committees from the province to the grassroots level, thereby saving time and eliminating the need to organize many different conferences between levels in the whole province. On the other hand, it helps all cadres, party members, civil servants and public employees in the political system to clearly and fully absorb the clearest thoughts, viewpoints and orientations from the reporters who are leaders of the Party, State and the province.

Up to now, 100% of Party committees at all levels have closely followed the direction, based on their functions, tasks and requirements to organize the study, dissemination, development of action programs, implementation plans of resolutions and conclusions in accordance with local and unit realities, avoiding formalities, ostentation and waste. Cadres and Party members have actively and proactively studied and fully researched the contents of the resolutions. The rate of Party members participating in the study of Party directives and resolutions has reached an average of over 97%.

Mr. Dao Ngoc Duy, Party Cell Secretary, Head of Zone 7 (Hong Hai Ward, Ha Long City), said: Every time the ward leaders notify me to participate in studying, grasping, and researching the Party's resolutions through online connection with the province and the Central Government, I myself and the Party members in the cell are very excited. Because there, we can easily absorb the full content of the resolutions and development orientations of the Party and the State. From there, it helps me personally improve my political mettle, have the right thoughts and actions in the face of distorted and incorrect information that many hostile forces are trying to sabotage.

Not only stopping at disseminating and implementing resolutions, Party committees from the provincial to grassroots levels also promote preliminary and final reviews of the implementation of resolutions in line with actual conditions in localities and units. Through preliminary and final reviews, the results, limitations, causes have been objectively assessed, lessons learned in the implementation process have been drawn, thereby providing scientific arguments for the development and improvement of Party and State policies and guidelines.

In addition, the work of propagating and disseminating directives and resolutions of the Central and the province is also carried out on mass media, electronic information pages of agencies, units and localities; grassroots radio systems; via email, fanpages, zalo groups; activities of mass organizations... Thereby, the core content of the Party's resolutions has been promptly and widely disseminated among cadres, party members and people; creating consensus, trust and determination to successfully implement the Party's resolutions.
