In his opening remarks at the conference, Prime Minister Pham Minh Chinh emphasized that recently, the world situation has been changing rapidly with many difficulties and challenges, therefore, the more difficult it is, the more efforts and attempts must be made; the entire Party, the entire people, the entire society, including enterprises, especially state-owned enterprises, must make even more efforts and attempts, because state-owned enterprises are identified as playing a leading role in the economy; in difficult times, the role of state-owned enterprises must be promoted.
This conference is an opportunity for us to assess the current new situation, while Vietnam is a developing country with a small economy, large economic openness, in the process of transformation, and limited resilience to external shocks.
Therefore, it is necessary to accurately assess the situation to have appropriate solutions, promote the spirit of self-reliance, the more difficult and pressured, the more effort; must be calm; not confused, afraid, panicked, but not negligent, subjective, or lose vigilance because since the beginning of the term until now, there have always been great difficulties and challenges such as the Covid-19 pandemic; the Russia-Ukraine conflict, broken supply chains related to energy; Typhoon Yagi...

The Prime Minister emphasized that despite this, we have united, “unanimously agreed from top to bottom, and smoothly managed” to overcome all difficulties and challenges; in which the role of state-owned enterprises is very important.
According to the Prime Minister, the difficulties the country has encountered recently cannot be compared to the previous difficulties, challenges and dangers, especially after the success of the August Revolution in 1945, the years of fighting for national independence and unification, and the years when the country was embargoed.
From there, we must be confident, proud of our nation, and courageous to move forward, not afraid of any difficulties or challenges. However, we cannot be subjective, we must be self-motivated, must overcome our own limits; each person, each state-owned enterprise must strongly and decisively innovate, confidently overcome; must promote creativity and initiative, under the leadership of the Party, the support of the people, and international friends to move forward.

Currently, we are implementing 3 strategic breakthroughs; the strategic quartet in which we carry out a revolution in the arrangement and organization of the apparatus; must promote science and technology, innovation, digital transformation; international integration, shifting from a state of passive reception to a state of catching up, going along, surpassing, being a responsible member of the international community, having to participate in "leading the game" with countries around the world; must strive to achieve double-digit growth in the coming years, which is extremely challenging in the current context.
The Prime Minister said that we must make efforts because there is no other way. Developed countries like Japan and Singapore all have to have high growth and breakthroughs. Therefore, we must progress rapidly. We identify internal strength as fundamental, strategic and decisive; external strength is important and breakthrough; we need to clearly realize that Vietnam has a geostrategic position, a young population, and natural resources... which are huge advantages.

State corporations and groups must strive to grow stronger, actively participate in the process of promoting science and technology, innovation, and digital transformation; we need to affirm that there is not just one market but many markets, not just export momentum but many export markets; we must renew and diversify markets; there is no single product, no single supply chain but we must diversify products and supply chains; doing these things requires being very fast in the current situation.
The Prime Minister directed that it is necessary to boost exports to the Middle East market; proactively speed up negotiations on a trade agreement with the UAE, continue to balance trade with China... Each individual, each corporation, and general company in their position must make efforts, participate in the supply chain, and make 3 strategic breakthroughs even stronger.

We must unite, be unified, focus on strongly promoting the domestic market; we must gather together to make a storm. The Prime Minister believes that with the spirit of patriotism and responsibility, we must discuss and act more strongly, with high determination, great efforts, drastic actions, assigning "clear people, clear work, clear responsibilities, clear progress, clear results, clear authority"; must ensure growth of more than 8% because "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then we only discuss and act, not retreat".
The Prime Minister stated that this could be called the “Dien Hong Conference” for state-owned enterprises when facing difficulties in trade in the world today; he said that many experts and scholars have affirmed that people are still the most important, meaning that in state-owned enterprises, the staff is the most important. The conference needs to unify awareness, actions, methods, approaches, and determination to ensure the set growth target, control inflation, ensure jobs and livelihoods for people, thereby contributing to macroeconomic stability.
* According to the Ministry of Finance, in 2024, the financial situation and production and business performance of 671 state-owned enterprises (including 473 enterprises in which the State holds 100% of charter capital and 198 enterprises in which the State holds more than 50% of charter capital) are as follows:
Total assets: 5,656,447 billion VND; equity: 2,960,993 billion VND; total revenue: 3,283,157 billion VND; pre-tax profit: 227,465 billion VND...
For corporations and general companies (78 enterprises, data according to the parent company's report), in 2023: total assets are VND 1,942,295 billion; equity is VND 1,167,769 billion; total revenue is VND 1,201,915 billion; pre-tax profit is VND 101,314 billion; average pre-tax profit to equity ratio is 9%; average pre-tax profit to total assets ratio is 5%.
The total amount payable to the state budget is VND 123,217 billion. Of which, the amount of after-tax profit payable to the state budget is VND 50,578 billion. The amount of after-tax profit paid to the state budget in 2023 (including the amount carried over from previous years) is VND 59,369 billion.
Estimated implementation in 2024, plan for 2025: total revenue is estimated at 1,811,634.15 billion VND, up 38% compared to 2023. Plan for 2025: 1,085,441 billion VND; profit before corporate income tax is estimated at 188,279 billion VND, up 25% compared to 2023. Plan for 2025: 109,339 billion VND; taxes and amounts paid to the state budget are 173,155 billion VND.
Investment and development situation: by the end of 2024, state-owned enterprises in general have focused on implementing investment projects to improve their capacity and scale of production and business. Basic projects have been urgently implemented by state-owned enterprises to ensure progress, efficiency and savings according to the approved plan. State-owned enterprise projects focus on important and key sectors and fields of the economy, contributing to the implementation of the socio-economic development goals of the whole country.
According to the report of the State Capital Management Committee at Enterprises, in 2024, the consolidated investment value of 19 corporations and general companies represented by the Committee is estimated to reach 160 trillion VND (equal to nearly 80% of the annual plan and 130% over the same period); in which, the investment values of some large and key projects are as follows:
Energy sector: Completed the 500kV Nam Dinh 1-Pho Noi Thermal Power Plant Line Project, the 500kV circuit 3 Quang Trach-Pho Noi transmission line; Under implementation: Nhon Trach 3&4 Thermal Power Plant Project; Hoa Binh Hydropower Plant Expansion Project; Ialy Hydropower Plant Expansion Project; Quang Trach 1 Thermal Power Plant Project; Lot B power-gas project chain.
Transport and aviation sector: Ben Luc-Long Thanh Expressway construction project; Investment project to build container terminals No. 3 and 4 in Lach Huyen, Hai Phong; T2 passenger terminal construction project - Cat Bi International Airport, T3 passenger terminal construction project - Tan Son Nhat International Airport; Component project 3 - Long Thanh International Airport project phase 1.
In the telecommunications sector: The Military Industry-Telecoms Group (Viettel) completed important tasks and perfected foundational solutions for priority areas under the National Digital Transformation Program; Focused on implementing key national projects (National Assembly Office, Central Party Office, Ministry of National Defense Digital Transformation Project); Developed an international connectivity strategy, including implementing the investment policy to build a submarine cable line owned by Vietnam. Put into operation the Viettel Hoa Lac Data Center, the largest and most modern in Vietnam.
In the field of high-tech industry, Viettel completed the Al project tasks beyond the set target. The project's products have been applied and put into equipment to effectively serve training and combat readiness tasks, contributing to the modernization of the Army, enhancing defense capabilities, and protecting the Fatherland. At the same time, the Group plans to implement 1,314 investment projects in construction and equipment procurement with a total investment of 158,642 billion VND, the expected investment capital for the year is 35,008 billion VND.
In addition, there are also a number of large projects of corporations and general companies such as the project to build berths No. 7 and No. 8 of Lach Huyen port area in Hai Phong seaport and the project to upgrade and modernize Cat Lai port of Saigon New Port Corporation; the project to invest in the data center of VNPT Group...
In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized that the conference identified two important tasks: promoting digital transformation and growth in state-owned enterprises in the current situation; the situation changes, so there must be change. The Prime Minister stated that currently, the country has nearly 1 million enterprises, the number of state-owned enterprises is not much among them but holds an important amount of material in the economy, from which to see the role and importance in the country's economy, we must be aware of the spirit of rising up, self-maturity, increasingly effective development along with the growth of the country, rapid and sustainable development based on science and technology, innovation, digital transformation, energy transformation, transformation to circular economy, knowledge economy, creative economy, increasing labor productivity; both developing for ourselves and developing for the country, bringing the country to achieve the two 100-year development goals by 2030 and 2045.
In the process of implementing these two strategic goals, the Prime Minister noted that state-owned enterprises must achieve the goal of the country's political stability, people's confidence, ensuring social order and safety, independence, sovereignty, and territorial integrity to continue developing; stability for development, only with development can there be potential, maintaining the country's independence and sovereignty; only with development can there be investment, only with investment can there be development; only with development can there be potential to build an independent, self-reliant economy, actively and proactively integrating deeply, substantially, and effectively into the international community; improving the material and spiritual life of the people, including state-owned enterprises.
Regarding digital transformation, the Prime Minister stated that digital transformation is an objective requirement, a strategic choice, a top priority in the development process of enterprises and the country in the current period. If there is no digital transformation, it will be backward, backward, and weak. State-owned enterprises must pioneer in digital transformation because they have the conditions, potential, conditions, and people; must participate in leading the country's digital transformation; participate in building a digital government, digital society, and digital citizens; pioneer in developing enterprises in the digital transformation process. Enterprises must grow, only when they grow can they develop. The current requirement is high growth, double-digit growth in the coming years, so enterprises must also grow high, grow quickly, but must grow sustainably in the following factors: stabilizing the macro economy, controlling inflation, ensuring major balances, contributing to reducing public debt, foreign debt, government debt, and reducing budget deficit. If state-owned enterprises do not grow at double digits, it will be difficult for the country to grow at double digits.
Regarding solutions, the Prime Minister emphasized that state-owned enterprises must complete processes, regulations, and standardize according to the general digital transformation of the whole country and of enterprises; must build enterprise databases, digitize documents and records; from there, there will be intelligent intelligence of enterprises through their databases. It is necessary to develop digital infrastructure of corporations and general companies, contributing to the development of the digital infrastructure of the whole country, not separately. It is necessary to ensure that there are products, to create digital products of enterprises, from there to lead and operate digital transformation, develop digital products suitable for the development of enterprises, agencies, and units. Along with that, developing digital quickly, strongly, and effectively but must ensure safety, sustainability, good management, security, safety, contributing to ensuring national network security; data is a means of production, a new productive force. Regarding human resources, it is necessary to build digital civil servants, contributing to building digital citizens of the country; demonstrating that people are the most valuable asset; people are born to manage equipment, manage intelligently; people use artificial intelligence (AI), must win over AI. All of these must be integrated into the country's digital transformation, including participating in the "Digital Literacy" movement.
Regarding growth, the Prime Minister requested attention to the three traditional growth drivers: consumption, export and investment. Of which, export is currently difficult but cannot be stopped. There are many difficulties and challenges but must be overcome by diversifying and expanding the market. The export market is not now shrinking but has been shrinking since the Covid-19 pandemic, conflicts, and supply chain disruptions; must be proactive and creative based on State support, must proactively expand to markets such as the Middle East, Central Asia, Pakistan, Egypt, etc.; strengthen traditional markets.
We must invest more; save to focus resources on development investment; Chairmen and General Directors of corporations and general companies must find ways to expand investment, only with investment can there be growth; investment efficiency must be high, ICOR index must be low; promote domestic consumption, take advantage of the market opportunities of 100 million people; promote new growth drivers such as digital transformation, green transformation, building a circular economy; state agencies must innovate in this. At the conference, the Prime Minister noted that the Ministry of Agriculture and Environment must promptly remove difficulties and obstacles, for example, waste soil from coal mining must not be used for other purposes such as leveling the ground; actively enter the creative economy; innovate management efficiency, ensure smart governance, reduce management costs to reserve resources for investment; exploit the domestic market and develop abroad; stabilize the output market, harmonize benefits, and share risks. Corporations and general companies must support and help each other; evaluate and encourage good people who dare to think and dare to do; and reward them promptly and appropriately.
For ministries and branches, it is necessary to review and remove obstacles in institutions related to enterprises; innovate thinking, implement "what you know, manage, what you don't know, don't manage"; strengthen decentralization and delegation of authority; review and eliminate all cumbersome administrative procedures; cut 30% of costs, implementation time, and number of administrative procedures; develop strategic infrastructure to reduce input costs for enterprises.
It is necessary to strengthen the training of high-quality human resources for enterprises; the Ministry of Education and Training and other ministries and branches must support this. Actively contribute to preventing and combating corruption, negativity, and group interests. It is necessary to boldly assign work to enterprises; effectively and harmoniously implement monetary policies in combination with fiscal policies. In which, focus on public investment; reduce and defer taxes, fees, and charges, and speed up VAT refunds.
Regarding science and technology, the Ministry of Science and Technology must cut out cumbersome procedures related to this field; the Ministry of Foreign Affairs promotes Resolution 59-NQ/TW to connect domestic enterprises with enterprises around the world. The Prime Minister requires that "people, work, responsibilities, progress, results, and authority" must be clearly defined; with their own capabilities, state-owned enterprises will successfully implement national digital transformation; growth is inevitable; if there are any problems during this process, they must report to the Government and the Prime Minister.
